Happy summer!
With the beginning of summer comes budget season. Napa County's balanced budget represents historic investments into wildfire prevention, public safety, housing and our community's well-being (more information below).
With the excessive heat warning this week, I encourage you to take extra care to stay safe and healthy. Cooling center information and tips on how to protect yourself from the heat can be found here, and the County will be sharing updates on social media throughout the week.
Lastly, I am incredibly excited to introduce you to District 5 Aide, Melissa Moize. Melissa is available to assist with all constituent matters, county departments and scheduling requests. She'll be joining me at Meet me in the Street and other community events. Please be sure to introduce yourself when you see her.

Imola & South Coombsville Community Meeting POSTPONED | |

I want to thank all the residents who reached out to our office about neighborhood concerns. Our office has been working with CHP and the Sheriff's office for increased patrols. Our roads crew has completed a traffic survey and we have engaged code compliance to help address the concerns you have raised. Your diligence as neighbors has been a tremendous asset as we address safety concerns on county roads in the South Imola area.
At this time we will be postponing our community meeting (originally scheduled for Tuesday, July 9th) to a later date. Wildfire season is upon us, and we encourage you to make a plan with your family. have a go bag ready and sign up for Alert Napa County updates.

New District 5 Office Opening Soon | |
I'm excited to share that a new Napa County District 5 office will be opening soon in American Canyon City Hall. My staff and I will be working from this office a couple days a week so that we can be more accessible to all the constituents of District 5.

County Adopts Budget for Fiscal Year 2024-2025 | |
|
We voted unanimously to adopt the recommended budget for fiscal year 2024-2025. This budget's priorities include enhancing fire response and prevention; improving roads and facilities infrastructure; acquiring Skyline Park and Reentry Facility; initiating the General Plan Update; developing a Regional Climate Action Plan; preparing for the BAHFA (Bay Area Housing Finance Authority) bond issuance (details below); and more.

Chief Michael Marcucci Retires | |
|
At the last Board meeting, we recognized the service and many contributions of Fire Chief Michael Marcucci as he retires from his 26+ year career with CAL FIRE, including 2.5 years as Napa County Fire Chief. I am so grateful for Chief Marcucci's leadership. His work has left the County better prepared and more resilient.

Napa County Awards $5M to fund 17 projects through Multi-year MSA Grant Process | |
|
We recently awarded $5M in Tobacco Master Settlement Agreement (MSA) funds to 16 local groups for the next three years. These funds will support 17 projects aligned with objectives from the County Health and Human Services Agency’s Community Health Improvement Plan (CHIP). The CHIP goals were developed through a stakeholder-informed process, including priorities identified in the Napa Older Adult Assessment (NOAA).
The $5 million awarded this year complements ongoing efforts supported by last year's $1.8 million MSA grant awards, illustrating the County's sustained investment in community health and well-being.

ABAG/BAHFA Regional Bond Measure Update | |

On Wednesday, June 26th, BAHFA (Bay Area Housing Finance Authority) adopted the resolution to place a first-of-its-kind measure on the November 5th general election ballot in each of the nine Bay Area counties. The vote was unanimous and was the last step in the process to place the measure on the ballot.
This $20 billion measure would help build and preserve more than 70,000 affordable homes in the Bay Area, with a potential $118 million coming to Napa County. Success in November would bring unprecedented resources for the entire region and providing the critical funding necessary to help meet the Bay Area's housing needs.

The Napa County Fire Department's Free Chipping Program, launched this spring, continues to be available as a vital safety resource for creating defensible space against wildfires. Submit an application and ensure you follow these guidelines to get your property approved. We hope you take advantage of this free program designed to assist property owners with their defensible space. Please note, this program is only available for residential properties in the unincorporated areas of Napa County.

Home Hardening & Defensible Space Grants | |
You may qualify for up to $50,000 for home hardening and defensible space through the ReCoverCA Wildfire Mitigation Retrofit Program. To qualify, Napa County homeowners must meet the following criteria:
- Occupied the home as their primary residence at the time of the 2020 LNU or Glass fires, and currently. Rentals or second homes are not eligible.
- Be current on property and income taxes, and willing to provide documentation.
- Be a US Citizen or qualified alien.
Priority is given to low and moderate-income households, defined as those at or below 80% of Area Median Income. For more details, click here.

Participate in the Regional Climate Action Plan Survey | | |

Please take 10-15 minutes to participate in Napa County's Regional Climate Action and Adaptation Plan (RCAAP). Your input will help create a plan that builds resilience and sustainability for Napa County’s future.
All of our jurisdictions will focus on reducing emissions in transportation and building energy, as well as adapting to climate change. Additionally, the county will focus on reducing emissions from agriculture and increasing opportunities for carbon sequestration. Since emission reduction and climate adaptation strategies may vary across different jurisdictions, feedback and engagement from the entire region are crucial for the development of the RCAAP. Raised in unincorporated St. Helena and Pope Valley, Belia is a first-generation Mexican-American who was born at Queen of the Valley Hospital in Napa. She currently resides in American Canyon, but calls all of Napa County home. Belia is a business owner, educator, community advocate, and mother of three children. Belia attended St. Helena Public Shools from kindergarten through high school. She graduated from Saint Mary's College of California in 1999 and UC Hastings College of the Law in 2004. Belia served as an American Canyon City Council Member from 2010-2016. In 2017, Belia was elected to the Napa County Board of Supervisors. She currently serves on the following panels: Association of Bay Area Governments, North Bay Water Reuse Authority, Local Agency Formation Commission, Latino Caucus of California Counties and Rebuild North Bay.
