Ever wonder how the County prioritizes expenditures and services? Budget hearings are right around the corner and you’ll have the opportunity to hear about each department’s priorities and fiscal management. Thankfully with our County’s prudent financial policies coupled with the property tax backfill from the Governor’s May revised budget, we will continue to be able to provide a high quality level of services despite the financial losses as a result of the 2017 Napa Fire Complex.

I hope this beautiful weather has inspired you to start planning your summer outdoor activities. We’re ready to return to a few of our favorites—day camp at Connolly Ranch, afternoons at Lake Berryessa and American Canyon open swim. And we hope to add a couple more. I hope you’ll be enjoying our beautiful County, too.

Junior Accessory Dwelling Unit Program
On May 22, the Board received a presentation from County staff on the proposed Junior Accessory Dwelling Unit (JADU) Loan Pilot Program. A JADU is a conversion of an existing bedroom to a stand-alone unit, which is a less expensive alternative to a traditional Second Dwelling Unit. The proposed pilot program seeks to create approximately five low-income units in the unincorporated area of Napa County. A homeowner that applies to the program and rents the JADU or primary home to a low-income tenant would be eligible for a no-interest, forgivable loan of up to $40,000 plus the cost of permit fees to create the unit. This is a great way to increase our affordable housing stock without major impacts. Final proposed guidelines is scheduled to come back to us in June. The Library Eliminates Late Fines for Kids and Teens
The Board of Supervisors voted unanimously to eliminate late fines for children's and teen materials at the Napa County Library; however, patrons will still be charged for lost items. The Board also eliminated processing fees to encourage all residents to bring their library accounts back into good standing. Children and teens often can't get to the library to return their items, so we want to make sure that our youngest readers have access to all of the library's great resources.

The library is also waving up to $10 in overdue fines for adults, who participate in the Summer Reading Program . Signups begin May 29. Adult fines will now be $0.25 a day.

HOUSING NEWS!
Now Accepting Applications for Valley View Senior Housing!

Applications are now being accepted for the Valley View affordable housing project located in American Canyon. Valley View will have 70 units (one-bedroom and two-bedroom units), all of which will be affordable to low-income seniors (age 55+) earning between 30% and 60% of the Area Median Income. Napa County contributed more than $2 million to this project and partnered with the City of American Canyon.
 
Those interested in applying may download the application online at SahaHomes.org/apply and mail to SAHA, P.O. Box 3299, Berkeley, CA 94703. The deadline to submit an application is June 21, 2018 (postmarked prior to or by June 15, 2018).
TRANSIT: Jameson Canyon/SR-12 Interchange Project
Caltrans approved $53 million for a project designed to help eliminate the Jameson Canyon/ SR-12 bottleneck at Interstate 80. Construction to crate a two-lane ramp from eastbound SR-12 to eastbound I-80 could begin in 2020. The project will cost about $70 million, with the remaining money coming from other sources. Stay tuned!

EMPTY THE SHELTER DAY!

Napa County's residents and visitors benefit greatly from the contributions of volunteer firefighters around the County. If you are interested in becoming a volunteer firefighter, complete the application found on the Napa County website under County Fire Department and return it to your local station.

Coombsville Area Informational Meeting
I will be hosting an informational meeting at 6 PM on Wednesday, June 13 at Mt. George Elementary School (multipurpose room) - 1019 2nd Avenue, Napa. Come learn about the list of projects under the Measure T program and when your street will be paved. Learn about the potential projects in District 5, and the importance of a Fire Wise Council and how to start one in your community. Please share with your friends, family, and neighbors. ABOUT BELIA
Belia, who lives in American Canyon, was born in Napa and raised in unincorporated St. Helena and Pope Valley. She calls all of Napa County home. Belia is a business owner, educator, and mother of three children. Belia attended St. Helena public schools from kindergarten through high school. She graduated from Saint Mary's College of California in 1999 and UC Hastings College of the Law in 2004. Prior to serving on the Board of Supervisors, Belia served as an American Canyon City Council Member from 2010-2016. In 2017, Belia began serving on the Board of Supervisors. In April, she became Board Chair, and currently serves on the following panels: 25 th District Agricultural Association, Napa Valley Transportation Authority, Association of Bay Area Governments, North Bay Water Reuse Authority, Latino Caucus of California Counties and Rebuild North Bay.
