Comprehensive Planning Update
The Bay-Lake Regional Planning Commission (BLRPC) continues to prepare comprehensive plans for several communities in the region under s.66.1001 Wis. Stats.
The Town of Riverview comprehensive plan update was completed by BLRPC in July and serves as an update to the town's original plan created in 2001. The plan utilizes a poster format approach while being supplemented with the Oconto County Resources document that is a component of the Oconto County comprehensive plan. The Town of Riverview 20-Year Comprehensive Plan Update can be found on the BLRPC's website.
The BLRPC finished the Town of Manitowoc Rapids comprehensive plan update in October which serves as an update to the town's original plan created in 2002. The plan also utilizes a poster format approach while being supplemented with the Manitowoc County Resources document which is a section of the Manitowoc County comprehensive plan. The Town of Manitowoc Rapids 20-Year Comprehensive Plan Update can be found on the Commission's website.
The BLRPC is in the final stages of the development of the Kewaunee County comprehensive plan/farmland preservation plan update. Draft copies of the plan have been distributed for review and comment. An open house was held in October and a public hearing for the plan is scheduled for December 13th. The plan is scheduled for completion in January 2017. The BLRPC has been preparing updates to several components of its original Regional Comprehensive Plan which was created in 2005. A grant award through the Wisconsin Coastal Management Program is currently assisting with amendments to the Natural Resources; Housing; Land Use; and Implementation elements of the existing Regional Plan. GLRI Phragmites Management
Project Update
The chemical treatments of Phragmites has concluded for the season and we have all our data in from the contracts. It was a successful season with 970 acres of Phragmites treated! Mowing of the treated areas is complete in much of the project area. All mowing will be completed by spring. Follow-up chemical treatments will begin in August 2017 for any returning Phragmites or areas missed.
The impact of the project to date is very evident in the areas that have been treated and mowed. In areas around Duck Creek, Ken Euers Nature Center, and along the East River Trail where there were large swaths of very tall Phragmites stands, the difference is substantial. You can easily take a walk along the East River Trail in Allouez and De Pere and really see the difference!
The
2016 Public Participation Plan Update for the MPO was recommended for approval by the Sheboygan MPO Technical and Policy Advisory Committees at their joint meeting on December 8th. The Commission approved the document at its meeting on December 9th.
The
Cooperative Agreement for Continuing Transportation Planning for the Sheboygan, Wisconsin, Metropolitan Area between WisDOT, the Bay-Lake Regional Planning Commission, and Shoreline Metro is in the process of being signed by all three parties. The Sheboygan Transit Commission signed the agreement at their meeting on November 22nd. The Commission approved and signed the agreement at its meeting on December 9th. The WisDOT Secretary will be the final party to sign the agreement.
County Coordinated Public Transit - Human Services Transportation
Plan Updates
Coordinated Public Transit - Human Services Transportation Plans are required to be completed in counties in the region adjacent to Lake Michigan in 2016. Commission staff has been working on these plans for its three member counties along Lake Michigan (Sheboygan, Manitowoc and Kewaunee).
Final plans for Sheboygan and Manitowoc counties were submitted to WisDOT in mid-November. Commission staff presented the draft plan for Kewaunee County to that county's Transportation Coordinating Committee (TCC) on December 6th. The Kewaunee County plan will be edited based on comments received at that county's recent TCC meeting, and will be submitted to WisDOT soon.
