2018 Bay-Lake RPC 
Free Technical Assistance Grant Program
The Bay-Lake Regional Planning Commission is accepting applications for its Technical Assistance Grant Program until April 13, 2018. The program will provide the opportunity to receive professional planning assistance on small-scale plans or projects at little or no cost to member communities and counties. Some potential project categories include the following:
  • Planning and zoning (e.g. comprehensive plan updates, park and recreation planning, developing plan implementation strategies, site designs, etc.)
  • Transportation
  • Economic Development & Housing
  • Natural Resources
  • GIS and graphics (e.g. mapping, data development, ArcGIS Online data and maps, ArcGIS Collector inventory work, graphic development)
  • Project development (e.g. grant proposal development, grant writing assistance, etc.)
  • Hazard mitigation (e.g. project and grant proposal development)
An application for the Technical Assistance Program is available on the Commission's website .   Applications are due to the Commission no later than 4:00 PM on Friday, April 13, 2018

Funding Available to Help Communities Plant Trees
In partnership with the Wisconsin DNR, East Central Wisconsin RPC, Northwest Wisconsin RPC, and Southeastern Wisconsin RPC, the Bay-Lake RPC has funding available to plant trees.  The 2018 WI RPCs & WDNR Tree Planting Grant Program is aimed at helping communities, counties, and tribes plant trees to mitigate Emerald Ash Borer impacts and reduce runoff.  This funding has been made available through two FY2018 U.S. Forest Service Great Lakes Restoration Initiative (GLRI) grants received by the Bay-Lake RPC.

Eligible applicants include cities, villages, towns, counties, and tribal governments in the Wisconsin Great Lakes Basin.

Conducting a Green Infrastructure Code Audit in Sheboygan
The Bay-Lake RPC has received funding assistance from the Fund for Lake Michigan to work with the City of Sheboygan and UW-Sea Grant to conduct an audit of the City's codes and ordinances to identify barriers and opportunities to green infrastructure and provide guidance for the city in revising its codes and ordinances to support green infrastructure implementation.

Although communities are increasingly looking to the proven effectiveness of green infrastructure to mitigate stormwater runoff, critical barriers remain to its implementation. Outdated, unclear, or prohibitive local regulations are a major barrier.

In 2015, Sheboygan adopted a 5-year sustainability plan that encourages the offering of incentives for green infrastructure and green building designs as one of the action steps. This effort will help them to ensure they are allowing and promoting green infrastructure, and will equip them with the information they need to take the next steps towards implementing their sustainability plan.

As part of this project, the Bay-Lake RPC will also develop a strategy to duplicate this effort in other communities and counties in the Bay-Lake Region to help catalyze the adoption of green infrastructure in the Region.

Bay-Lake RPC Bicycle & Pedestrian Plan Survey is Available
As a reminder to community leaders, school officials, and walking and bicycling enthusiasts, the Bay-Lake RPC has recently activated its interactive online Crowdsourcing survey as part of the Regional Bicycle and Pedestrian Plan. This survey tool will allow us to improve the bicycle/pedestrian project's public engagement efforts and better gather feedback within each of the region's eight counties. The survey will be active through August 2018 and can be accessed here and on our website.

The Regional Bicycle and Pedestrian Plan is funded through WisDOT's Transportation Alternatives Program (TAP) with the goal of increasing transportation opportunities through identifying, and planning for, bicycle-pedestrian trails, on-road accommodations, sidewalks, etc. throughout northeast Wisconsin. The project is anticipated to be completed by the end of 2018.

Community Development Block Grant (CDBG) Application Cycle is Open
The Community Development Block Grant application cycle is now open for planning (CDBG-Planning) and Public Facilities (CDBG-PF) applications. These applications are due to the Wisconsin Department of Administration by Thursday, May 24th at 4:00pm.
 
An eligible planning project could be a comprehensive plan, development plan, a neighborhood plan, or similar work. The public facilities program provides funding assistance for items such as expansions of streets, drainage systems, water and sewer systems, sidewalks, and community centers.
 
To be eligible, CDBG projects must meet a program national objective such as benefiting low-to-moderate individuals (LMI). Communities with LMI populations exceeding 51% (BLRPC's are listed above) are eligible for an area-wide project. There are also financial need, matching fund, and other factors necessary to qualify for this competitive process.

Town of Red River Zoning Plat Book
The Bay-Lake RPC is working with the Town of Red River to update the Town Zoning Plat Book. The last update to the book was completed in 2010. 

The Zoning Plat Book will illustrate one town section per page that details zoning classifications with parcel, numbers, acreages, and ownership.  It will also include a mirror image of each town section that will display the aerial imagery to help establish a sense of location within the town.  Additionally, a detailed parcel table showing parcel numbers, acreages, zoning classification, and ownership will be located in the back of the book to allow an overview look of all the 2018 parcels within the town.

Sheboygan Metropolitan Planning Organization (MPO) Update
Commission staff has begun drafting chapters of the Update to the Year 2045 Sheboygan Area Transportation Plan (SATP). Results from a nominal group exercise with members of the Sheboygan MPO Technical and Policy Advisory Committees will be one of several inputs used in preparing goals and objectives for the plan update.
 
Commission staff provided technical assistance to the local transit operator (Shoreline Metro) and to local units of government in the Sheboygan metropolitan planning area in recent weeks. Assistance to Shoreline Metro included assisting the transit operation with the preparation of its Community Development Block Grant (CDBG) quarterly report, as well as providing the Director of Shoreline Metro with census data (portrayed in various maps and tables) of attributes of the population age 50 and over in the City of Sheboygan. Assistance to local units of government included preparation and distribution of maps portraying 2017 pavement conditions that were requested by the City of Sheboygan Falls, Village of Kohler and Town of Sheboygan.
