It has been 55 days since the County of Napa asked you to Stay Home, keep your distance from each other, refrain from group activities and alter life as we knew it. Our epidemiology, our social distancing and the commitment of our businesses, cities and county to our collective public safety has gotten us to the point of requesting State approval to move into “deep State 2.” I know there are so many emotions about next steps, but rest assured that our decision to move forward is informed by science and we will continue to prioritize the safety of our residents throughout this pandemic.
Lots of changes are coming and below is a summary of a few of the changes this week. We’ll continue to send these brief updates each week to keep you informed.

Numbers as of May 14, 2020:
- 73,174 cases in California
- 2,974 deaths in California
- 2,986 tested in Napa County
- 83 positive cases in Napa County, 3 confirmed deaths, 42 recovered for 38 active cases
- 48 patients with pending test results
- 2,855 negative results
- 87 active contacts under investigation (had contact with someone that tested positive)

Napa County Working to Move Further
Into Stage 2 of Re-Opening

Moving Forward: Your efforts of staying at home and keeping your physical distance have resulted in the County of Napa being ready to move further into stage 2 of opening. Governor Newsom recently unveiled the State's
Resiliency Roadmap
to re-open our economy which includes 4 stages, guided by 6 key indicators. The state approved a soft opening of Stage 2 that occurred in Napa County last Friday, allowing for some retail, manufacturing, and logistic businesses to re-open with modifications.

However, as shown in the image above, other Stage 2 sectors such as offices, dine-in restaurants, shopping malls and schools, are part of a "deeper" Stage 2 opening.
As of today, May 14, 2020. Napa County Public Health Officer Dr. Karen Relucio completed the “Attestation” required for county to move into "deep" Stage 2. The criteria is based in epidemiology, state guidance and industry best practices. The Board of Supervisors submitted its required letter of support. Napa County’s submission is available here.
COVID-19 Variance Attestation Report
. While COVID-19 is present in our County, this Attestation report highlights the County’s low rates of COVID-19 cases and high levels of preparedness. Thank you for your role in flattening the curve in Napa County.
Next steps—the County has submitted the Attestation for review by the California Department of Public Health. Once the Attestation is accepted by the State, Napa County will be able to reopen some businesses and workplaces if they make required modifications to lower the risk of transmission. Keep in mind, schools and childcare facilities are not a permissible activity until after June 1 with guidance from the State. This is an ever-changing situation and we’ll keep you apprised as changes come our way.

Lake Berryessa Increases Recreational Access
|
|
Following guidance from the White House, Centers for Disease Control and Prevention and Napa County Public Health authorities, the Bureau of Reclamation is increasing recreational access at Lake Berryessa.
On Saturday May 9, Lake Berryessa opened access to its Pope Creek parking lot and restroom and restrooms at the Olive Orchard Day Use Area, Putah Creek Bridge, South Oak Shores and Smittle Creek are also open. However, launching remains limited to non-motorized watercraft.
The concessions operating at Markley Cove and Pleasure Cove is now allowing the use of moored boats, non-motorized watercraft and boat rental activities to resume operations and access on the water. Stores and marinas have also re-opened to the public.
The private Boat and Jet Ski Rentals, located on Berryessa Knoxville Road, have also resumed boat rental operations and access to the water.
Beginning May 19, public boat launch will be permitted at the concession sites. Due to the health and safety of the public and employees, the following facilities will remain closed until further notice: Administration Officer and Visitor Center, Oak Shores Day Use Area, Smittle Creek Day Use Area and the Capell Cove Boat Launch. Napa County officially launched a new food calendar as a resource guide for people in need of food in our community. The food calendar can be sorted by city, day, week, or month and provides information about the food program such as address, time and a description of the program offered and basic eligibility requirements. Full Multiple Day Closure of
Green Island Road
|
|
The railroad crossings on Green Island Road are scheduled to be replaced as part of the Green Island Road Reconstruction and Widening Project. These replacements necessitate a full closure of all lanes on Green Island Road between Paoli Loop and Commerce Boulevard. The closure will take place over two weekends:
- Friday, May 29 at 5pm - Monday, June 1 at 9am
- Friday, June 5 at 5pm - Monday, June 8 at 9am
During these closures, a detour will be set up on Commerce Boulevard between Eucalyptus Drive and Green Island Road.
No truck or delivery vehicle
traffic will be permitted on this detour, only local residents and employees in personal vehicles.

Raised in unincorporated St. Helena and Pope Valley, Belia is a first-generation Mexican-American who was born at Queen of the Valley Hospital in Napa. She currently resides in American Canyon, but calls all of Napa County home. Belia is a business owner, educator, community advocate, and mother of three children. Belia attended St. Helena public schools from kindergarten through high school. She graduated from Saint Mary's College of California in 1999 and UC Hastings College of the Law in 2004. Belia served as an American Canyon City Council Member from 2010-2016. In 2017, Belia was elected to the Napa County Board of Supervisors. She currently serves on the following panels: Napa Valley Transportation Authority, Association of Bay Area Governments, North Bay Water Reuse Authority, Latino Caucus of California Counties and Rebuild North Bay.
