Agriculture Department Reminds Poultry Owners To Be Vigilant To Protect Against Highly Pathogenic Avian Influenza

The Department of Agriculture reminds all poultry owners - backyard flocks and commercial producers - to keep their guard up to protect their birds from highly pathogenic avian influenza (HPAI). After a lull in detections for several months, Pennsylvania has detected a new case of avian influenza in a game bird flock in Lower Mahanoy Township, Northumberland County.

Dept. of Agriculture Protects 2,553 Acres Of Farmland; 13,663 Acres Protected In 2023

On Dec. 22, the Department of Agriculture announced it had preserved another 2,553 acres on 30 farms in 21 counties, forever protecting them from residential or commercial development.


This investment of more than $8.7 million brings the total during 2023 to nearly $46.3 million invested to purchase land development rights for 13,663 acres on 166 farms, helping ensure that Pennsylvania farmers will have prime farmland to feed our families and economy in the future.


"Without prime farmland, we simply don't have the resources to grow food and supply the $132.5 billion our industry feeds into our economy every year," Agriculture Secretary Russell Redding said. "Pennsylvania farm families who sell their land development rights are leaving a legacy that ensures Pennsylvania families will have green spaces and healthy farmland available to produce food, income, and jobs. The Shapiro Administration is proud to support that legacy."

USDA Requests Public Input on Reporting for Foreign Agriculture Land Holdings

The U.S. Department of Agriculture (USDA) is requesting public input – due by Feb. 16, 2024 – on how foreign filers report agricultural land holdings in the United States. USDA’s Farm Service Agency (FSA) is proposing to update the Agricultural Foreign Investment Disclosure Act Report form so that reporting can include data on long-term lessees, data to assess the impacts of foreign investment on agricultural producers and rural communities, and to gather geospatial information.

American Farmland Trust Seeking PA Corn, Soybean Farmers To Join Soil Health Practices Study, $1,000 Stipend Offered For Qualified Farmers

The American Farmland Trust is seeking corn and soybean farms in Pennsylvania to join a soil health practices study to test a new tool they are developing with the Natural Resources Conservation Service to predict the costs and benefits of practices like no-till, cover crops and nutrient management.


The results from the Predictive Soil Health Economic Calculator (P-SHEC) will empower farmers to make more informed decisions surrounding soil health practices on their farms.


The Trust is offering a $1,000 stipend for qualified farmers who participate in our tool-piloting process and a $100 “finder reward” for groups that put us in contact with farmers featured in our pilot process.


The Trust wants to work with a few farmers who are interested in soil health, but not yet using soil health practices, and want more information on the economic costs and benefits of certain practices.

Producers Encouraged to Apply Now for USDA Conservation Programs

The U.S. Department of Agriculture (USDA) is encouraging agricultural producers and forest landowners to participate in voluntary conservation programs and adopt climate-smart practices in fiscal year 2024. USDA’s Natural Resources Conservation Service (NRCS) is accepting applications for the Environmental Quality Incentives Program (EQIP), Conservation Stewardship Program (CSP) and Agricultural Conservation Easement Program (ACEP), which help a wide variety of producers, including urban and organic producers.

Tax Education and Resources for USDA Programs

Navigating filing taxes can be challenging, especially if you are new to running a farm business, participating in disaster programs for first time, or trying to forecast the farm’s tax bill. Receiving funds from USDA through activities such as a conservation program payment or a disaster program is considered farm income that includes a tax liability for farm businesses. USDA technical assistance is free and creates no tax implications. 



At the end of the tax year, USDA issues tax forms 1098 and 1099 forms for farm loans, conservation programs administered by the Farm Service Agency and Natural Resource Conservation Service including the Conservation Reserve Program and Environmental Quality Incentives Program, crop disaster payments, and the Market Facilitation Program. USDA also issues tax forms for recipients of assistance for distressed borrowers, including through Section 22006 of the Inflation Reduction Act. 


If you have received tax forms related to your operation, USDA cannot and does not provide tax advice but wants you to be aware of options that may help manage your tax liability. USDA has partnered with experts to provide resources to help you make the right tax decisions for your operation. Monthly webinars are available for registration and to view on demand at https://www.farmers.gov/working-with-us/taxes.  


The Tax Estimator Tool is an interactive spreadsheet that producers can download to estimate tax liability. It is for informational and educational purposes and should not considered tax or legal advice. Producers may need to work with a tax professional to determine the correct information to be entered in the Tax Estimator Tool.

NRCS Announces Conservation Funding Opportunities for FY 2024 | Natural Resources Conservation Service

The USDA Natural Resources Conservation Service (NRCS) is announcing fiscal year 2024 assistance opportunities for Pennsylvania agricultural producers and private landowners for key programs, such as the Agricultural Management Assistance (AMA) program, Conservation Stewardship Program (CSP), Environmental Quality Incentives Program (EQIP), Regional Conservation Partnership Program (RCPP) Easements, and Agricultural Conservation Easement Program (ACEP).


While NRCS accepts applications for these programs year-round, producers and landowners should apply by state-specific application dates to be considered for this year’s funding. The next application date for fiscal year 2024 funding for EQIP, RCPP, AMA, and ACEP is November 1, 2023. Applications are due by January 1, 2024 for the first round of funding for CSP.

Berks County Community Foundation - NEW Innovation Fund

The Innovation Fund provides grants to projects focused on improving environmental health and climate resiliency in Berks County. Projects that include collaboration across sectors and/or opportunities for partnership building will be prioritized. For more information on environmental health and climate resilience, refer to the recent study for Berks County, conducted by the Institute for Conservation Leadership.  


Projects can include but are not limited to:  

  • New approaches to strengthen environmental health and climate resiliency, including research into new approaches. 
  • Small-scale implementation/construction of environmental best management practices (e.g. planting trees and native shrubs, community gardens, etc.)  
  • Support to obtain state or federal funding  
  • Education and outreach  
  • Project planning and development


Applicants are strongly encouraged to contact Emily Smedley, Environment and Energy Program Officer, with project ideas before starting the application. After you have submitted your application, Emily may reach out to applicants to discuss the project in greater detail.  



TIMELINE:

The 2024 Pennsylvania Dairy Summit, which will be held on February 7 and 8, 2024 in Lancaster, PA, will help dairy producers and young professionals unlock their potential through dynamic sessions, networking opportunities, and a new career development workshop specifically for young dairy professionals. Any young dairy professionals between the ages of 18 and 30 are encouraged to apply for a scholarship.
