Special Meeting with Banner
Wednesday, September 23, 5:15PM
Ward 3 Community Room
Banner presents the latest plan for the new parking garage
Responses to our questions about the project from Tiffany De Alva, Project Manager, Banner Parking Garage Expansion. Bring your questions!
-
Will you be moving the barriers out from the Ring Road to the corner of Warren and Lester and then to Cherry and Lester. What will that look like? We are not planning to remove the barriers. We will use the existing curve cuts to get access to the properties and Ring Road.
-
Need to include the mitigation fencing/ barriers we discussed into this project. Plantings-possibly now on the Lester side. Once the parking garage has been completed, we will turn these spaces in landscape areas. We will add the fencing as we did in the other properties and add the fencing at the property we missed.
-
How long do you expect the garage project to take? Projected length of time for each part of the project. How long for each piece -house demos, and then length of use as parking lots? We anticipate demoing the houses end of September. We will start construction of the Parking Garage end of this year. We are hoping to complete the parking garage end of 2027.
-
What will be done to address the lighting for both lots, so that it does not shine into residences. There is enough street lighting, we will not provide any additional lighting on those lots.
-
How will noise be addressed? We will be using the lots during business hours and just during the week. There will be no traffic there during the night.
-
The areas need to be fenced, so people do not use them as open cut-throughs into the neighborhood, nor as ancillary parking. We will provide fencing and close the lots at the end of the day.
-
What are the hours of Valet Parking? Monday through Friday, 7:00am till 8:00pm.
-
How will the lots be closed off after hours? We will have chain link fencing and gates to close the lots
-
What will be done to mitigate the dust and noise during the demolition of the houses? We will have a means of watering / misting the demo activities to mitigate dust, we will also look at installing a temp 8’ tall plywood barrier at the east house to help with dust migration and loose debris on the fence line. This will be removed after the house is demoed. working hours will be from 6 am to 2 pm.
-
As you know per agreement, Banner will handle the cost of redistricting when the time comes. If we could get a copy of the architect's plans that would be great. As soon a s we have them, we will send you a copy. We understand that these will be Banner costs.
- Above is the rendering of the added parking garage. I will work with the design team to get the houses removed and add the green landscape buffer and fencing as requested.
| | Two Historic Homes to be Demolished - Oct 1 | | Two homes, one at 1602 E Lester and the other at 1648 E Lester(and the building south of it), will be demolished. The lots will become extension green basins upon completion of the parking garage. Banner has agreed to pay for the redistricting, as these demos endanger the ratio of contributing properties necessary to maintain historic district status. | | Demolition Begins Oct 5 - Vine Substation | | |
Hello Jefferson Park Neighborhood Association Members,
Tucson Electric Power (TEP) is preparing for the construction of the new Vine Substation at North Vine Avenue and East Elm Street as depicted in the attached map.
This work will involve the demolition and removal of a warehouse and other obsolete industrial structures made of concrete and other materials at the substation site. We anticipate demolition activities will begin the week of Oct. 5, 2026 and will last approximately two months. This work will comply with all applicable noise abatement and environmental requirements to minimize impacts on nearby residents and property owners. This demolition work is not expected to affect your electric service.
The Vine Substation will replace older, lower-voltage equipment that cannot keep pace with the increasing energy use in central Tucson. The project will support improved electric reliability for customers in the area, helping TEP serve our community's growing energy needs while also accommodating more customer-owned energy systems. For more information, please visit tep.com/midtown-reliability-project.
Please feel free to reach out if you have questions.

| 100 ft. Poles in Jefferson Park - Lawsuit filed | | |
You will recall that this past June 9th, Mayor and Council held a public hearing to take up the appeals of the Tucson Neighborhood Undergrounding Coalition (TNUC) and also Underground Arizona’s (UA) appeal, regarding the Zoning Examiner’s decision the prior February affecting the construction of above-ground industrial-sized transmission lines to the Vine substation for TEP’s Midtown Reliability Project.
Despite hundreds of e-mails, letters, and compelling testimony from Tucson residents, the City Council supported 100 ft poles in midtown. The City Council voted 4 to 3 to allow the 100 ft poles, ignoring the University Plan and the UDC.
The Undergrounding Coalition and Underground Arizona believe that the case is a prime example to be overturned in court. They interviewed and retained an attorney to investigate and explore next steps that might be feasible. With funds that all of you helped to raise, Carl Sammartino of Sammartino Law Group, PLLC. was retained. He agrees that there is a strong case.
Mr. Sammartino filed a suit on behalf of four clients whose businesses or private properties are directly adjacent to the TEP proposed route where the above-ground transmission lines will be placed. The core of the case, in essence, states that in permitting the overhead construction of the transmission lines, Mayor and Council failed to carry out a series of duties and regulations that it is sworn and legally required to obey.
Taking this case to court to reverse the Mayor and Council’s decision would not have been possible without the support and generosity of so many in the community.

Grant Road
Widening Project 5 and 6 - NOISE WALLS
| | |
As part of Grant Road Widening project, the city performed noise studies resulting in potential Noise Walls in front of certain Jefferson Park homes on Grant Road between Highland and Campbell. If approved (by your vote), some of these walls will be placed on the far side of an access road in front of your home, and some will be placed about a couple feet from your front property line.
We hope that property owners who were identified had the opportunity to submit their vote. Noise walls will make such a difference for your home and the neighborhood.
If you have questions about voting, location or style of Noise Walls, please contact Lindsey at Lindsey.Salcido@tucsonaz.gov or 520-627-1611.
Below is the map showing the blue shaded properties; the owners of these properties were the only ones who could vote. The purple lines show where the Noise Walls would be built.
| |
This photo was excerpted from the larger map. The yellow lines are the 5ft to 8ft sidewalks bordering the proposed widened six-lane Grant Road. The purple are the proposed walls.

City of Tucson - Schoolyard Park Reopening
Greg Jackson, Deputy Director, City of Tucson Parks & Rec., met with IST on 7/16, and walked the property. IST and Greg discussed how vital the park is to the neighborhood and how good the neighborhood has been to the school and why we wanted to create a new Intergovernmental Agreement (IGA). Greg had already spoken with Bryant Nodine (TUSD).
It seems very promising that this will be able to happen; he just needs to get the approvals officially done. He seemed confident it would happen in September.

If you live in Jefferson Park, there should be no helicopters bound for Banner Hospital over your house. Jefferson Park has an MOU (Memorandum of Understanding) that all helicopters must enter and leave south of the hospital, unless there's a special emergency or weather factors dictate a change in the flight path.
Place this number in your phone and just call that number-it is quick and easy and helps inform Banner.

Special Meeting with Banner
Wednesday, September 23, 5:15PM
Ward 3 Community Room
Banner presents the latest plan for the new parking garage
Responses to our questions about the project from Tiffany Alva, Project Manager, Banner Parking Garage Expansion. Bring yhour questions!
-
Will you be moving the barriers out from the Ring Road to the corner of Warren and Lester and then to Cherry and Lester.
As soon as we have them, we will send you a copy. We understand that these will be Banner costs.
-
Above is the rendering of the added parking garage. I will work with the design team to get the houses removed and add the green landscape buffer and fencing as requested.

see closures etc . Phase 3 & 4 remains on track for completion in October 2026. Once final paving is complete, crews will finish up landscaping east of Alvernon, pavement markings, power connections for crossing signals and streetlights, and other miscellaneous items.

Future of the Playground as a Park

City of Tucson - Schoolyard Park Reopening
Greg Jackson, Deputy Director, City of Tucson Parks & Rec., met with IST on 7/16, and walked the property. IST and Greg discussed how vital the park is to the neighborhood and how good the neighborhood has been to the school and why we wanted to create a new Intergovernmental Agreement (IGA). Greg had already spoken with Bryant Nodine (TUSD).
It seems very promising that this will be able to happen; he just needs to get the approvals officially done. He seemed confident it would happen in September.

100 ft. Poles in Jefferson Park
Lawsuit filed
| | |
You will recall that this past June 9th, Mayor and Council held a public hearing to take up the appeals of the Tucson Neighborhood Undergrounding Coaltion (TNUC) and also Underground Arizona’s (UA) appeal, regarding the Zoning Examiner’s decision the prior February affecting the construction of above-ground industrial-sized transmission lines to the Vine substation for TEP’s Midtown Reliability Project.
Despite hundreds of e-mails, letters, and compelling testimony from Tucson residents, the City Council supported 100 ft poles in midtown. The City Council voted 4 to 3 to allow the 100 ft poles, ignoring the University Plan and UDC.
The Undergrounding Coailtion and Underground Arizona believe that the case is a prime example to be overturned in court. They interviewed and retained an attorney to investigate and explore next steps that might be feasible. With funds that all of you helped to raise, Carl Sammartino of Sammartino Law Group, PLLC. was retained. He agrees that there is a strong case.
In the past few weeks, Mr.

Your copy should address 3 key questions: Who am I writing for (audience)? Why should they care (benefit)? What do I want them to do (call-to-action)?
Create a great offer by adding words like "free," "personalized," "complimentary," or "customized." A sense of urgency often helps readers take action, so consider inserting phrases like "for a limited time only" or "only 7 remaining!"

Grant Road Widening Project
Noise Walls
| | |

100 ft. Poles in Jefferson Park

Call BUMC Security: 520-694-6533, just give location of helicopter-no need to give your name
