The FRA is pleased to announce CRA Board Training will be held on Friday, August 1, 2025, in Riviera Beach.
This session is designed for elected and appointed officials, volunteers, and advisory board members. It will provide an overview of what you need to know in the universe of CRAs. Learn some helpful practical, legal, and administrative pest practices for CRA policy making success.
The instructor for this training is FRA President, Renee Jadusingh, Executive Director, Delray Beach CRA.

New! ‘Corridor of Opportunity’: Here’s Lakeland Officials’ Vision for Remaking Memorial Boulevard
CRAs improve communities #redevelopmentworks
A roughly 6-mile stretch of Memorial Boulevard traveled by 20,000 to 40,000 vehicles a day is a “corridor of opportunity” to Lakeland officials.
Valerie Vaught, manager of Lakeland’s Community Redevelopment Agency, offered a first look at the city’s Memorial Boulevard Economic Development Strategy at the July 7 commission meeting. The 61-page report from consultant Ayres Associates offered a future vision and 31 specific action items to address in the coming years.
“Memorial Boulevard will be a vibrant, safe and thriving corridor that fosters and enhances community well-being and preserves its rich history,” reads the plan’s opening Vision Statement. “Through strategic revitalization, the corridor will be a dynamic mix of locally owned businesses, essential services and attractive public spaces and homes that serve residents, businesses and visitors alike.”

New! Niceville Advances on Pier Project
CRAs increase business opportunities for residents, merchants, and investors #redevelopmentworks
The Niceville community redevelopment agency voted to accept bids from various contractors for the construction of the pier and dock project at the old town Landing on Boggy Bayou.
The agency also announced that they would begin cost estimating the beginning of the upland portion of the community redevelopment area – which would eventually include community amenities, shopping and walkable areas.
Finally, the CRA announced they would move forward on a capital improvement near Turkey Creek, which used to house a storage facility.

New! Cafe Owner Scoops Up Downtown Soda and Ice Cream Shop
CRAs increase business opportunities for residents, merchants, and investors #redevelopmentworks
As its 10th anniversary nears, the Sebring Soda & Ice Cream Works will soon have a new owner, a familiar face in the cafe business in Sebring – Yunii del Cueto of Sophie’s Cafe.
The purchase of the ice cream and soda shop was announced at Tuesday’s gathering of downtown business people during the coffee chat with Sebring Mayor John Shoop.
She was talking to Community Redevelopment Agency Board Chair David Leidel that day and told him that a lot of people who live here don’t realize that Sebring has a “neat” downtown.

New! Community Development & Project Manager – City of Winter Park
This position is responsible for providing project management services for the City of Winter Park and Winter Park Community Redevelopment Agency (CRA) including capital project
management from inception to completion. You will be spending time working with heads and leads of other departments to achieve productivity, along with visiting construction sites, check on progress, and solving problems.
This position will direct project consultants and contractors under the supervision of OMB leadership. This also includes writing and/or reviewing Requests for Qualifications and Requests for Proposals, Bids, monitoring contracts and site work. Employee is also expected to attend and speak in internal, external, and board meetings as required. Applicant must be passionate and have a high degree of energy and dedication and be able to work independently and possess strong public speaking skills.

Redevelopment Planner – City of Melbourne
Salary Range: $63,972.84 – $104,824.63 annually
Description:
Under the general supervision of the Community Development Director or one of the managers, performs planning and redevelopment functions involving urban and community redevelopment planning, including coordination of activities for the community redevelopment agencies (CRA)’s. The employee may be responsible for a variety of planning, community redevelopment and economic development functions, including representing the department before local boards, managing the distribution of planning work to other associates, support staff and assistants.
Qualifications:
Bachelor’s Degree in urban or regional planning, public administration, business administration or related field;
Minimum of one year of professional urban planning or community development related experience is required.

Economic Development Manager
Salary Range: $68,000.48 – $111,550.80 Annually
Incumbent supervises personnel related to the redevelopment and economic development activities of the division and is responsible for the management of the City’s Community Redevelopment Agencies (CRAs) and oversees City boards assigned to the division. The work requires broad administrative and management skills along with strong interpersonal and communication skills.
Minimum Qualifications:
Bachelor’s Degree
Six years of progressively responsible planning, redevelopment or economic development experience; or equivalent combination of education and experience.
AICP and/or CEcD certifications preferred.

Assistant Director of Redevelopment, Real Estate & Market Economics – City Of Homestead, CRA
The Assistant Director for Redevelopment, Real Estate & Market Economics plays a key leadership role within the Community Redevelopment Agency (CRA), overseeing complex redevelopment initiatives, real estate transactions, and market-driven economic strategies. This position is responsible for negotiating development agreements, crafting public-private partnerships, preparing incentive packages, and managing consultant contracts. The Assistant Director provides strategic oversight of redevelopment projects, capital improvements, and economic development initiatives that align with the City’s Master Plan. They serve as the CRA’s liaison with internal departments, development professionals, and the public to advance the agency’s goals in property revitalization, business attraction, and infrastructure investment.
This full-time, in-person role requires strong expertise in real estate development, market analysis, project management, and fiscal oversight. The ideal candidate holds a degree in a related field, possesses at least five years of experience in redevelopment or economic development, and is proficient in pro forma analysis, incentive financing tools (e.g., LIHTC, New Markets Tax Credits, Live Local Act), and capital planning. Strong communication skills are essential for preparing reports, presenting to boards, and representing the CRA in public forums. The role also involves occasional evening and weekend work and is designated as essential personnel.

City Planner: City of Temple Terrace
Position: City Planner

Department: Community Development
Salary: $90,000 – $115,000 annually
This is highly responsible professional work in the Community Development Department’s Planning Division.
Responsibilities include site plan reviews, staff presentations to City Council, supervision of the division’s staff; preparation of the division’s budget; special projects, studies and reports; historic preservation; downtown redevelopment; river preservation; and development and maintenance of the Land Development Code and Level of Service Standards.
Requires coordination with other City staff, contractors, developers, land use professionals, the City/County Planning Commission and other governmental agencies and the public.
The position functions as part of the Community Development Department management team and may, at the designation of the Director, serve as acting Community Development Director.

Request for Qualifications Redevelopment and Adaptive Reuse of the Walesbilt Hotel RFQ NO. 25-12
City staff is seeking qualified developers to submit statements of interest and qualifications to redevelop the historic Walesbilt Hotel in downtown Lake Wales. The process involves two steps:
Submit a Request for Qualifications (RFQ) by July 18, 2025 at 2:00 P.M. The RFQ is issued to evaluate and shortlist developers based on their technical expertise, financial capacity, project experience and recent relevant innovative strategies for adaptive reuse of properties similar to the Walesbilt Hotel. Respondents must demonstrate their ability to preserve historic integrity, enhance economic viability and implement best practices in redevelopment.
Selected candidates on August 8, 2025 will be notified to submit a Request for Proposal (RFP) by October 10, 2025. The RFP will be issued to identify a qualified developer based on proposed approach, proposed team, experience of the offeror, capacity and cost effectiveness/budget.

RFQ: Kmart Site Redevelopment Project – City of Kissimmee
The City of Kissimmee and the Vine Street Community Redevelopment Agency (VSCRA) are requesting qualifications for the acquisition and redevelopment of a key site, located at 2211 W. Vine Street and a vacant lot that extends to Thacker Ave known hereinafter as the “Kmart site.” Located within the North of Vine subdistrict (NOVI), the Kmart site is the single largest redevelopment site within the VSCRA district.
The City and VSCRA are seeking a master developer to undertake the redevelopment of this 22-acre site. The City and VSCRA envision a mixed-use development with a density of 20-40 du/ac and up to a 6.0 FAR, that implement the VSCRA’s Master Redevelopment Plan. The site includes a 143,600 square foot two-tenant strip-style plaza. The former Kmart space is approximately 106,000 square feet and closed in 2017. The former Big Lots space is approximately 37,600 square feet and closed in 2025.
