Executive Director Message
It's been a month since I became the Commission's new Executive Director and the time has just flown by. A big part of that time has been spent working on our 2016 budget and becoming familiar with the various duties that go along with the job. I'm hoping to be able to get out and meet with many of our member communities in the near future, and to find out if there are any projects the Commission can assist with. Because of my past experience with grant writing and administration, I'll especially be looking forward to helping in those areas. Feel free to contact me by

Phragmites Project Update
The quality assurance plan submitted to the EPA was approved recently to treat
Phragmites
, or common reed, along the shoreline of Green Bay (from Duck Creek to Point Au Sable) and the Fox River (to the De Pere dam) under the Bay-Lake Regional Planning Commission's GLRI funded project to manage Phragmites in the Lower Green Bay and Fox River Area of Concern (AOC). The Commission solicited proposals from qualified environmental consulting firms for an inventory and assessment project to map Phragmites in the area using aerial imagery and remote sensing technologies; Applied Ecological Services (AES), Inc. of Brodhead, WI and Ayres Associates of Green Bay were selected as the team to complete the work this fall. The project area inventory will assess the current
Phragmites
footprint from the air and best inform future plans for treatment.
With the onset of fall weather,
Phragmites will prepare to overwinter by entering dormancy in the next week or two. As a result, spraying within the project area will begin during the next growing season (summer 2016) to ensure the most effective control.

The Commission will treat a 10-acre demonstration site at Bay Beach this week, and plans to mow the site in the winter. This site will provide information to gauge the effectiveness of the approach, and provide a demonstration site for outreach efforts through the winter.

Sheboygan Metropolitan Planning Organization (MPO) Activities
Commission staff prepared the draft
2016 Sheboygan Metropolitan Planning Area Transportation Planning Work Program in September, and a meeting to review the draft MPO Work Program was held in early October.
Upcoming MPO activities include a land use inventory update for the metropolitan planning area; preparing a performance indicator report; conducting passenger opinion and boarding and alighting surveys of Shoreline Metro; and preparation of the
Sheboygan Metropolitan Planning Area Transportation Improvement Program (TIP): Calendar Years 2016 - 2019.

Welcome New Staff Member
Nicole Barbiaux has joined the Commission as a limited term employee (LTE) Transportation Technician to assist the Commission with various transportation planning projects. These projects include assisting with transit survey analysis and a land use inventory update for the Sheboygan metropolitan planning area.
