Bald Head Island Storm Update

PHASE ONE (A) ASSESSMENT UPDATE
HURRICANE FLORENCE EVENT
20 SEP 2018 (6:00 a.m. UPDATE)
 
ISLAND IS STILL UNDER PHASE ONE (A)
 
DUE TO RECOVERY EFFORTS - FRIDAY'S VILLAGE COUNCIL MEETING HAS BEEN CANCELED - A FOLLOW UP DATE WILL BE ANNOUNCED ONCE DETERMINED
 
THE ISLAND STILL REMAINS UNDER A STATE OF EMERGENCY ALONG WITH BRUNSWICK COUNTY.
 
THIS INCLUDES MANDATORY CURFEWS IN THE EVENING SO NCDOT CREWS WORKING TO MAKE NECESSARY REPAIRS CAN DO SO WITHOUT ADDED DANGERS ON THE ROADWAYS DUE TO THE STORM.
 
A NUMBER OF MUNICIPALITIES ALSO ARE STILL UNDER CURFEW
 
BHI MARINA & DEEP POINT MARINA REMAIN CLOSED UNTIL FURTHER NOTICE AS DOES THE CAPE FEAR RIVER YET TO BE OFFICIALLY OPENED BY THE USCG.
 
THE FOLLOWING REMAINS IN EFFECT WITH THE PHASED RE-ENTRY:
 
PHASE ONE (A) - VILLAGE EOC MEMBERS AND OTHERS DEEMED ESSENTIAL PERSONNEL BY THE EOC DIRECTOR/INCIDENT COMMAND ON ISLAND ONLY IN GETTING UTILITY SERVICES BACK ONLINE TO INCLUDE AT&T, DUKE, AND SPECTRUM PERSONNEL.  ALSO PERMITTED ON ISLAND ARE PERSONNEL OF THE MARKET - DEEMED A CRITICAL EOC ASSET FOR BOTH CURRENT ON-GOING RECOVERY EFFORTS AS WELL AS AN ASSET IN THE TRANSITION OF RE-ENTRY TO PHASE ONE (B) AND INTO PHASE TWO.
 
PRIMARY OBJECTIVES FOR TODAY:
 
(1) CONTINUE WITH 10" PUMPING FROM LAGOONS TO OCEAN OUTFALLS.
 
(2) CONTINUE MAINTAINING GRAVITY FLOW OF FLOODWATERS TO BH CREEK.
 
(3) CONTINUE WITH ROAD DEBRIS CLEARING WITH MINIMUM OF ONE LANE.  EOC PERSONNEL HAVE MADE ACCESS FROM FEDERAL TO BHI CONSERVANCY INTERSECT AT SBHW - BUT DUE TO FLOODING OF ROADWAY IMPASSABLE.
 
OTHER ACTIONS TO OCCUR TODAY:
 
ADDITIONAL PUMPS HAVE ARRIVED AT DEEP POINT MARINA LATE LAST NIGHT AND WILL BE MOBILIZED TO INCLUDE; 3 ea. 6" PUMPS AND 2 ea. 4" PUMPS TO SUPPLEMENT VILLAGES PUMP ASSETS ALREADY IN PLACE.
 
WE CONTINUE TO OBTAIN DRONE IMAGERY & PHOTOS OF IMPACTS AND ARE CATOLOGING.  THESE HAVE BEEN USEFUL TO EOC TEAM MEMBERS WITH FLOODWATER PUMPING ASSESSMENTS & PLANNING.
 
PLEASE KNOW THAT FOR MOST AREAS WITHIN CAPE FEAR STATION & MIDDLE ISLAND THAT ARE UNDER THE CANOPY OF THE FOREST, OBTAINING THIS DATA IS DIFFICULT AND ALMOST IMPOSSIBLE DUE TO CANOPY COVERAGE.  TO DATE, WE HAVE OBTAINED THROUGH EITHER AERIAL PHOTOS, NOAA SATELLITE IMAGERY OF THE OCEANFRONT SHORELINE, AND/OR DRONE IMAGERY, MOST OF THE ISLAND.
 
THE VILLAGE WILL CONTINUE TO PROVIDE DAILY UPDATES ON PROGRESS MADE IN AN EFFORT TO GET THE ISLAND TO A POINT WHERE WE CAN TRANSITION INTO PHASE ONE (B) AND ON TO PHASE TWO AS QUICKLY AS POSSIBLE.

F YOU EVACUATED: PLEASE DO NOT RETURN. Many roads remain impassable. Many are washed out or structurally compromised. There are limited supplies of gas, food and water in many areas and responders are focused on getting supplies to those who are in these areas.
