Hazard Mitigation Planning Updates
The Federal Emergency Management Agency (FEMA) has approved the hazard mitigation plan update for Manitowoc County. Commission staff assisted the County and the steering committee in developing and drafting the plan update. Through this plan, Manitowoc County has identified action items to minimize risk and damage to people and property from natural hazards. This plan update ensures that Manitowoc County maintains its qualification to apply for FEMA funding to undertake mitigation projects that will minimize future risks.
Commission staff are also assisting Oconto County with an update to its hazard mitigation plan. A public meeting for the plan update is scheduled for January 21st at 6PM in the Oconto County Courthouse. A draft of the plan is available for review here.
Additionally, the Commission will be assisting the Oneida Tribe of Indians of Wisconsin as their hazard mitigation plan update process gets underway soon.

Open Commissioner Positions
Just three commissioner vacancies remain on the Commission. Have a voice in the direction of regional projects in Northeast Wisconsin. No experience required -- just an enthusiasm to make progress in the region.
We are seeking interested individuals who reside in Kewaunee, Marinette, and Florence counties to serve 6-year terms on the Commission. These positions are filled through the appointment by the Governor with input from each of the individual counties. Planning and Zoning Education Series
The Local Government Center at the University of Wisconsin-Extension is offering a series of workshops via WisLine for local officials interested in learning more about a variety of topics related to planning and zoning. The workshop series begins on January 14th with a presentation on updating comprehensive plans and will conclude with a site planning workshop on May 13th. Cost for each session starts at $20.00. Sheboygan MPO Update
Commission staff continues to prepare the Year 2045 Sheboygan Area Transportation Plan (SATP). Commission staff reviewed and received comments on draft Chapter 6 (Transportation and Land Use) at the December 11th joint meeting of the Sheboygan MPO Technical and Policy Advisory Committees, including additional feedback on capacity modifying projects to test with the travel demand forecast model. Commission staff has also been preparing draft Chapter 7 (Recommended Transportation Plan); members of the MPO advisory committees reviewed system preservation and safety projects to be included in this chapter at their December 11th joint meeting, Shoreline Metro staff reviewed the transit section of this chapter, and Sheboygan County Planning and Conservation Department staff involved with the county's Non-Motorized Transportation Pilot Program (NMTPP) has provided bicycle and pedestrian transportation recommendations that can be considered for inclusion in the plan. Commission staff has started drafting Chapter 8 (Mitigation of Environmental Impacts of Major Transportation Projects), and continues to collect data for Chapter 9 (Financial Plan). A report on transportation system performance indicators is also being prepared for inclusion as an appendix to the plan.
The Sheboygan MPO Technical and Policy Advisory Committees recommended approval of the Sheboygan Metropolitan Planning Area Transportation Improvement Program (TIP): Calendar Years 2015 - 2018 at their joint meeting on December 11th. The Commission approved the 2015 - 2018 TIP on December 12th, and the USDOT issued its conformity finding on the 2015 - 2018 TIP that same day. The 2015 - 2018 TIP is available on the MPO webpage and was distributed to agency officials the week of December 15th. CD copies of the 2015 - 2018 TIP have been prepared, and are available upon request.

Lean Leadership in Government Workshops
Government officials seeking methods to instill lean government principles now have the opportunity to attend a free day-long event sponsored by the Northeast Wisconsin Technical College. There are four workshops scheduled to be held throughout the region: January 20th in Sturgeon Bay; January 29th in Green Bay; February 5th in Shawano; and March 30th in Marinette.
