Good afternoon and Happy Independence Day. Last week was the final Workshop and Formal Council Meeting before the council heads into summer recess. And there was a lot of business to finish up so let me jump right in.


Murphy Park – In anticipation of moving into the next phase of City Hall Renovation, Council reviewed three variations for updating the landscaping in Murphy Park. The Council is moving forward concept C for Murphy Park Renovation which may be updated following any decision regarding the library. 


Velma Teague Library — In order to assist the Library Commission and the Council in evaluating the options, staff was asked to return to Workshop with visual mockups and additional information. The three options that will be evaluated are:


1. Renovate existing building for $17,653,020; 

2. Demo, remediate the site for asbestos, and build a new Library in Murphy Park for a preliminary cost of $17,895,906; 

3. Relocate library footprint one 1 block north to the existing promenade building for roughly $7,895,701; cost includes demo of building site and additional park landscaping.


Glendale Community Center – After receiving community feedback over the last few months, the council provided consensus directing staff to purchase a plaque to be displayed at the Glendale Community Center honoring former Councilmember Norma Alvaraz for her unwavering commitment to the Ocotillo District.


95th Ave. Black Lot - The Council voted 4-3 to approve a contract with VAI Resort for parking management at the city owned lot from a qualifications-based RFP process in which there were four applicants. The 25-year agreement has a right to terminate or renegotiate with a 24-month notice. The vendor will be responsible for all O&M and will pay the city $500,000 per year, increasing at a rate of 3% per year as well as paying tax revenue on parking fees.


I felt the agreement was overly weighted in favor of the vendor with respect to responsibilities and revenue potential and that the city should have negotiated a much better deal. While it’s too soon to know the extent of potential parking revenue at the lot, it’s clear to me that the vendor won this round.


And finally, as we move toward the 250th Anniversary of the founding of America next year, I will keep you posted on the various ways that the city will be commemorating the important milestone. Holiday Hours on July 4th

Holiday Hours

The city of Glendale offices will be closed on Friday, July 4, in observance of the Fourth of July holiday, however many city facilities and services will still be operating for residents’ convenience and entertainment. All residential garbage, recycling and bulk trash collection services will be offered at regularly scheduled collection times on the holiday.


TRANSIT - For those who need public transportation on July 4, GUS Bus route 1 will operate on a Sunday schedule, but GUS Bus routes 2 and 3 will not be in service. There will be no Valley Metro Express/RAPID bus service available on the Fourth of July. Americans with Disabilities Act (ADA) public transportation service in Glendale will not be affected by the holiday. Valley Metro bus service will run on a Sunday schedule. The Glendale MicroTransit (Dial-A-Ride) office will be closed. MicroTransit (Dial-A-Ride) service will be available by reservation only, and reservations must be made by noon on July 3. Visit Valley Metro to plan your next trip or contact Customer Service at 602-253-5000.


LIBRARY - Glendale Libraries will be closed on July 4 and will reopen at 10 a.m. on July 5.


POOLS - The Foothills Recreation and Aquatics Center and the Rose Lane Aquatics Center will be open from 1-5 on July 4th. Glendale’s splash pads will be open from noon to 7 p.m. on 7.4.25. at these sites: Greenway Granada Park at 73rd Avenue and Greenway Road, Heroes Regional Park at 83rd Avenue and Bethany Home Road, O'Neil Park at 64th and Missouri avenues, Sunset Palms Park at 54th and Sweetwater avenues, and Sycamore Grove Park at 86th Lane & Emil Rovey Parkway. Glendale’s community and recreational centers will be closed on July 4. 

Enjoy the Holiday Responsibly

Colby Brandt,

Glendale's New Chief of Police

Glendale City Manager Kevin Phelps announced Colby Brandt as Chief of Police for the Glendale Police Department following a four-month period serving as Interim Police Chief. Chief Brandt is a 28-year veteran of the department, most recently serving as Assistant Chief and has held leadership positions across every division of the organization.


“In Glendale, we have been fortunate to have been able to promote exceptional leaders into the position of Police Chief who have served at all ranks within the department and reflect the values that make us special,” said Phelps. “Colby Brandt embodies this tradition of homegrown leadership. He not only brings a wealth of experience, but he also understands our community and cares about it deeply.”


Chief Brandt, a second-generation law enforcement officer, joined the Glendale Police Department in 1997. He is deeply committed to officer development, building regional partnerships and advancing public safety. His current priorities include strengthening traffic safety through enhanced speed enforcement tools and ensuring Glendale remains a safe and welcoming place for residents and visitors.

New Fire Station

The community was invited for the ribbon cutting and official tour of the new state-of-the-art fire station at 14061 N. 59th Avenue last week. The new facility addresses the 21st century needs of the first responder community such as decontamination zone, dedicated workout and community room, and an impressive kitchen for whoever cooks for the station. Crews have been enjoying their new digs since moving in back in April.

New Water Conservation Rebates

The Glendale Water Services Department is expanding our water rebate program thanks to a $450,000 grant from the Water Infrastructure Finance Authority (WIFA). Glendale water customers are eligible for a residential landscape conversion rebate if they choose to convert their residential landscape from grass to xeriscape - a desert-friendly landscape. Residents in existing homes can receive up to $3,000 for xeriscape conversions ($1 per square foot) and up to $250 for artificial grass (25 cents per square foot). Residents in new homes can also receive up to $500 for xeriscape (50 cents per square foot) and up to $250 for artificial grass ($0.25 per square foot).
