NC HealthConnex February Update

NC*Notify: New Features and Capabilities
NC HealthConnex is pleased to announce that new notification features and updates for NC*Notify are now available! Current subscribers across the state will now have access to COVID-19 lab result alerts, allowing them to react to positive cases in a more timely manner.

NC*Notify is a subscription-based service that notifies providers as their patients receive services across the care continuum. Based on admission, discharge, and transfer data received from more than 100 participating hospitals plus encounter data from more than 6,000 ambulatory care settings, the NC*Notify real-time event notifications provide care teams with valuable information that spans geographic and care settings and support state and federal efforts to focus on patient centered care.

In addition to the COVID-19 notifications, some of the new alerts that are now available include:
  • High Utilizer Alert -This notification will help providers identify frequent visitors to the Emergency Department (ED) (two or more visits in 90 days or less) or patients that are at a high risk for readmission (four or more admissions in 12 months).
  • Dental Alerts - Providers will be alerted when patients utilize the emergency department for dental care.
  • Care Team Change Alert - Providers will be informed when a new organization has subscribed to their patient.
  • Diabetes Diagnosis Alert - Providers will be alerted upon a new diabetes and/or pre-diabetes diagnosis for patients they are monitoring.
  • Chronic Care Management Alert - Providers will receive an alert when a patient meets the Centers for Medicare and Medicaid Services (CMS) Chronic Care Management (CCM) services criteria.
The COVID-19 alert feature will be made available automatically to our NC*Notify dashboard subscribers. Other subscribers who would like access to the features mentioned above should visit the NC HIEA website to submit a request for services. The NC*Notify team will work closely with each participant to implement the upgrades outlined above.

For more information or questions about NC*Notify, contact the NC HealthConnex Team at  hiea@nc.gov. To learn how to enroll in NC*Notify, click here.

NC HIEA and AHEC Virtual Training Opportunities
The NC HIEA and North Carolina Area Health Education Centers (NC AHEC) are offering a library of virtual training modules for health care providers on various NC HealthConnex services.

To get started, providers may register for a series of seven video trainings, each of which provides an orientation to the features and services available. The newest module, Module 7: NC*Notify, offers an overview of how NC*Notify works, instructions to enroll and receive alerts, and use cases of how other practices are implementing NC*Notify into their daily workflow.

Registration for the following modules is required to receive a link to the training.
These virtual offerings provide health care professionals with an introduction to NC HealthConnex or help brush up on NC HealthConnex knowledge. In the midst of a pandemic, these modules offer a stress-free method of receiving training and staying up-to-date on all applications within NC HealthConnex.

For more detailed instructions on how to use the training software, visit our Training and Resources webpage here .

DHHS Hardship Extension Process
Session Law 2019-23 modified the Statewide HIE Act and gave NC DHHS the authority to grant a temporary Hardship Extension to classes of providers for whom acquiring and implementing an EHR system and connecting to the HIE Network would constitute an undue hardship.
  • A Hardship Extension extends the participant's deadline to December 31, 2022.
  • All providers that receive a hardship extension must be live and sending data by January 1, 2023.
For more information about the DHHS Hardship Extension process, click here.

Please note: The NC HIEA does not grant hardship extensions. All questions and/or requests about the hardship extension should be sent to the DHB Ombudsman at Medicaid.ProviderOmbudsman@dhhs.nc.gov.

New Report Series Explores Medicaid's Role in the National Recovery
In service of more than 77 million Americans and with more than $600 billion invested in the health care delivery system annually, Medicaid can and will, inevitably, play a critical role in the hard work of recovering from the pandemic and establishing a "new normal" for American health care.

Medicaid directors across the country are serving hard-to-reach populations and contributing to care delivery solutions every day. As such, we wanted to harness their expertise and highlight their successes to help inform what the stronger, more rational American health care system coming out of the pandemic can and should look like. We are proud to share with you Medicaid Forward, a three-part series, with the first focusing on behavioral health.

Created in partnership with Well Being Trust - a national foundation dedicated to advancing the mental, social, and spiritual health of the nation - the Medicaid Forward: Behavioral Health report provides evidence-backed, sustainable policy and program solutions to improve Medicaid members' mental health and well-being and support Medicaid programs during these unprecedented times. The report identifies policy options that would benefit all Medicaid members, as well as specific strategies for
  • children,
  • older adults,
  • individuals who are homeless,
  • individuals who have intellectual or developmental disabilities, and
  • those who are in the criminal justice system.
The report is strengthened with real-life examples of communities that have demonstrated these approaches' success from a diverse range of states - coastal and mid-continent, large and small, under Republican and Democrat control.

As the old saying goes, a crisis is a terrible thing to waste. With a light at the end of the pandemic tunnel just now emerging, we believe this is the moment to focus attention on Medicaid's essential role in charting the future of the American health care system. If you agree, we hope you will help us amplify this work by:
  • Reading this report and sharing it with your colleagues, and
  • Posting the report on LinkedIn and Twitter. We have sample social media posts to make this faster and easier for you to do.
  • Joining us on Friday, March 5 from 11:00 a.m. - 12:00 p.m. ET for a webinar about the Medicaid Forward series and this first paper focused on behavioral health. Click here to register.
We have a long road to recovery ahead, but Medicaid can and will be a constructive part of the solution. We look forward to working with you to make that happen.

NC: The status of child abuse, neglect and fatality in Lincoln County: Child Advocacy Center director delivers report to commissioners
Lincoln Times-News - February 24, 2021
The Lincoln County Board of Commissioners periodically hear annual reports from different organizations throughout the county. While not all of the reports that they hear are necessarily positive, the report given by the Lincoln County Community Child Protection/Fatality Prevention Team is certainly a sobering report. The 2020 annual report was delivered by Sherry Reinhardt who is the chairperson for the team and director of the Lincoln County Child Advocacy Center at the commissioner's last regular meeting.

This collection of solutions-focused resources is designed to help parents and caregivers, child care providers, pediatricians, and others who work with families.

Rural Death Rate from Covid-19 Falls by a Third

The number of Covid-related deaths in rural America dropped by a third last week, the first significant decline in the rural death rate in more than a month.

Rural counties had 2,404 deaths from Covid-19 from Sunday, February 14, through Saturday, February 20. Previously, the weekly number of rural deaths hovered around 3,600 for four consecutive weeks.

The decline in deaths follows a sharp decline in the number of new infections. Since a peak of more than 230,000 new infections in first full week of January, the number of weekly new cases in rural counties has dropped by 75%. Last week the number of new Covid-19 cases in rural counties was 56,296, a third less than the previous week. The last time the rural new-infection count was this low was the third week of September.
