There seems to be some misunderstanding of the Public Participation process of notification concerning potential zoning change requests.
The potential applicant is required to notify property owners within 1000 ft if the acreage is one acre or more and also the community association about a participation meeting. The community association (BCCA) usually broadcasts this information much farther so that others who are interested will be aware of the potential zoning change and often sets up the meetings to make sure that they happen. In the case of Primrose, the meeting notice was mailed to residents by the applicant, was in a detailed Bill Helm Bugle article and twice in the Beaver Creek eNews. All of which led to the venue being too small. So the do over meeting is scheduled for:
Saturday, 8/17, at 3 PM in the Beaver Creek School Multipurpose Room.
There is a sequence in the zoning change process that is followed by Yavapai County. After the public meeting, the applicant must submit a report to Development Services. If the process is continued, then the zoning change request will be scheduled on the agenda of a Yavapai County Planning and Zoning Committee meeting. (At this point an orange sign with the meeting date should appear on the property.) Additional comments from the public and organizations may be made at this time. The P&Z Committee will vote on a recommendation to the YC Board of Supervisors. The BOS will then hear the applicant and the public again and make a final decision. The current petition is a great way to let your feelings on this issue be known. Copies to the applicant, to Development Services and for the Planning and Zoning Commission may be of benefit to the signers. Written comments may be presented at the meetings and online at Planning@yavapai.us
