DHSR:  Renewal Update
From Michiele Elliot:
Thank you to all our mental health providers across the state for your continued efforts to keep your clients, staff and communities safe.  This year is winding down and we are in the midst of not only a busy holiday season but a busy licensure renewal season as well.  This is our first year of processing renewal applications electronically.  To date over 80% of our licensed mental health providers have accessed the Enterprise system and have renewal applications completed or in process.  Approximately 1800 providers have successfully renewed their licenses and are all set for 2021.  The feedback from our providers has been overwhelmingly positive.  It is wonderful to print out your 2021 license immediately upon completion rather than waiting for it to arrive by mail.

If you  haven't yet accessed the system, time is running out.  We are not accepting paper applications and need you to complete the online process now.  There are ways you can help us serve you efficiently.

If you need submittal assistance please watch the  Enterprise System Provider Training.  There is great information and it will guide you through the renewal process.  If you still have problems you can email MHLC.Support@dhhs.nc.gov  and include:
  • your NCID username
  • mental health license number
  • Issues you are having  with enterprise
When your renewal is processed,  or if additional documentation is needed, you will receive an email with further instructions.  Please take note of the instructions in the comment section.  They will specify what is needed to complete your renewal.

Please, please do not call us and ask about the status of your renewal.  We currently have a four person team to handle the volume of renewals and cannot check the system for updates without slowing down the processing of applications.  Have a safe and enjoyable holiday and renew those licenses!
FCC funds to expand broadband to millions of rural Americans
WASHINGTON, December 7, 2020-The Federal Communications Commission announced today that millions of rural Americans in 49 states and the Commonwealth of the Northern Mariana Islands will gain access to high-speed Internet service through the Rural Digital Opportunity Fund Phase I auction. Auction results released today show that bidders won funding to deploy high-speed broadband to over 5.2 million unserved homes and businesses, almost 99% of the locations available in the auction.

Moreover, 99.7% of these locations will be receiving broadband with speeds of at least 100/20 Mbps, with an overwhelming majority (over 85%) getting gigabit-speed broadband. CCO Holdings, LLC (Charter Communications) was assigned the most locations, just over 1.05 million. A total of 180 bidders won auction support, to be distributed over the next 10 years. A broad range of providers successfully competed in the Phase I auction, including cable operators, electric cooperatives, incumbent telephone companies, satellite companies, and fixed wireless providers. And the FCC's structuring of the reverse auction yielded significant savings, as competitive bidding among over 300 providers yielded an allocation of $9.2 billion in support out of the $16 billion set aside for Phase I of the auction.

Importantly, the $6.8 billion in potential Phase I support that was not allocated will be rolled over into the future Phase II auction, which now can draw upon a budget of up to $11.2 billion in targeting partially-served areas (and the few unserved areas that did not receive funding through Phase I).

Integrated Substance Use Disorder Training Program (ISTP)
The Health Resources and Services Administration (HRSA) is now accepting applications for the Integrated Substance Use Disorder Training Program. The purpose of this program is to expand the number of nurse practitioners, physician assistants, health service psychologists, and/or social workers trained to provide mental health and substance use disorder services in underserved community-based settings that integrate primary care, mental health, and substance use disorder services.

Applications are due February 24, 2021.

Recovery and Youth: An Integrative Review
Andrew J. Finch, Jordan Jurinsky, and Billie May Anderson

The definition of recovery from alcohol use disorder is changing as evidence mounts that recovery is a journey, not necessarily an outcome, and may not always include abstinence. Efforts to redefine recovery, however, tend to leave out adolescents, whose brains are not fully developed and who may not be eligible for or necessarily benefit from harm reduction programs or recovery-oriented systems of care tailored to adults. In this literature review, the authors describe how the concept of recovery pertains to adolescents and the need for research that focuses on recovery in its very earliest stages.

Early data from a  new Child Trends evaluation of youthCONNECT, an integrated student supports initiative aimed at high school students, show that strong relationships with adults and social and emotional skills are associated with academic success. Additionally, students who reported having an adult with whom they could discuss educational and career goals reported engaging in fewer risky behaviors, which can also support academic success.
