Commissioner Garcia supports increasing deputy pay

During the last Commissioners Court, Commissioner Adrian Garcia voted to support County efforts to bring law enforcement officers, including the Sheriff and Constable deputies, to pay parity with the Houston Police Department.

Since taking office, Commissioner Garcia has spearheaded efforts to increase law enforcement pay by nearly 14 percent over the last four years. However, county law enforcement pay still lags behind other local agencies. The newly-approved HPD pay scale will place county law enforcement even further behind HPD officers. That disparity increases the risk of losing Sheriff and Constable deputies to the City. Commissioners Court voted that during the pending budget process for Fiscal Year 2026, which starts in October, the County will identify funds and possible savings to provide for the raises. To match HPD’s new deal, the raises would cost the County about $140 million for the first year.

How our team prepares for hurricane season

Hurricane season begins June 1. However, preparation for hurricanes and other emergencies is a year-round effort in Precinct 2. From checking safety supplies to training our frontline staff, watch this video for a behind the scenes look at how we stay prepared.

We want to ensure you and your family are ready, too. Here are some simple ways you can prepare long before a storm hits the gulf:

  • Build an emergency kit – Stock up on essentials like water, non-perishable food, medications, flashlights, and batteries. https://bit.ly/42CsTsM

  • Have someone who needs special assistance? Help first responders by registering them with the State of Texas Emergency Assistance Registry (STEAR): https://bit.ly/4iJpux3

Revive2Thrive: Safer paths for Precinct 2

This month Commissioner Garcia joined our Precinct 2 team, partners, and neighbors to celebrate the completion of two Revive2Thrive infrastructure projects to make our communities safer.

Carpenters Bayou Trail & Pedestrian Bridge Project

On May 13, Commissioner Garcia joined the Office of Precinct 1 Commissioner Rodney Ellis and Channelview ISD to cut the ribbon on a long-awaited trail and sidewalk project that brings 2.7 miles of safer paths, a pedestrian bridge, and a signal light near Anthony Aguirre Jr. High for both students and residents. Previously, pedestrians had no protection from traffic in the area. These improvements allow people to walk safely without having to dodge cars.

Lauder Road Basin Phase 1 Hike and Bike Trail

This week, we celebrated the completion of the first phase of the Lauder Road Basin Hike and Bike Trail! It transforms stormwater infrastructure into a scenic, safe space for the community to walk, ride, and connect with neighbors. The 1.47-mile, 12-foot-wide trail now stretches along the berm.

Phase 2 of the project will extend the trail south to Aldine Mail Route and eventually north across Greens Bayou.

Commissioner Garcia is dedicated to making Precinct 2 the best place to live, work, and play for everyone. Through our Revive2Thrive initiative, our team works alongside residents to prioritize investments in infrastructure improvements and community programs.

You're invited to participate in upcoming community meetings to help shape the future of Precinct 2. These plans aim to address issues such as mobility, housing, and sustainability. Your involvement is crucial. Click here to stay informed on the upcoming community planning meetings.

In the last month, Commissioner Garcia led to:

  • Approve a $140 million pay parity initiative to boost salaries for certified personnel in the Harris County Sheriff’s and Constables' offices.
  • Approve an interlocal agreement with Pasadena Economic Development Corporation (Pasadena EDC). The agreement includes provisions for the design and construction of a closed storm sewer system on Fairmont Parkway, from Burke Road to 500 feet east of Preston Avenue.
  • Continue progress on the transformation of Sylvan Beach Park in La Porte. Commissioners Court approved the start of early-stage design plans, which include replacing the playground and expanding the beach by nearly 600 linear feet.
  • Approve the Environmental Stewardship Program for Precinct 2 with American YouthWorks. This program will empower young adults with job skills in conservation, disaster response, and environmental stewardship.
  • Adopt the Harris County Flood Control District's new Encampment Removal Policy to improve public safety.
  • Approve the final investment memo for the redevelopment of Macroplaza Mall into Avenida Pasadena. The plan includes spaces for healthcare services, offices, and learning.

Resolutions

  • Commissioner Garcia partnered with the Office of County Judge Lina Hidalgo to show our appreciation and respect to Deputy Constable Sheila Jones. On April 21, Deputy Jones acted courageously to stop a gunman at the Harris County Family Law Center and was shot in the arm. Her quick response and bravery saved lives.

  • Commissioner Garcia honored the life and bravery of Houston firefighter Marcelo Garcia III, who tragically lost his life while battling a warehouse fire in 2024. His parents, Marcelo Sr. and Diana Garcia was also recognized as part of Precinct2gether's Home Repair Program for seniors. The program provided critical repairs to their home.

  • A gifted and renowned musician, entrepreneur, and mentor, Scott Simon Gertner passed away this month. His sister, Cindy Gertner and many friends, received a resolution honoring his service and legacy.
