Good afternoon. 

I hope you all had a safe and happy Independence Day. With council in recess for 6 weeks, there is no official business to report but I do have a few important announcements. 


Longtime City Manager Kevin Phelps has announced that he will be stepping down when his contract expires in 2026. After more than a decade at the helm of our fair city, he is ready for a career change. Kevin came to Glendale when our fortunes were quite different than they are today and led the team through arena battles and hockey faceoffs, bond rating challenges and upgrades, and the spoils and glory of being a Superbowl Host City. Through daunting times, Kevin always believed Glendale was destined for economic development opportunities like no other. And those investments will be paying off as he hands the reigns over to Glendale’s next management team.



Best wishes to Glendale’s Deputy City Manager Brent Stoddard as he has accepted the position of Assistant City Manager for the City of Mesa effective August 1st. Brent first joined the City’s Government Relations Department in 2005 and served as Director from 2010-2016. Brent’s academic credentials are impeccable of course, with a Bachelor of Science degree in Political Science from Brigham Young University, and Master of Public Administration (MPA) degree from the Romney Institute of Public Management at Brigham Young University. He’s also honed an impressive resume at the city as he moved through the ranks during periods of extraordinary growth and stellar fiscal achievement. The City of Mesa is fortunate to have him; we wish him well.

Ernie Ochoa Promoted to

Assistant Chief of Police

The Glendale Police Department has picked Glendale native Ernest “Ernie” Ochoa as their next Assistant Police Chief.


Ochoa has been with the City of Glendale for more than 30 years. He started his career with Glendale in their Water Services Department. He then transitioned over to the police department where he has served the community for 26 years. 


“I am truly excited and honored to have been chosen for this position”, says Ochoa. “Glendale has been my home most of my life and to now play such a vital role in the protection of the community that I have loved and served for all these years is humbling.”


Ochoa is a graduate of Independence High School where he was on the wrestling team. He served our country in the U. S. Airforce as a Senior Airman. He has been married to his wife Tara, a Glendale Police Department Lieutenant, for nearly ten years. Ochoa is a father of three and a grandfather to three.

New Water Conservation Rebates

The Glendale Water Services Department is expanding our water rebate program thanks to a $450,000 grant from the Water Infrastructure Finance Authority (WIFA). Glendale water customers are eligible for a residential landscape conversion rebate if they choose to convert their residential landscape from grass to xeriscape - a desert-friendly landscape. Residents in existing homes can receive up to $3,000 for xeriscape conversions ($1 per square foot) and up to $250 for artificial grass (25 cents per square foot). Residents in new homes can also receive up to $500 for xeriscape (50 cents per square foot) and up to $250 for artificial grass ($0.25 per square foot).
