LME-MCO Joint Communication Bulletin # J386
H/T Eastpointe
Rescinded JCB #248 Critical Access Behavioral Health Agencies (CABHAs) Sunsetting, published on May 16, 2017
The purpose of this article is to rescind Joint Communication Bulletin #J248, Critical Access Behavioral Health Agencies (CABHAs) Sunsetting, published on May 16, 2017. CABHAs were established in 2009 and were governed by temporary administrative rules, 10A NCAC 22P and General Assembly Session Law 2012-171, Senate Bill 525. The temporary administrative rules that governed how CABHAs were certified and decertified and detailed medical service and staffing requirements expired on October 15, 2011. However, CABHA requirements continued under General Assembly Session Law 2012-171, Senate Bill 525 and adherence by the LME-MCOs and existing CABHAs is required by legislation as well as policy. The Medicaid State Plan and clinical coverage policies, as well as state-funded service definitions require certain service providers to be certified as a CABHA to be in compliance with legislation. Those services are: * Intensive In-Home * Child and Adolescent Day Treatment * Community Support Team * Targeted Case Management
If LME-MCOs need additional CABHAs in their networks, they may inform their contract manager and refer the provider to Mark Grimaldi at mark.grimaldi@dhhs.nc.gov. Providers must meet the rules outlined in Senate Bill 525 to apply to become a CABHA. Applications will be reviewed by DMH and DHB.

Annual Report Shows Healthcare Access and Quality Improving, But Disparities Persist
A new report from AHRQ indicates access to healthcare
significantly improved between 2000 and 2018, while gains in quality of care varied among six priority areas: patient safety, person-centered care, care coordination, effective treatment, healthy living and care affordability. The 2019 National Healthcare Quality and Disparities Report provides a comprehensive annual overview of healthcare quality in the general U.S. population. Analyses of data for measures about healthcare quality and delivery include variables such as race/ethnicity, sex, education, income and residence location.

Colds are a leading reason for visiting a doctor and for missing
school or work. To prevent or treat colds some people turn to complementary health approaches such as herbs, vitamins, and minerals. This issue provides information on "what the science says" about some of these practices for the common cold, including zinc, vitamin C, echinacea, probiotics, nasal saline irrigation, buckwheat honey, geranium extract, garlic, and elderberry.
These are stressful times. Learn ways to help you feel calmer and more relaxed.
