Manitowoc County Hazard Mitigation Plan - Public Open House Scheduled
Emergency management, response, and planning personnel from the private and public sectors in Manitowoc County have been working together to update the County's Hazard Mitigation Plan. The original plan was developed in 2009 under funding from the Federal Emergency Management Agency (FEMA). The Bay-Lake RPC is facilitating the process and drafting the plan.
With this plan, the County has identified mitigation actions aimed at minimizing or eliminating long-term risk to people and property from natural hazards. With the rising costs associated with hazard recovery activities, it is much more cost effective to address hazards before they occur. Additionally, a current plan qualifies the County to apply for FEMA funding to undertake the identified mitigation actions.
Public input is requested on the draft plan. A public informational meeting to present the draft plan, maps, and materials will be held April 9, 2014, from 6:00-7:00 PM at the Manitowoc County Office Complex in Room 300 at 4319 Expo Drive in Manitowoc.

Comprehensive Plan Updates
Since 2000, Commission staff has facilitated the completion of, or updates to, over 100 comprehensive land use plans for counties, towns, cities, and villages throughout the eight county region. Many of these plans were completed five to ten years ago and are likely in need of updates and revisions. Wisconsin State Statute 66.1001: Comprehensive Planning outlines the required contents as well as the procedures for updating and adopting the plans. Comprehensive plans are to be updated at a minimum of once every 10 years according to Wis. Stats. 66.1001.
If your county or community is considering updating its comprehensive plan, Commission staff can help with the process by facilitating meetings, gathering and analyzing data, preparing draft materials and maps, and ultimately ensuring that the local comprehensive plan meets the needs of your community. Commission staff will work with local officials to identify and apply for available funding sources to help offset the cost of preparing the comprehensive plan.
Presently, the Commission has begun the process of revising its own Bay-Lake Regional Planning Commission Regional Comprehensive Plan by initiating the update to the Transportation Element of the plan. More information will be provided in future E-Newsletters and on our website.

New Population Projections for Wisconsin
The Wisconsin Department of Administration (WDOA) has posted new population projections for the 2010-2040 planning period, based on the 2010 Census. Questions regarding the projections can be directed to the WDOA Demographic Services Center at (608) 266-1927 or by email.

Sheboygan MPO Update
In February, Commission staff completed the updating of housing and population changes under Scenario #3 (Corridor Development) based on discussion at the January 23, 2014, Sheboygan MPO Technical and Policy Advisory Committees joint meeting. These updates were presented to members of the MPO advisory committees at their joint meeting on February 27, 2014.
Commission staff completed preparing Chapter 3 of the Year 2045 Sheboygan Area Transportation Plan (Profile of the Metropolitan Planning Area) in mid-February. This chapter was presented to the MPO advisory committees on February 27, 2014. Commission staff also recently completed preparing Chapter 2 of the Year 2045 SATP (Metropolitan Transportation Planning Process); this chapter will be presented to the MPO advisory committees in late April.
Commission staff continued preparing amendments to the Sheboygan Metropolitan Planning Area Transportation Improvement Program (TIP): Calendar Years 2013 - 2016 in February. Copies of the draft TIP amendments were sent out for local public review, and the draft TIP amendments are available on the MPO webpage. The 30-day public comment period ended on March 14, 2014 after notices were mailed to over 180 recipients, and placed in the Sheboygan Press and other area news media, and posted to Facebook and Twitter. The public hearing on the draft TIP amendments was held in Sheboygan County February 25, 2014. The Sheboygan MPO Technical and Policy Advisory Committees recommended approval of the TIP amendments to the Bay-Lake Regional Planning Commission at their joint meeting on February 27, 2014. The Commission approved the amendments to the 2013 - 2016 TIP at its meeting on March 14, 2014.

Do you have a great photo taken somewhere in northeast Wisconsin? We would love for you share it with us! We are looking to enhance our website and brochure by showcasing the region as seen through the eyes of those individuals who reside in or visit northeast Wisconsin. The photo can be just about anything (past or present) that represents your community or the places you enjoy visiting in northeast Wisconsin, such as a photo of a community facility or business, farm field, barn, natural feature, Lake Michigan, a baseball game, a county fair - the sky's the limit. Photos must be taken somewhere within the counties of Brown, Door, Florence, Kewaunee, Manitowoc, Marinette, Oconto, or Sheboygan. We will consider all submissions.
How to Submit Photos: Photos can be either digitally submitted or professionally developed pictures, not inkjet printouts. Email them to apierce@baylarkerpc.org, along with the following information: your name and e-mail address, a caption or short story about the photo, and the year the photo was taken (if known).
If you are not able to scan and email photos, feel free to mail them or drop them off at our office at 425 S Adams Street, Green Bay, WI 54301. For more information, please contact Angela Pierce.

Share office space with us!
 The Commission has 2-4 offices available for occupancy. The offices range in size from 108 sq. ft. to 143 sq. ft. Each office has a window with partial furnishings. The cost is $9.00 sf/year and includes utilities. There will be an additional monthly cost for phone and internet service, parking, and office cleaning. A conference room and small break room are included in the rental cost. If your organization is seeking temporary or long-term office space close to all the downtown amenities, please contact Richard Heath for more information. |
