Between floods, fires, social justice and this nearly yearlong pandemic, the challenges we faced over the last four years have been heavy and trying. With vaccinations rolling out (see below), with more financial assistance available to businesses, relief is in out near future.
On January 4, 2021 I began my second term as your Fifth District Supervisor. I would like to thank Assemblymember Aguiar-Curry for administering my oath of office. I felt it was quite fitting to take my oath at my home, where I have spent most of the last nine months.
While I wish we could say that we left those challenges behind in 2020, I stand committed to continue to work towards a healthier, brighter 2021.

Local COVID-19 Conditions

Napa County remains deep in the “purple” tier of the State's Blueprint for a Safer Economy (see below for details) and under the Regional Stay At Home (RSAH) Order (RSAH). The RSAH Order that began on December 17 lasts for a minimum of three weeks and until the region’s ICU capacity projected out four weeks is equal or greater than 15%. The Bay Area Region’s ICU capacity is currently at 3.5%. This plus current trends tell us that it is likely we will remain under the RSAH Order after the three-week mark which is today. COVID-19 Vaccine Distribution

As of January 7, Napa County has received approximately 6,300 vaccines of which 3,832 (60%) have been administered to health care workers on the frontline. As you can see in the image above, we are currently in Phase 1A, Tier 1 of the three-phase system. Napa County Public Health continues to distribute the remaining vaccines in storage and working with the State to increase vaccines allocations to complete Phase 1. Napa County Seeks Medical Volunteers

Are you a nurse, pharmacist, paramedic, EMT, dentist or physician looking to serve your community? Napa County Public Health is seeking medical volunteers to help administer COVID-19 vaccinations once vaccine supplies are sufficient. Small Business COVID-19
Grant Relief Program
|
|
The State of California announced a $500 million grant fund to support small businesses. The program will provide micro grants ranging from $5,000 to $25,000 to eligible small businesses and nonprofits impacted by COVID-19 and the related health and safety restrictions.
This grant is not awarded by a first come, first served process. All applicants have until January 13, 2021 to complete and submit their application. For more information and to apply, click here.

Additional Relief for Working Families
|
|
Governor Newsom is proposing new state stimulus checks as part of his state budget proposal scheduled to be released today. If approved, the "Golden State Stimulus" would provide a $600 rapid cash support directly to roughly four million low-income Californians who, coupled with federal stimulus, could receive at least $1,200 of direct relief. The state’s stimulus will also reach low-income Californians who are excluded from the federal stimulus, like undocumented households, including parents with U.S. citizen children.
The Governor is also calling for immediate action to protect more Californians from eviction by extending critical eviction protections enacted by AB 3088 and ensuring that California’s $2.6 billion share of federal rental assistance is distributed according to greatest need and with accountability.

In September of 2019, the Board contracted with EndPoint EMS Consulting LCC to provide an assessment of the Napa County Emergency Services Medical (EMS) System. After a high-level system assessment and stakeholder input process, EndPoint reported the EMS system is working well overall, but there is room to make a good system even better. For example, EndPoint recommended improving ambulance coverage in the north end of the County. An opportunity for us to make this improvement is coming up as our contract with the current ambulance provider expires in January 1, 2022. The County will be releasing a request-for-proposals for an ambulance contract in February and we hope that it will generate a lot of interest from the state and national ambulance companies. There is a direct correlation between the number of animals that are released "live" from our animal shelter and our community's efforts to spay/neuter pets. Just last week, I took our 6-month-old kitten to Napa Humane to be spayed. It was an easy scheduling process. While she was there our kitten was microchipped. Raised in unincorporated St. Helena and Pope Valley, Belia is a first-generation Mexican-American who was born at Queen of the Valley Hospital in Napa. She currently resides in American Canyon, but calls all of Napa County home. Belia is a business owner, educator, community advocate, and mother of three children. Belia attended St. Helena public schools from kindergarten through high school. She graduated from Saint Mary's College of California in 1999 and UC Hastings College of the Law in 2004. Belia served as an American Canyon City Council Member from 2010-2016. In 2017, Belia was elected to the Napa County Board of Supervisors. She currently serves on the following panels: Napa Valley Transportation Authority, Association of Bay Area Governments, North Bay Water Reuse Authority, Latino Caucus of California Counties and Rebuild North Bay.
