Homeowner Communication- April 14, 2022


Greetings!

It’s been two weeks since the Community Meeting. If you were not able to attend, we hope you had the chance to listen to the recording. Minutes of the meeting will be forwarded to all homeowners very soon.

Here is some information to keep you up to date:

Elevator

Our goal was to have the elevator open with access to the beach by tomorrow, April 15. We were not able to meet that goal, as the inspection cannot be done until April 25.  There were many delays in the process of getting the elevator modernized.
P. Taylor, TKE Operations Manager overseeing the job, sent us a timeline to chronicle the arduous process. It’s long and detailed, with emails and photos, so we will condense it to the vital facts:

  • 12/13/19   TKE in receipt of needed materials but unable to start job. Management company wouldn’t allow car to be taken out of service.
  • 10/5/20     New proposed start date
  • 10/19/20   Actual start date  
  • 10/28/20   Road blocked, site could not be accessed
  • 10/18/21   TKE allowed back onsite to do job. No road access to beach so equipment had to be disassembled at TKE office so barge could take it across the lake and set it on the pad in front of the elevator
  • 12/31/21   TKE temporarily left the job due to a couple of circuit boards that needed to be replaced. The elevator sat in storage for almost 2 years so TKE did not know they were faulty until they fired the elevator up
  • 1/17/22     TKE returns to site and works until 2/3/22
  • 2/22/22     Kenrick receives checklist from TKE- items to complete before inspection can be scheduled
  • 2/28/22- 3/7/22    Electrical, HVAC, Plumbing contractors scope out work and provide bids
  • 3/15/22-3/31/22   HVAC, electric, sump pumps, custom steel pieces, etc. installed. Kenrick staff completes other items on checklist 
  • 4/6/22     TKE returns to tie in and work with subs to complete the work by others looking to schedule final test of elevator
  • 4/7/22-4/8/22   TKE team finishes up work not known to us
  • 4/13/22   P. Taylor confirms inspector available 4/25/22, earlier if his schedule changes

It’s been a long journey, many projected dates of completion and many disappointments for all.  Please hang in there, don’t lose hope. The end is in sight!


Pedestrian Bridge

A 3/18/22 preliminary report from the Fisher Associates engineer states:
"The concrete deck of the bridge to the elevator has been significantly compromised by cracking and spalling of the concrete surrounding the reinforcing steel in the bottom of the deck.  Therefore, we cannot recommend that the pedestrian bridge be opened unless the deck is replaced."

The engineer came up with a marvelous plan to reinforce the compromised span of bridge deck for the summer season so that beach access may be gained. A major maintenance project will begin in the Fall. Heartwood Construction has been contracted to shore up the deck, by adding K-braces to the bottom side. This was to be done by April 15, however, as the foreman of Heartwood stated: "Unfortunately, we were unable to get the materials necessary to erect the scaffold until this week. We will be delivering materials to the jobsite on Thursday and will work on the scaffold and K-braces and install them early next week. My plan is to have the project completed by the 22nd".

Trees to be Removed 

Outdoor Maintenance will be taking down a number of dead trees within the community. Some possibilities are marked with caution tape. 

Financial Statements

Bonn, Dioguardi & Ray is finishing up the 2021 audit. Taxes have been filed and paid.

The audit has taken longer than normal, the cause of this is a reflection on the accuracy of the bookkeeping in the prior year. In coming years, it will be a simpler, more timely process. Once the audit is complete, the Kenrick Accounting team will have beginning balances and be able to provide financial statements for January-March 2022. Subsequent monthly financials will be generated on a regular basis, published roughly between the tenth and twentieth of the following month.
BHVA Income Statements and Balance Sheets will be shared with all BHVA homeowners. We are currently considering forwarding these documents via email.

Homeowner Directory

At your request, Kenrick will provide a homeowner directory in the next couple months. We will be soliciting your permission to include your contact information in the directory. Please fill out the form and return in a timely manner once you receive it.

Water Main Work on Bristol Harbour Boulevard  

Bristol Harbour Water Works Corporation has disturbed ground on both sides of Bristol Harbor Blvd. and removed a 12-18” portion of asphalt across the roadway to supply water to the new building on the golf course side. The BHVA Environmental Committee did not approve the work being done. Attorneys Barclay & Damon are involved and a letter has been sent to the Cooks.

Community Meetings

All Community Meetings will be held at the Town of South Bristol Town Hall at 6:30 PM.
  • May 12- Community Meeting
  • July 14- Community Meeting 


Annual Meeting
  • Saturday, August 13 at 10 AM- Annual Meeting
  • Four Board positions will be open
  • Nomination forms will be sent to all homeowners in June
  • The July Community Meeting will include a time to meet the candidates
  • Please note that all assessments must be up to date in order to vote

Homeowner question: Does BHVAs insurance carrier know that community hydrants cannot be used to extinguish fire?

No, the insurance company was not aware of this. Insurance form questions were not specific enough to make this known, it seems. 

According to an Assistant Fire Chief at the Cheshire Volunteer Fire Department, in the past, hydrants within the community were used for fire suppression. At some point, the Bristol Harbour Water Works Corporation re-designated them as flushing devices.

The Cheshire Volunteer Fire Department services BHVA, using a 2200-gallon tanker truck. A new fire engine that supplies 1800 additional gallons of water will be added to their arsenal soon. When a fire call comes in to Cheshire VFD, neighboring fire departments are notified and contribute their fire engines, tanker trucks and manpower to extinguish the blaze.

Brush Cleanup

Spring is here! Time for some clean up of yards and green space! A 30-yard dumpster is parked on the Community Center parking lot- you can’t miss it- for all your yard debris. Please do not include bags or any household trash in the dumpster. It will be removed on or around May 13.

Kenrick at Work

  • Mac & Bob are well into Spring Cleanup, repairing and reseeding areas damaged by plow, getting beds ready to receive plantings, and a multitude of other duties. 
  • Mac is getting bids for grading and reseeding the area around the new maintenance building. We hope to get that work started by early May.
  • At least one tennis court will be power washed in the next week or two.
  • Bob’s already started mowing in some areas. It’s amazing how green the grass is now and how fast it’s growing!
  • Beach cleanup will start in the next few weeks and continue through May.
  • The guys have picked up the new kayaks and are assembling two kayak racks.
  • Cassandra answers tons of calls and email from homeowners, and keeps the office moving at a good pace. She is the one to contact to reserve the Community Center, for help with variance requests and any other forms, and will be driving the annual meeting process for BHVA. She also performs the Admin role for the three Condo Associations. Cassandra’s email address is cwallace@kenrickfirst.com.
  • Corinne is busy working with Gloria Harrington, BHVA President. She is becoming more familiar with the many BHVA operating documents. Corinne also plays an active role in the Condos’ management, and another HOA in Greece, NY. 
  • We all enjoy getting to know the residents of BHVA. We look forward to seeing more of you as the weather warms. It’s going to be a FABULOUS summer!!
