A Message from Karen Darch
Happy New Year!
I hope you all had a wonderful Christmas and holiday season with your families and friends. It was a heartwarming holiday here in Barrington – despite the blizzard and bitter cold we had over Christmas, I greatly enjoyed seeing all my neighbors out and about in town doing their last-minute shopping and dining in our festive restaurants.

As we kick off the new year, it’s been exciting to see the new businesses that have opened in 2022 in Barrington, such as Arriba Mexican Grill, Scratch Pastificio, Nekter Juice Bar, The Barn (landscape designers), Kerri Pilates, Wright Dental Practice, and Bredwell (nutrition for dogs). In addition, we’ve already participated in a ribbon-cutting in the first few days of 2023 for Den Fitness, and more are scheduled by the Barrington Area Chamber of Commerce in the coming weeks. It’s fun to see the new energy in the Village!

Over the past several years, it has also been so gratifying to witness how our downtown has become a destination for cultural events of all kinds. Barrington’s White House is the hub of these events, and I’m excited to announce this year’s spring cultural season at this extraordinary venue. There is a wonderful slate of world-class events planned, starting with the annual Barrington Town-Warming on January 28, followed by perennial favorite Ron Hawking over Valentine’s Day weekend. We are also thrilled to welcome the first Barrington Health and Wellness Summit in February, which will feature some of the area’s most prominent experts in the health and wellness field. 

Many of Barrington’s own superstars are coming home to perform at the White House as well, including world-renowned opera sensation Kallen Esperian, playwright Stephanie Walker, and the cello and piano duo Marta and Ani Aznavoorian. In addition to our popular 3rd Thursdays Art Nights Out, we’re also featuring a storytelling event, a city-inspired Jazz Brunch, a musical celebration of the 19th amendment, a historic tea centered around the 1920s, and chamber musicians from the Elgin Symphony Orchestra.

Spring 2023 Cultural Event Season is LIVE!
Audiences have returned in droves to Barrington’s White House to experience the joy of live performances once again. This spring season, we bring you a sampling of Barrington’s finest, including opera sensation Kallen Esperian, the delightful Aznavoorian Sisters, and playwright Stephanie Walker. We are also thrilled to debut the Barrington Health & Wellness Summit, a three-day symposium featuring the best and brightest in the areas of medicine and wellness.
6th Annual Barrington Town Warming
“Our Own Roaring ’20s: What’s Happening in the Present and What We See for the Future”
Join us for the 6th Annual Barrington Town-Warming –a re-creation of the robust discussions held in Barrington during the post-Depression era. The theme for the day is “Our Own Roaring ’20s: What’s Happening in the Present and What We See for the Future.” The day includes panel discussions on the future of energy and future of our foundations: work, family, religion, and education. Special appearances by WGN radio personality John Williams as well as Peter Alter, the chief historian at the Chicago History Museum, and poet John Maxwell. Keynote speaker to be announced (past keynotes have included Condoleezza Rice, Henry Paulson, Chris Christie, Robert Gates, and Doris Kearns Goodwin). Presented by the Barrington Cultural Commission.

Reminder: Recycle Your Holiday Tree with Groot & Holiday Lights with Public Works
In two upcoming Groot pickups on Saturday, January 7th and Friday, January 13th, you will be able to have your holiday tree chipped for free. Trees must be free of ornaments and tinsel and cannot be in plastic bags or they will not be collected. Thank you to Groot for this helpful holiday program!

Take the hassle out of holiday light recycling this winter by dropping them off at the Public Works Building (300 Raymond Ave) through March 31, 2023. Make sure to remove any garland, ribbons, bags, and strings as lights will not be accepted with those items attached.
Barrington Health & Wellness Summit is Coming This February!
Curated Group of Experts Bringing the Health & Wellness Movement to Barrington
The Barrington Health & Wellness Summit will gather leading experts from all over the country to explore a variety of topics including cancer prevention, sleep, culinary medicine, microbiome, integrative medicine, nutrition, brain health, holistic healing, and more.

This event is the vision of local physicians and community members alike. All are invited to join us as we foster health and wellness in our community.
Submit Your Photos to Barrington Area Digital Photo Gallery!
The Barrington Area Digital Photo Gallery (“BADPG”) is currently soliciting new photographs to potentially be added to the site. One of the goals of BADPG is to annually add new images of the Barrington area to the site - hopefully from an increasingly broad spectrum of contributing photographers.

In 2022, 8 new photographers were added to the site – now, a total of 23 contributing photographers are featured on BADPG. You could be next!

Updated Illinois Smoke Alarm Law Put Into Effect on January 1, 2023
In 2017, the Illinois Fire Safety Alliance worked with the General Assembly to pass a law that now requires Illinois residents to replace their old smoke alarms with the type that has a long-term, 10-year sealed battery starting January 1, 2023. This applies to residents that are still using alarms with removable batteries or alarms that are
not hardwired.

What is the Updated Illinois Smoke Alarm Law?
  • Since 1988, all dwellings in Illinois have been required to have smoke alarms.
  • In 2017, Public Act 100-0200 was passed to update the Illinois Smoke Detector Act to reflect advances in alarm technology
  • Starting earlier this week on January 1, 2023, any new smoke alarm being installed within a single or multi-family home is required to be featured with a 10-year sealed battery
  • Smoke alarms in single or multi-family homes prior to January 1, 2023 may remain in place until they exceed 10 years from their manufactured date, fails to respond to operability tests, or otherwise malfunctions
Municipal General Election Candidate Information
The filing period for those seeking office in 2023 has closed, and no objections have been filed. Offices up for Election at the April 4, 2023 Consolidated Election include three (3) Village Trustees, each with a four (4) year term.

Incumbents Kate Duncan and Jason Lohmeyer will be joined on the ballot by Margot Dallstream and Brian Prigge in a race for the three trustee seats.

IMPORTANT VILLAGE INFO
Winter Garbage Placement
Please place all garbage and recycling containers on the driveway or parkway adjacent to the street and not on the street so it doesn’t create hazardous conditions for snowplows and drivers.

Sidewalk Snow Removal
Like most municipalities in northern Illinois, the Village requires residents and business owners to clear snow and ice from the sidewalks adjacent to your property. This helps prevent hazardous conditions for pedestrians.

Register Your Pets, But Dog Tags No Longer Required
Registering your pets with the Barrington Police Department is a great way to recover your pet if they become lost. You are no longer required to purchase dog tags; instead, please register your pet HERE.

Electronics Recycling Program
Groot will pick up unlimited electronic waste at the curb at no additional charge. Residents can simply call Groot at (800) 244-1977 to schedule a pickup at least 24 hours in advance and for details on dates of pick up. Electronic materials include computers and monitors, video game consoles, printers, televisions, DVD players, etc.
Snow Piled at End of Driveways
Please consider waiting until the street has been plowed from curb to curb before clearing your driveway. Please do not shovel snow back into the street, as it can cause road hazards.

Sanitary Sewer Backup?
If you experience a sanitary sewer backup due to an extreme rain event, please contact the Public Works Department as soon as possible: we are available Monday through Friday at (847) 381-7903 or after hours at (847) 590-3491. 

Commuters: Quarterly Hang Tag Renewals
New quarterly hang tags may be purchased at any time for a prorated cost using the Passport website.
 
If you have purchased a hang tag during the quarter and realize you no longer need it, you have the option to return the tag for a prorated refund. The refund will be prorated based on the day the tag is received at Village Hall.

Battery Drop-Off at Public Works
Residents can drop off batteries at Public Works ONLY during business hours of 6:30 a.m.-2:30 p.m. daily. There are no outside collection boxes - please bring them into the Public Works front office.

Keep Fire Hydrants Clear
Please keep fire hydrants near your property or in your neighborhood clear of snow. This will greatly help firefighters in case of an emergency.

Recycle Corks at Public Works
Save your corks and dispose of them in the receptacle at the Public Works facility, 300 N. Raymond Avenue. This cork is sent to industries that make new products with it. Because cork is such a durable material, it can be recycled into anything from craft supplies to flooring.

Permits and Inspections
The Village of Barrington will continues electronic permit review and issuance procedures until further notice. Visit the electronic permit submittals page to review permitting requirements and submittal procedures. 
 
The Village is conducting permit inspections on limited days of the week –contact Development Services at (847) 304-3400 to schedule inspections.


COMMUNITY INFORMATION
Bacoa Tax Assistance Appointments Available
Bacoa, in partnership with St. Anne's Church, is offering tax assistance appointments to help low-to-moderate-income taxpayers with filing.

They ask that those who schedule appointments have 'simple taxes only' and do not include cryptocurrency, out-of-state taxes, trusts, or ownership of multiple properties or businesses.

Appointments are available on Tuesdays from 9:00 AM - 1:00 PM from February 7 - April 11th. Call Bacoa at 847-381-5030 to schedule your 1-hour appointment.
Bacoa Offers Medicare Prescription Review
Call Bacoa at 847-381-5030 to schedule your Medicare prescription drug plan review with a Bacoa Senior Health Insurance Program (SHIP) counselor. Last year, Bacoa SHIP counselors saved our clients $206,392 on medication costs.

Rental Assistance in Both Lake and Cook Counties
LAKE COUNTY
Renters who face financial hardship related to COVID-19 may apply for the new Lake County Federal Emergency Rental Assistance (FERA) Program, which provides help for individuals paying rent and/or utility bills. Eligible households may receive up to 12 months of past due rent and up to three months of assistance with future rent, but no more than 12 months of assistance total. Payments from the program will be made directly to landlords and/or utility companies. To learn more about who is eligible, and for a link to the application, visit lakecountyil.gov/renthelp.

COOK COUNTY
If you live in suburban Cook County and need help paying rent and utilities due to COVID-19, the Cook County Emergency Rental Assistance program pays up to 12 months of missed rent and utilities payments and up to 3 months of future rent payments. Payments will be made directly to landlords and utility companies.

Visit www.cookcountyil.gov/recovery to check eligibility, learn about the documents needed for the application, and apply.
Cook County Legal Aid for Housing and Debt
The Office of Cook County Board President Toni Preckwinkle is reaching out in the hope that you can help spread the word about a critical resource available in Cook County - Cook County Legal Aid for Housing and Debt (or CCLAHD).

As many of you know, the federal and state moratoriums on evictions ended on July 31. That means landlords have likely begun to start filing eviction papers. In Cook County, all aspects of evictions can go forward on September 1 which means judges can order evictions and the Cook County Sheriff’s Office can start enforcing the orders.
 
However, we also know that renters in financial crisis who are unable to pay their rent today will not be able to pay rent, security deposits, and move-in fees for a new home tomorrow. Housing insecurity and homelessness have been shown to lead to food insecurity, domestic violence, mental illness, exacerbated and unattended preventable health conditions, and substance abuse. Uprooting families, especially now as we inch toward recovery, would be destructive.
 
CCLAHD can help provide free legal aid, mediation services, and connections to other resources including rental assistance for tenants and landlords. And as the moratoriums lift, we are hoping we can steer landlords to look at alternatives to eviction.
