Achoo! With a wet winter comes the beautiful blooms and then the watery eyes. Even with the pollen saturating our valley, it’s a beautiful time to get out and explore. 

I’m already counting down to the end of the school year, the start of fun summer camps for my littles, and budget season for the County. 

Keep in mind that with good weather also come road repairs. Slow down for the cone zone.

Solar Power Generating Facilities
In 2018, two applications for privately owned and operated solar power generation facilities were submitted to provide power to Marin Clean Energy. As a result, members of both the Planning Commission and the Board of Supervisors requested that existing zoning regulations concerning the siting and design of solar power generating facilities be evaluated to determine if additional refinements are necessary. After discussion related to protecting agriculture and incentivizing solar projects outside of Ag zones, the Board provided direction to staff to bring back zoning changes and design criteria for utility-scale solar projects. These discussions reiterate the Board’s commitment to bringing more sustainable energy practices to our County, while ensuring that our agricultural areas are protected. Stay tuned for more details and for the circulation of a draft ordinance.
Road & Street Standards Amended
The Board amended the Napa County Road and Street Standards to clarify the applicability of the standards to certain types of use permit applications. The changes aim to provide a more reasonable basis for imposing standards on use permits regarding street/road modifications. Previously, the standards required all applicants to comply with road/street standards for a use permit, regardless of how minor the requested modification. The amendment will ensure that only permits that would result in an intensification of use and/or more cars to a roadway network will be subject to comply with current road/street standards. Applicants that would not alter the overall concept, density, intensity, or negatively impact the environment will not be subject to these standards. 
Celebrating 20 Years of Community Flood Protection & Improvement
In March 1998, Measure A - a half-cent sales tax generated $271 million in local funding over the last 20 years for flood protection efforts and other watershed improvement projects in Napa County. The heavy rains over the past few years have put these projects to the test, and what a success! With the creation of the Oxbow Bypass, wetlands restoration and flood plain widening, the City of Napa avoided devastating flooding that once happened on a regular basis. Watershed improvements throughout the County are showing benefits and the Napa River is once again a Living River that we can all enjoy and cherish. Congratulations to all Napa County residents for your 20 year commitment in delivering this world class infrastructure project.
Breaking Ground on American Canyon
Solar Project
Congratulations to Renewable Properties and MCE for recently breaking ground on the American Canyon Solar Project. Located on approximately 21 acres, the project will produce 8 million kWh, enough to power 1,000 homes per year right here in Napa County. This is equivalent to avoiding more than 5,700 metric tons of CO emissions annually which is similar to the volume of greenhouse gases emitted from 1,218 passenger vehicles driven over the course of one year. Thank you MCE and Renewable Properties for adding local energy to Napa County.
Road Updates
Sewer Rehabilitation & Road Improvements
NapaSan and both City & County Public Works staff have been working on sewer rehabilitation and road paving improvements north of Imola Ave., east of Soscol Ave., south of Kansas Ave., and west of Penny Ln. Construction will take place in phases and is expected to be complete in October 2019. To view project areas, click on the map to enlarge.

Current Construction Location: 
During the week of April 29, sewer rehabilitation work will occur on Coronado Avenue (south of Shetler Ave), Harding Avenue, and Kansas Avenue. In the upcoming weeks, concrete curb ramp installations and minor sidewalk and curb repairs are expected to begin at various locations within the project area. Construction Work Ahead

Construction work to extend the left turning lane from northbound 29 to Airport Blvd. is expected to begin April 30th between 11:00 p.m. and 5:00 a.m. The project, expected to continue through Saturday morning on May 4th, does include a closure of the southbound left lane and corresponding shoulder during work hours.
New Napa County Fire Chief!
Congratulations to Geoff Belyea, Napa County's new Fire Chief! Chief Belyea began his career with CAL FIRE in 1997 as a Fire Fighter I and at the same time began his service to the Napa County Fire Department as a Volunteer Firefighter with the Dry-Creek Lokoya Station. In 2001, he was transferred to the Sonoma Lake Napa Unit of CAL FIRE and served in a variety of roles including fire prevention, vegetation management, and public education/public information programs. In 2017, he was promoted to serve as the Assistant Fire Chief for the Napa County Fire Department. Please join me in welcoming Chief Belyea into his new role with the County of Napa.
Emergency Shelter for Families in Need
An agreement with Napa's Rainbow House was recently approved to provide and operate a resource center and emergency shelter to families in a safe, respectful, and inclusive manner 7 days a week, 365 days of the year. In December of 2017, the County had to stop using the then-existing family shelter and staff has been working since then to find a suitable replacement site. This agreement will not only fulfill that need, but also continue to support families throughout the County.

Library Staff Day - T he 1st Friday in December, all Napa County Library locations closed

Early closure of all locations at 6:00 PM the day before Thanksgiving and New Years Eve

New hours of operation for each location:
  • Napa Main Library - Mon-Thu 10AM-9PM, Fri-Sat 10AM-6PM and Sun 1PM-5PM
  • American Canyon Library - Mon-Tue 10AM-6PM, Wed-Thu 12PM-8PM, and Fri-Sat 10AM-6PM
  • Calistoga Library - Mon-Tue 10AM-6PM, Wed 12PM-8PM, and Thu-Sat 10AM-6PM
  • Yountville Library - Tue-Sat 10AM-6PM

About Belia Ramos
Raised in unincorporated St. Helena and Pope Valley, Belia is a first-generation Mexican-American who was born at Queen of the Valley Hospital in Napa. She currently resides in American Canyon, but calls all of Napa County home. Belia is a business owner, educator, community advocate, and mother of three children. Belia attended St. Helena public schools from kindergarten through high school. She graduated from Saint Mary's College of California in 1999 and UC Hastings College of the Law in 2004. Belia served as an American Canyon City Council Member from 2010-2016. In 2017, Belia was elected to the Napa County Board of Supervisors. She currently serves on the following panels: 25 th District Agricultural Association, Napa Valley Transportation Authority, Association of Bay Area Governments, North Bay Water Reuse Authority, Latino Caucus of California Counties and Rebuild North Bay.
