This past year brought many challenges but also many opportunities to assist our communities through one of our many services offered. Technical Assistance Grant
We are once again offering our Technical Assistance Grant Program to member communities. Recipients can receive free professional planning assistance on small-scale plans or projects. Eligible projects must fit within the Commission's work program and fall under the categories of community planning, economic development, mapping/visualization, environmental planning , or transportation planning.

Up to three projects from throughout the Bay-Lake Region will be selected to be carried out by Commission staff at no cost. Projects will be limited to a maximum of five days (40 hours) of staff time. Projects must begin and end in 2021.

Sheboygan MPO Update
The Sheboygan MPO Technical and Policy Advisory Committees reviewed and recommended approval of Highway Safety Improvement Program (HSIP) 2021 performance targets for the Sheboygan Metropolitan Planning Area to the Commission at its joint meeting in December. The Commission approved these targets at its December meeting. As in previous years, the Commission agreed “to plan and program projects so that they contribute toward the accomplishment of WisDOT’s calendar year 2021 targets for all five performance measures,” since the metropolitan planning area continues to be below statewide averages for four of the five measures, with additional education being recommended for motorists and pedestrians in the one measure that was above the state average (non-motorized fatalities and serious injuries). Commission staff worked on the annual transportation system performance indicators report. A preliminary draft of this report (including a Power Point presentation regarding report highlights) was presented at the December joint meeting of the Sheboygan MPO Technical and Policy Advisory Committees. A few gaps in the report (December 2020 park-and-ride usage, etc.) will be filled and edits suggested by members of both committees will be made before the report is finalized in January 2021. A link to this report will be provided in an upcoming newsletter once it is finalized.

The Shoreline Metro TDP Review Committee met one final time in mid-December to review the full draft 2021 – 2025 TDP. After suggesting two minor changes, the committee recommended approval of the 2021 – 2025 TDP to the Sheboygan Transit Commission, which will have approval of the document on its agenda for its January 2021 meeting. The full draft of the 2021 – 2025 TDP can be found here.

Recent Plans Completed
Manitowoc County Coordinated Public Transit - Human Services Transportation Plan
Bay-Lake RPC staff assisted Manitowoc County's mobility manager and ADRC of the Lakeshore with creation of the 2021-2025 Coordinated Public Transit — Human Services Transportation Plan. The Manitowoc County Transportation Coordinating Committee (TCC) reviewed the plan and provided feedback incorporated into the final document approved in December. The plan was submitted to WisDOT who approved the plan in December.
Kelly Lake Sanitary District No. 1, Sewer Use Ordinance
In December, the Kelly Lake Sanitary District board members adopted the Kelly Lake Sanitary District No. 1, Sewer Use Ordinance. This ordinance regulates the use of both public and private sewers and drains, discharge or septage into the public sewerage system, and the discharge of water and waste into the sanitary sewer system of the Kelly Lake Sanitary District.
Kewaunee County Outdoor Recreation Plan
In December, Kewaunee County Board members adopted the Kewaunee County Outdoor Recreation Plan 2021-2025. This document was created with a visionary approach and philosophy to guide parks and open space planning in Kewaunee County today and into the future. Adoption of this plan by the county provides them eligibility for funding opportunities.
Town of Pierce Zoning Ordinance
In December, the Pierce Town Board members adopted the Town of Pierce Zoning Ordinance. This ordinance regulates the use of all structures, lands, and water in the town; and assists with implementation of the town’s comprehensive plan. Adoption of the ordinance also ensures that the town remains certified for farmland preservation through 2027.
