FREE Technical Assistance!
Applications are being accepted for 2016
The Commission recently completed its annual community survey to gather information on proposed community and economic development projects that may be included as a part of the Comprehensive Economic Development Strategy (CEDS).
The survey results highlighted a need in the region for technical assistance on small-scale community projects. In response to this need, the Bay-Lake Regional Planning Commission will be piloting a Technical Assistance Program for 2016. The program will provide the opportunity for our
member communities and counties to receive free professional planning assistance on small-scale plans or projects.
Two to four projects from throughout the Bay-Lake Region (in member counties and communities) will be selected for 2016. Projects will be limited to a maximum of five days (40 hours) of staff time.
Potential project ideas (by category) include the following:

Community Planning: comprehensive planning, zoning and other plan implementation activities, hazard mitigation, grant writing and administration, demographic analyses/assessments, etc.

Economic Development: grant writing and administration, funding identification, business/industrial park planning, capital improvement plans, etc.

Geographic Information Systems (GIS): community specific data and software setup, one-on-one training and setup assistance, sexual offender mapping, custom mapping, map updates, brochures, inventories, etc.

Natural Resources and Coastal Management: beach improvement planning, invasive species, climate resiliency planning, grant writing and administration, outdoor recreation planning, etc.

Transportation: transit technical assistance, local road and street issues, traffic forecasts, bike & pedestrian planning, Safe Routes to School planning, inventories, grant writing and administration, etc.
This program will not impact the availability of Commission staff for the usual technical assistance phone calls and emails, guidance, letters of support, and informational presentations that are requested throughout the year.
The Commission is now accepting applications for technical assistance projects under this new program. An application for the Technical Assistance Program is available on the Commission's

Based on the success of this pilot program, and if our member communities find it beneficial, the Commission anticipates continuing to offer this service in the future. Is your community in need of GIS mapping?
The Commission has several different custom mapping options that might be useful to your community. Some examples include the mapping of restricted areas for sexual offender residency or the inventory and mapping of municipal utilities or signs. Other examples include a simple location map for a grant application, a large air photo display, a series of maps for an open house, or some GIS analysis. The Commission's GIS Department will be happy to work with you to meet any of your mapping needs. Each request will be handled individually and on a first come, first served basis. Commission staff will work with you to make sure the maps meet your specific needs. Please contact Joshua Schedler with any mapping or GIS analysis needs or questions.

Sheboygan Metropolitan Planning Organization (MPO) Activities
The
2016 Sheboygan Metropolitan Planning Area Transportation Planning Work Program was adopted by the Commission's Executive Committee in late October. Commission staff will transmit the final 2016 MPO Work Program to WisDOT and Federal Highway Administration (FHWA) Wisconsin Division staff later in November.
Commission staff started work on a land use inventory of the Sheboygan metropolitan planning area in early October. The land use inventory has not been completed since 2009. The Commission's limited term employee (LTE) Transportation Technician is completing this task, with the assistance of the Commission's GIS Coordinator.
Commission staff will be initiating a passenger opinion survey of Shoreline Metro later this month, with completion of a boarding and alighting survey anticipated in early December.
Commission staff has been completing a draft
Sheboygan Metropolitan Planning Area Transportation Improvement Program (TIP): Calendar Years 2016 - 2019. A 30 day public comment period on the draft
2016 - 2019 TIP will begin soon.
