This monthly newsletter has been created to  assist FAS researchers across all domains who are looking for funding opportunities related to "Big Data". In response to the need for new conceptual and computational approaches for big data processing and storage, as well as the need for educational opportunities in this area for up and coming researchers, sponsors like NSF, DOD, DOE, NIH and private foundations are offering a growing number of funding opportunities for Big Data research and training programs.

NIH would like to gauge interest in expending its funds to develop, host, and maintain a secure environment (data enclave) that would allow approved research organizations controlled access to structured, de-identifiable NIH administrative and scientific information not made available to the public.  All responses to this RFI must be submitted electronically at this link by May 30, 2019.

NIH's National Heart, Lung, and Blood Institute (NHLBI) seeks to fund R01 grants for analyses that utilize existing TOPMed Omics data to uncover the molecular mechanisms driving HBLS diseases. Applications in response to this Notice must be submitted through the NIH Parent Announcement PA-19-056: NIH Research Project Grant (Parent R01 Clinical Trial Not Allowed).

Acceleration Awards are collaboration-focused grants (up to $100,000 for 1 year) supporting the advancement of research, research-enabling platforms, and pedagogical innovation. Grant applications will require the substantial engagement of at least two Harvard Chan School Departments or Centers and must include collaboration from at least one other Harvard School. This year, the program's two priority areas are: Cultivating Well-being and Nutrition, and Confronting Climate Change including a nalyzing large data sets to identify and translate the health impacts of air pollution and climate change. The deadline for submitting proposals is June 25, 2019.

DARPA will host a Proposers Day in support of its Real Time Machine Learning (RTML) program on April 2, 2019 in Arlington, VA.  NSF and DARPA are teaming up through this program to explore high-performance, energy-efficient hardware and machine-learning architectures that can learn from a continuous stream of new data in real time, through opportunities for post-award collaboration between researchers supported by DARPA and NSF (see below for program details)DARPA's Proposers Day will include overview presentations by government personnel and opportunities for team building among the participants. This Broad Agency Announcement (BAA) for the Foundational Science Research Unit (FSRU) of the U.S. Army Research Institute for the Behavioral and Social Sciences (ARI) solicits new proposals for its fiscal year 2019 program of basic research in behavioral science. ARI is the Army's lead agency for the conduct of research, development, and analyses for the improvement of Army readiness and performance via research advances and applications of the behavioral and social sciences that address personnel, organization, and Soldier and leader development issues. The mission of the Basic Research Program is to develop fundamental theories and investigate new domain areas in behavioral and social sciences with high potential impact on Army issues related to personnel readiness.
 
While all proposals will be considered, ARI has identified several domains as particularly germane to its basic research needs, one of which is Personnel Testing and Performance, including the creation of new techniques to handle complex psychometric data sets and provide real time data analytics, and improving existing methods to accurately examine complex longitudinal data. A second area of interest is Learning in Formal and Informal Environments, including developing and demonstration of novel (e.g., focused on behavioral, high dimensional, and longitudinal data) construct validation methods for inferring learner psychological states across diverse levels of theoretical granularity (e.g., from low level behaviors to high level self-concepts).
 
This funding opportunity is divided into two types of proposals for basic research:
  • Standard Proposals. Most basic research awards are awarded in response to Standard Proposals provided by Applicants with experienced researchers. In recent years, the performance period of these has typically been two to three years with a median total award of $840,785.
  • Early Career Proposals. To foster the development of innovative and creative researchers, ARI solicits proposals from Applicants with individuals who are early in their research careers (PI must have received their PhD within five years of proposal submission) and have never received ARI funding as a Principal Investigator. All ARI evaluation criteria will be used to evaluate Early Career Proposals, except the criteria that address the experience of the Principal Investigator. Projects should be designed for one year of funding at a level of approximately $110,000.

Award Information: NIJ expects to make one or more awards with an estimated total amount awarded of up to $3M in FY 2019. Successful applicants will be expected to complete the work proposed within a five-year period of performance. 

With this solicitation, NIJ seeks proposals for innovative, investigator-initiated technology research and development (R&D) projects to apply advances in artificial intelligence (AI) to promote the successful reentry of offenders under community supervision. Ideally, the R&D funded through this solicitation will result in fielded AI solutions that remain in use with community supervision agencies at the completion of the project. Applicants are expected to partner with community corrections agencies to provide a fuller understanding of the challenges and operational context within which the proposed AI solutions would be employed; to examine the outcomes of their implementation; and, potentially, to provide a path for fielding these solutions. Applicants are also expected to comprise multidisciplinary teams that include researchers from the behavioral, computer, and social sciences in addition to practitioners from the field. Exemplars of potential applications of AI include, but are by no means limited to, the following or some combination of the following:
  • Situationally Dependent, Real-time Updates to an Offender's Risk-need-responsivity (RNR) Assessment

NIJ is interested in supporting researchers who are early in their careers (have completed a terminal degree or post-graduate clinical training within the ten years prior to September 30, 2019) and new to NIJ's research grant portfolios, specifically non-tenured assistant professors, or equivalent full-time staff scientist positions in a research institution, who propose research on topics relevant to NIJ's Office of Research and Evaluation (ORE) and/or Office of Science and Technology (OST). To that end, NIJ may, in appropriate circumstances, give special consideration in award decisions to applications proposing such researchers as principal investigators (PIs).

2019 EPIC Scholar in Residence Program

Award Information: St ipend of $30,000, a work space, and access to EPIC's Library and research materials.   The typical period for the Scholar in Residence will be a single semester, though longer or shorter periods may be considered.  

The EPIC Scholar in Residence will provide a unique opportunity to pursue work at one of the leading privacy research centers in the world. EPIC, located in Washington, DC, routinely advises Congress, courts, and international organizations about emerging privacy and civil liberties issues. EPIC also litigates significant privacy cases in federal and state courts. The EPIC Library contains several thousand volumes on privacy and related fields, as well as Congressional materials on the development and enactment of US privacy law. EPIC also has an extensive collection of documents, obtained under the Freedom of Information Act, concerning government surveillance, monitoring and related programs.  

EPIC encourages applications from post-graduates in law, public policy, and computer science. Terminal degree must be either a J.D. or Ph.D. Mid-career experts in the data protection field are also welcome to apply.  The EPIC Scholar in Residence will be encouraged to participate in the work of EPIC, to meet with outside experts, and to conduct research and writing at EPIC. The expectation is that the individual will produce substantial published work.

The Methodology, Measurement, and Statistics (MMS) Program is an interdisciplinary program in the Directorate for Social, Behavioral, and Economic Sciences that supports the development of innovative analytical and statistical methods and models for those sciences. MMS seeks proposals that are methodologically innovative, grounded in theory, and have potential utility for multiple fields within the social, behavioral, and economic sciences. As part of its larger portfolio, the MMS Program partners with a consortium of federal statistical agencies to support research proposals that further the production and use of official statistics. This solicitation provides support through a number of different funding mechanisms, including standard  research awards; a wards for conferences and community-development activities;  Doctoral Dissertation Research Improvement (DDRI) Grants; and  Research Experience for Undergraduates (REU) Supplements.  MMS also supports Faculty Early Career Development (CAREER) awards.

Award Information:  Investigators may request up to $100,000 a year over a 1-3 year period to cover start-up costs for new RDCs. NSF programs collectively expect to contribute no more than $300,000 per year to new RDC awards, pending availability of appropriations.

This solicitation invites proposals for the establishment of new Research Data Centers (RDCs). RDCs are secure Census Bureau facilities within which external researchers are given access to confidential micro data in accordance with specific statutory requirements. NSF will provide start-up costs for new RDC facilities. RDCs are expected to engage researchers from across the social, behavioral, and economic sciences. Potential investigators first must contact Census regarding the feasibility of sponsoring an RDC prior to submitting a proposal to NSF. Information about the current RDCs is available at https://www.census.gov/ces/rdcresearch.

The Science, Technology, and Society (STS) program supports research that uses historical, philosophical, and social scientific methods to investigate the intellectual, material, and social facets of the scientific, technological, engineering and mathematical (STEM) disciplines. The Partnership on AI (PAI) was jointly created by leading technology companies, civil society organizations, and academic institutions to maximize the benefits and confront the challenges of artificial intelligence (AI) technologies. The Partnership seeks to study and formulate best practices on AI, advance the public's understanding of AI, and serve as an open platform for discussion and engagement about AI and its influences on people and society. Researchers at PAI's member organizations and in the wider AI community are invited to submit applications for residential fellowships based at the Partnership on AI's San Francisco offices.

The Russell Sage Foundation's initiative on Computational Social Science (CSS) supports innovative social science research that brings new data and methods to bear on questions of interest in its core programs in Behavioral Economics, Future of Work, Race, Ethnicity and Immigration, and Social Inequality. Limited consideration will be given to questions that pertain to core methodologies, such as causal inference and innovations in data collection. Funding is available for secondary analysis of data or for original data collection. RSF is especially interested in novel uses of new or under-utilized data and new methods for analyzing these data. Smaller projects might consist of a pilot study to demonstrate proof-of-concept. RSF encourages methodological variety and inter-disciplinary collaboration. Proposed projects must have well-developed conceptual frameworks and research designs. Analytical models must be specified and research questions and hypotheses (where applicable) must be clearly stated.

Proposals for the Social Media and Democracy Research Grants should examine the impact of social media and related digital technologies on democracy and elections, generate insights to inform policy at the intersection of media, technology, and democracy, and advance new avenues for future research. This initiative seeks to study these processes in an independent, transparent, and ethical way according to the highest standards of data privacy and academic research, to improve the lives of all. Applicants must demonstrate the technical and methodological skill base to effectively work with large, complex data sets and a commitment to data privacy.

Connected Internet of Things (IoT) devices provide many new opportunities and benefits for manufacturers and consumers. The ubiquitous nature of IoT connectivity enables new use cases in connected manufacturing, connected cars, connected spaces, smart cities and other market verticals.  However, the security of IoT has not kept pace with the fast innovation and deployment of solutions creating significant safety and economic risks. The growing number of IoT devices, systems, and services increases the attack surface making the solutions more vulnerable to cyber-attacks. Recent Distributed Denial of Service (DDoS) attacks against Internet service providers and commercial entities were carried out by a diverse network of botnets made up of compromised set-top devices and other consumer products. Therefore, assuring the security of each component within an IoT solution is crucial in keeping malicious actors from using it in an unauthorized manner.  In addition, IoT devices enable massive data collection and analysis. The analysis of this data will allow previously unknown relationships between things to be discovered which causes a big concern for the privacy of individuals, businesses (including IP protection), groups, and governments. Since the analysis of data is essential for the value of IoT, strong consideration must be given to data privacy and data protection throughout its lifecycle.

AFOSR's focus is on research areas that offer significant and comprehensive benefits to our national warfighting and peacekeeping capabilities. These areas are organized and managed in two scientific Branches: Engineering and Information Sciences (RTA), and Physical and Biological Sciences (RTB). Of interest to the Big Data community, the Information and Networks Team within the Engineering and Information Science Branch is organized to support many U.S. Air Force priority areas including autonomy, space situational awareness, and cyber security. The research programs within this team lead the discovery and development of foundational issues in mathematical, information and network oriented sciences. They are organized along three themes: Information, Decision Making, and Networks. The information theme addresses the critical challenges faced by the U.S. Air Force which lie at the intersection of the ability to collect, mathematically analyze, and disseminate large quantities of information in a time critical fashion with assurances of operation and security. Closely aligned with the mathematical analysis of information is the need for autonomous decision making. Research in this theme focuses on the discovery of mathematical laws, foundational scientific principles, and new, reliable and robust algorithms, which underlie intelligent, mixed human-machine decision-making to achieve accurate real-time projection of expertise and knowledge into and out of the battle space. Information analysis and decision making rarely occur in the context of a single source. The networks theme addresses critical issues involving how the organization and interaction among large collections of information providers and consumers contributes to an understanding of the dynamics of complex information systems.

In addition, AFOSR invites proposals for other innovative research concepts in the following thrust areas: Fundamental Dynamics of Scientific Discovery; Artificial Intelligence (AI), Games, and Optimal Design; Constructive Mathematics; and Novel Approaches to Theoretical Quantum Information Science.

The U.S. Army Research Laboratory (ARL) is the Department of the Army's corporate laboratory and sole fundamental research laboratory. The ARL BAA identifies topics of interest to the ARL Directorates (Computational and Information Sciences Directorate, Human Research and Engineering Directorate, Sensors and Electron Devices Directorate, Survivability/Lethality Analysis Directorate, Vehicle and Technology Directorate, and Weapons and Materials Research Directorate). The Directorates focus on executing in-house research programs, with a significant emphasis on collaborative research with other organizations in an Open Campus setting. The Directorates fund a modest amount of extramural research in certain specific areas, and those areas are described in this BAA.

The ARL BAA seeks proposals from institutions of higher education, nonprofit organizations, state and local governments, foreign organizations, foreign public entities, and for-profit organizations (i.e. large and small businesses) for research based on the following S&T campaigns: Computational Sciences, Materials Research, Sciences for Maneuver, Information Sciences, Sciences for Lethality and Protection, Human Sciences, and Assessment and Analysis. Award Information:  Short Term Awards of $5,000-$50,000 for six months will be made to support rapid, short term investigations to assess the merit of innovative new concepts in basic research. Full Awards to single investigators or small teams will range from $30,000-$500,000 per year, with typical awards in the range of $200K-$400K per year, for up to 3 years. Full Awards for large teams will range from $500,000-$2M per year, with typical awards in the range of $1M to $1.5M per year, for up to 3 years.

The Advanced Computing Initiative (ACI) is a DoD-sponsored computing systems research program initiated by the National Security Agency (NSA) and the Combat Capabilities Development Command/Army Research Laboratory/ARO. It focuses on areas of strategic importance to U.S. national security policy. It seeks to increase the Department's intellectual capital in computing systems and improve its ability to address future challenges and build bridges between the Department and the computing research community. ACI brings together universities, research institutions, companies, and individual scholars and supports multidisciplinary and cross-institutional projects addressing specific topic areas determined by the Department of Defense.
 
This BAA solicits proposals in the following four Technical Thrusts:

  • Hardware and Software Systems Components
  • Exploration of System Concepts
  • Algorithms and Architectures 
Quantum computing ideas are outside the scope of this BAA.
 
This BAA calls for a two-step application process. Concept Papers are required. These concept papers will be reviewed and ranked by a government panel. The highest ranked applicants will be invited to submit either full proposals or short term proposals. Proposals will be considered for both single-investigator awards as well as larger teams.

Award Information: There are no specific funding restrictions associated with this BAA (e.g. direct costs, indirect costs, etc.). ARO prefers proposals to cover a 3-year period. 

The purpose of this BAA is to solicit research proposals in the engineering, physical, life, and information sciences for submission to the Army Research Office (ARO) for consideration for possible funding. ARO is focused exclusively on extramural basic research, and is responsible for the vast majority of ARL's extramural research programs and funding.

Proposals are sought from institutions of higher education, nonprofit organizations, state and local governments, foreign organizations, foreign public entities, and for-profit organizations (i.e. large and small businesses) for scientific research in mechanical sciences, mathematical sciences, electronics, computing science, physics, chemistry, life sciences, materials science, network science, and environmental sciences.

In addition to standard research grants, the following funding mechanisms are also available: 
  1. Short-Term Innovative Research (STIR) Program: Grants of $60k or less to support rapid, short-term investigations to assess the merit of innovative new concepts in basic research. 
  2. Young Investigator Program: To attract outstanding young university faculty members to pursue fundamental research in areas relevant to the Army. This program is open to U.S. citizens, U.S. Nationals, and Permanent Resident Aliens holding tenure-track positions at U.S. institutions of higher education, who have held their graduate degrees (Ph.D. or equivalent) for fewer than five years at the time of application. Proposals may be submitted at any time. YIP awards will not exceed $120,000 per year for three years. 
  3. Research Instrumentation: To improve the capabilities of U.S. institutions of higher education to conduct research and educate scientists and engineers in areas important to national defense. Of the funds available to support ARO mission research described in this BAA, funds may be provided to purchase instrumentation in support of this research or in the development of new research capabilities.
  4. Conference and Symposia Grants: In areas of science that bring experts together to discuss recent research or educational findings or to expose other researchers or advanced graduate students to new research and educational techniques.
  5. High School Apprenticeship Program (HSAP)/Undergraduate Research Apprenticeship Program (URAP): The HSAP funds the Science, Technology, Engineering, and Mathematics (STEM) apprenticeship of promising high school juniors and seniors to work in a university structured research environment under the direction of ARO sponsored PIs serving as mentors. The URAP provides similar opportunities for undergraduate students.

The Information Innovation Office (I2O) develops game-changing information science and technology to ensure information advantage for the U.S. and its allies. To accomplish this, I2O sponsors basic and applied research in three thrust areas: Cyber, Analytics and Symbiosis. I2O may also consider submissions outside these areas if the proposal involves the development of novel software-based capabilities having promise to provide decisive information advantage for the U.S. and its allies. I2O seeks unconventional approaches that are outside the mainstream, challenge accepted assumptions, and have the potential to radically change established practice. A grand challenge in computing is the creation of a processor that can proactively interpret and learn from data in real-time, solve unfamiliar problems using what it has learned, and operate with the energy efficiency of the human brain. The National Science Foundation (NSF) and the Defense Advanced Research Projects Agency's (DARPA's) Microsystems Technology Office (MTO) are teaming up through the Real-Time Machine Learning (RTML) program to develop the foundational breakthroughs in hardware and machine learning needed to build systems that respond and adapt in real time. The NSF-led RTML program  (see below for program details) is dedicated to path finding research, while the DARPA program will create the tools and circuit development infrastructure needed to enable raid innovation in next wave AI hardware. Computational neuroscience provides a theoretical foundation and a rich set of technical approaches for understanding complex neurobiological systems, building on the theory, methods, and findings of computer science, neuroscience, and numerous other disciplines. Through the CRCNS program, the National Science Foundation (NSF), the National Institutes of Health (NIH), the German Federal Ministry of Education and Research (Bundesministerium für Bildung und Forschung, BMBF), the French National Research Agency (Agence Nationale de la Recherche, ANR), the United States-Israel Binational Science Foundation (BSF), Japan's National Institute of Information and Communications Technology (NICT), and the State Research Agency (Agencia Estatal de Investigación, AEI) and National Institute of Health Carlos III (Instituto de Salud Carlos III, ISCIII), both of Spain, support collaborative activities that will advance the understanding of nervous system structure and function, mechanisms underlying nervous system disorders, and computational strategies used by the nervous system.

The Computer and Information Science and Engineering (CISE) Community Research Infrastructure (CCRI) program drives discovery and learning in the core CISE disciplines of the three participating divisions [(Computing and Communication Foundations (CCF), Computer and Network Systems (CNS), and Information and Intelligent Systems (IIS)] by funding the creation and enhancement of world-class research infrastructure. This research infrastructure will specifically support diverse communities of CISE researchers pursuing focused research agendas in computer and information science and engineering. This support involves developing the accompanying user services and engagement needed to attract, nurture, and grow a robust research community that is actively involved in determining directions for the infrastructure as well as management of the infrastructure. This should lead to infrastructure that can be sustained through community involvement and community leadership, and that will enable advances not possible with existing research infrastructure. Further, through the CCRI program, CISE seeks to ensure that researchers from a diverse range of academic institutions, including minority-serving and predominantly undergraduate institutions, as well as researchers from non-profit, non-academic organizations, have access to such infrastructure.

The CCRI program supports two classes of awards:

Computational Physics (CP) supports research for computational and data-enabled science. The program emphasizes novel methods for high-performance computing, such as algorithm development and efficient use of novel architectures, that require significant code development. Priority will be given to proposals that, in addition to compelling scientific goals, have a computational advance or new enabling capability.

Computational Physics is the program through which the Physics Division participates in the Computational and Data-Enabled Science and Engineering (CDS&E) program. The Computational Physics program is focused on investigations relevant to disciplines supported by the Physics Division, while encouraging broader impacts on other disciplines. Disciplines within the purview of the Physics Division include: atomic, molecular, optical, plasma, elementary particle, nuclear, gravitational and biological physics, particle astrophysics, and accelerator science. Biological processes at all scales from molecules to ecosystems are determined through the encoding, exchange, and interpretation of information. Advances in the biological sciences are enabled by our capacity to acquire, manage, represent, and analyze biological information through the use of modern instrumentation and computational tools. Proposals are invited that offer potentially transformative outcomes through the development of informatics tools and resources that: (1) offer novel and significant advances in the use of biological data and/or (2) will enable and stimulate advances through their impact on a significant segment of the biological research community supported by the NSF BIO Directorate.

Awards in CIBR should produce, or substantially expand a finished product that will have demonstrable impact in advancing biological research. Proposals should convey their likelihood of success through greater attention to user engagement, design quality, engineering practices, management plan, and dissemination. Budgets and award durations should accommodate the iterative process of bringing a proof of concept into a robust, broadly-adopted cyberinfrastructure. The Cyberinfrastructure for Sustained Scientific Innovation (CSSI) umbrella program seeks to enable funding opportunities that are flexible and responsive to the evolving and emerging needs in cyberinfrastructure. This program continues the CSSI program by removing the distinction between software and data elements/framework implementations, and instead emphasizing integrated cyberinfrastructure services, quantitative metrics with targets for delivery and usage of these services, and community creation.  

This particular CSSI solicitation requests proposals for the following classes of awards:
  • Elements: These awards target small groups that will create and deploy robust services for which there is a demonstrated need that will advance one or more significant areas of science and engineering.

The CPS program aims to develop the core research needed to engineer complex Cyber-Physical Systems, some of which may also require dependable, high-confidence, or provable behaviors. Core research areas of the program include control, data analytics, autonomy, design, information management, internet of things (IoT), mixed initiatives including human-in- or on-the-loop, networking, privacy, real-time systems, safety, security, and verification. By abstracting from the particulars of specific systems and application domains, the CPS program seeks to reveal cross-cutting, fundamental scientific and engineering principles that underpin the integration of cyber and physical elements across all application domains. The program additionally supports the development of methods, tools, and hardware and software components based upon these cross-cutting principles, along with validation of the principles via prototypes and testbeds. This program also fosters a research community that is committed to advancing education and outreach in CPS and accelerating the transition of CPS research into the real world.

Proposals for three classes of research and education projects-differing in scope and goals-will be considered through this solicitation:
  • Small projects are well suited to emerging new and innovative ideas that may have high impact on the field of CPS.
  • Medium projects are well suited to multi-disciplinary projects that accomplish clear goals requiring integrated perspectives spanning the disciplines.

  • Track A1: Open Knowledge Network (OKN) - This track aligns with Harnessing the Data Revolution, one of NSF's Ten Big Ideas. The overall goal of Track A1 is to build public-private cooperation and engage convergence teams from all areas of data science and science and engineering domains to enable the creation of a nonproprietary shared knowledge infrastructure. Phase 1 of the Open Knowledge Network NSF C-Accel Pilot track will support building the multidisciplinary and multi-institutional teams needed to identify the development paths for an OKN, with a particular focus on exploiting publicly available U.S. Government and similar public datasets.
  • Track B1: AI and Future Jobs - Tracks B1 and B2 address NSF's Future of Work at the Human-Technology Frontier (FW-HTF) Big Idea. The ultimate goal of Track B1 is to support research and development leading to technological tools that will connect individual workers with jobs, keeping in mind that periodic retraining and reskilling outside of traditional educational settings will increasingly become integral to successful lifetime careers. Phase 1 of the AI and Future Jobs NSF C-Accel Pilot track will support team building and creating research and development plans addressing multiple components of connecting workers with jobs of the future, such as predictive artificial intelligence tools, economic and labor market analyses of needed skills for future workplaces, and educational technologies needed for adult learning. 
  • Track B2: National Talent Ecosystem - The ultimate goal of Track B2 is to support research and development leading to innovative approaches for employers to support workers seeking the skills required for 21st century work related to AI, data science, predictive analytics, and other technologies of the future. Phase 1 of the NSF C-Accel National Talent Ecosystem Pilot track will support team building and creating research and development plans addressing multiple approaches toward re-envisioning the concepts, structures, and technologies needed for employers to support continuous learning for dynamic, digitally-intensive work, and provide access to skilled talent pathways, mentors and authentic workplace experiences. 
Phase 1 of the Pilot will use the  Research Advanced by Interdisciplinary Science and Engineering (RAISE) mechanism, a mechanism used to submit multidisciplinary project ideas to NSF. The first-step to become part of the NSF C-Accel Pilot is to submit a 2-page Research Concept Outline (RCO). Those that effectively address one of the three tracks may be invited to submit a full RAISE proposal.
 
In parallel with the release of Phase 1 funding, NSF anticipates releasing a call for Phase 1 awardees to submit Phase 2 proposals. Near the end of Phase 1, teams will pitch to a blue-ribbon panel. Evaluation of teams': (i) Phase 1 performance, (ii) their pitch, and (iii) their Phase 2 proposals will determine which teams are selected to advance to multi-million-dollar Phase 2 NSF C-Accel awards.  Phase 2   proposals will enable the delivery of the tangible research products identified and described in Phase 1. The goals of the NSF Convergence Accelerator Pilot can be realized at the end of Phase 2 as new innovations begin to have a positive impact on society.

These tracks broadly support the lifecycle of geoinformatics resource development, from pilots (Catalytic) to broad implementation (Facility) to sunsetting and long-term sustainability (Sustainability):
  • The GI Catalytic Track will support up to 3-year pilot geoinformatics development efforts that are intended to serve Earth Sciences research.

Growing Convergence Research is a new NSF-wide program. NSF identified Growing Convergence Research (GCR) as one of 10 Big Ideas. Convergence research is a means for solving vexing research problems, in particular, complex problems focusing on societal needs. It entails integrating knowledge, methods, and expertise from different disciplines and forming novel frameworks to catalyze scientific discovery and innovation.

GCR identifies  Convergence Research as having two primary characteristics:
  • Research driven by a specific and compelling problem. Convergence Research is generally inspired by the need to address a specific challenge or opportunity, whether it arises from deep scientific questions or pressing societal needs.
  • Deep integration across disciplines. As experts from different disciplines pursue common research challenges, their knowledge, theories, methods, data, research communities and languages become increasingly intermingled or integrated. New frameworks, paradigms or even disciplines can form sustained interactions across multiple communities.
This GCR solicitation targets multi-disciplinary team research that crosses directorate or division boundaries and is currently not supported by NSF programs, initiatives and research-focused Big Ideas. Proposers must make a convincing case that the research to be conducted is within NSF's purview and cannot be supported by existing NSF programs and multidisciplinary initiatives. A PI or a co-PI may participate in only one proposal in response to this solicitation. This solicitation is for Frameworks for Data-Intensive Research in Science and Engineering (DIRSE) as part of the HDR Institutes activity. These Frameworks represent one path of a conceptualization phase aimed at developing Institutes as part of the NSF investment in the HDR Big Idea.

The HDR Institutes activity seeks to create an integrated fabric of interrelated institutes that can accelerate discovery and innovation in multiple areas of data-intensive science and engineering. The HDR Institutes will achieve this by harnessing diverse data sources and developing and applying new methodologies, technologies, and infrastructure for data management and analysis. The HDR Institutes will support convergence between science and engineering research communities as well as expertise in data science foundations, systems, applications, and cyberinfrastructure. In addition, the HDR Institutes will enable breakthroughs in science and engineering through collaborative, co-designed programs to formulate innovative data-intensive approaches to address critical national challenges.

HDR Institutes will be developed through a two-phase process involving conceptualization followed by convergence. The conceptualization phase will be implemented in FY 2019 via two complementary funding opportunities. The first opportunity in FY 2019 will encourage individuals with compelling data-intensive science and engineering problems and/or technical expertise to self-organize into teams with the aim of developing innovative, collaborative research proposals through an Ideas Lab process. The second opportunity in FY 2019, described in this solicitation, will encourage applications from teams of researchers proposing frameworks for integrated sets of science and engineering problems and data science solutions. The conceptualization phase will result in two-year awards aimed at building communities, defining research priorities, and developing interdisciplinary prototype solutions.  NSF anticipates implementing the subsequent convergence and co-design phase in the 2021 timeframe with awards that integrate and scale successful prototypes and new ideas into larger, more comprehensive HDR Institutes that bring together multiple science and engineering communities with computer and computational scientists, mathematicians, statisticians, and information scientists around common data science approaches.

This program calls for innovative, convergent, boundary-crossing proposals that can best capture new opportunities to understand complex aspects of neural and cognitive systems through integrative multidisciplinary approaches and map out new research frontiers. NSF seeks proposals that are bold and risky, and transcend the perspectives and approaches typical of disciplinary research efforts. The program focuses on four aspects of neural and cognitive systems including  Data-Intensive Neuroscience and Cognitive Science. Proposals must address both risk and reward: high-risk, high-payoff approaches are expected. Proposals must also be consistent with the missions of the participating directorates, while going beyond the scope of any NSF core program, or they will not be considered responsive to the solicitation.

NSF's Real-Time Machine Learning (RTML) solicitation seeks to lay the foundation for next-generation co-design of RTML algorithms and hardware, with the principal focus on developing novel hardware architectures and learning algorithms in which all stages of training (including incremental training, hyperparameter estimation, and deployment) can be performed in real time. NSF and DARPA are teaming up through this program to explore high-performance, energy-efficient hardware and machine-learning architectures that can learn from a continuous stream of new data in real time, through opportunities for post-award collaboration between researchers supported by DARPA and NSF. The NSF-DARPA collaboration for this program seeks to enable cross-pollination of ideas that are being funded through the awards individually made by NSF and DARPA. The DARPA program will select project teams from submissions to its Broad Agency Announcement (see above for program details).

Two classes of NSF awards are available. Small Awards are intended to support exploration of emerging and innovative ideas with substantial potential for impact. Proposals must be submitted pursuant to one of the following designations, each of which may have additional restrictions and administrative obligations as specified in this program solicitation.

The goal of the NSF Smart and Connected Communities (S&CC) program solicitation is to accelerate the creation of the scientific and engineering foundations that will enable smart and connected communities to bring about new levels of economic opportunity and growth, safety and security, health and wellness, and overall quality of life.  The S&CC program encourages researchers to work with communities and residents to identify and define challenges they are facing, enabling those challenges to motivate use-inspired research questions. The S&CC program supports integrative research that addresses fundamental technological and social science dimensions of smart and connected communities and pilots solutions together with communities. Importantly, the program is interested in projects that consider the sustainability of the research outcomes beyond the life of the project, including the scalability and transferability of the proposed solutions.

This S&CC solicitation will support research projects in the following categories:

The goal of this program is to support the development of research capability in mobile and wireless health technology (e.g., wearable devices, mobile applications, electronic health records, data analytics). Special emphasis will be given to independent behavioral and social sciences investigators who seek to train in a STEM discipline (e.g., big data analysis, computational modeling, engineering, computer science, and mathematics) or to STEM scientists who wish to train in a behavioral and social science discipline. Before submitting the application, the candidate must identify a mentor who will supervise the proposed career development and research experience.

By the time of award, the individual must be a citizen or a non-citizen national of the United States or have been lawfully admitted for permanent residence (i.e., possess a currently valid Permanent Resident Card USCIS Form I-551, or other legal verification of such status). Candidates for the K18 award must have a research or health-professional doctoral degree. This award is intended for well-established investigators who have established records of independent, peer-reviewed Federal or private research grant funding. The purpose of this interagency program solicitation is to support the development of technologies, analytics and models supporting next generation health and medical research through high-risk, high-reward advances in computer and information science, engineering and technology, behavior and cognition. Collaborations between academic, industry, and other organizations are strongly encouraged to establish better linkages between fundamental science, medicine and healthcare practice and technology development, deployment and use. This solicitation is aligned with national reports calling for new partnerships to facilitate major changes in health and medicine, as well as healthcare delivery and is aimed at the fundamental research to enable these changes. Realizing the promise of disruptive transformation in health, medicine and/or healthcare will require well-coordinated, multi-disciplinary approaches that draw from the computer and information sciences, engineering, social, behavioral, cognitive and economic sciences, biomedical and health research. 

The solicitation invites applications for Integrative projects (INT) which undertake research addressing key application areas by solving problems in multiple scientific domains. The work must make fundamental contributions to two or more disciplines. Projects are expected to include several students and postdocs. Scientists from all disciplines are encouraged to participate. Collaborations with researchers in the health application domains are required.

This program seeks to stimulate research on U.S. education issues using data from the large-scale, national and international data sets supported by the National Center for Education Statistics (NCES), NSF, and other federal agencies, and to increase the number of education researchers using these data sets. Applicants are encouraged to submit proposals that:
  • develop or benefit from new quantitative measures or methodological approaches for addressing education issues;
  • include interdisciplinary teams with subject matter expertise, especially when studying science, technology, engineering and mathematics (STEM) learning;
  • analyze TIMSS, PISA, or other international data resources; or
  • include the integration and analysis of more than one data set.
Research projects related to at least one of the strands above and to science and/or mathematics education are especially encouraged. This program aims to provide all U.S. students the opportunity to participate in computer science (CS) and computational thinking (CT) education in their schools at the preK-12 levels. With this solicitation, the National Science Foundation (NSF) focuses on researcher-practitioner partnerships (RPPs) that foster the research and development needed to bring CS and CT to all schools. Specifically, this solicitation aims to provide high school teachers with the preparation, professional development (PD) and ongoing support that they need to teach rigorous computer science courses; preK-8 teachers with the instructional materials and preparation they need to integrate CS and CT into their teaching; and schools and districts the resources needed to define and evaluate multi-grade pathways in CS and CT.

CT refers to the thought processes involved in formulating problems and their solutions in such a way that the solutions can be effectively carried out by an information-processing agent (usually a computer). CT activities do not require the presence of a computing tool, but involve the requisite reasoning needed to capitalize on the use of computational tools. CS, as used in this solicitation, includes CT but also the broad range of understandings, competencies, and skills needed to apply computation in our digital world. It includes topics of problem specification and representation; algorithm development; software design, programming, and debugging; the Internet and networking; big data; cybersecurity; and application across a wide range of disciplines, including the associated societal impact and ethical considerations. This solicitation focuses on CS and CT instruction, as distinct from the mere use of computers or the use of common computational tools such as word processors or video editing or presentation software. The ability to use such tools is often referred to as computational literacy. This solicitation supports education beyond computational literacy.

The National Science Foundation (NSF) and The Boeing Company are supporting a new initiative, managed and administered by NSF through its EHR Core Research (ECR) program, to accelerate training in critical skill areas for the Nation's engineering and advanced manufacturing workforce. The  EHR Core Research: Production Engineering Education and Research  (ECR: PEER) initiative supports foundational research arising from the design, development, and deployment of creative online curricula that provide learners at various levels with skills in five focal areas: model-based systems engineering, software engineering, mechatronics, data science, and artificial intelligence. ECR: PEER invites Course, Curriculum, and Evaluation proposals to design, develop, deploy, and study the effectiveness of online courses in any one of these focal areas using the theories and tools of the learning sciences. Increasingly, undergraduate computer science (CS) programs are being called upon to prepare larger and more diverse student populations for careers in both CS and non-CS fields, including careers in scientific and non-scientific disciplines. Many of these students aim to acquire the understandings and competencies needed to learn how to use computation collaboratively across different contexts and challenging problems. However, standard CS course sequences do not always serve these students well. With this solicitation, NSF will support teams of Institutions of Higher Education (IHEs) in re-envisioning the role of computing in interdisciplinary collaboration within their institutions. In addition, NSF will encourage partnering IHEs to use this opportunity to integrate the study of ethics into their curricula, both within core CS courses and across the relevant interdisciplinary application areas. Proposals must comprise a multi-institutional partnership, with a lead IHE and 2-4 additional IHE partners.

NSF's Directorate for Engineering (ENG) and the Directorate for Computer and Information Science and Engineering (CISE) have joined to support the Research Experiences for Teachers (RET) in Engineering and Computer Science program. This program supports active long-term collaborative partnerships between K-12 Science, Technology, Engineering, Computer and Information Science, and Mathematics (STEM) in-service and pre-service teachers, full-time community college faculty, and university faculty and students to enhance the scientific disciplinary knowledge and capacity of the STEM teachers and/or community college faculty through participation in authentic summer research experiences with engineering and computer science faculty researchers. The research projects and experiences all revolve around a focused research area related to engineering and/or computer science that will provide a common cohort experience to the participating educators. The K-12 STEM teachers and/or full-time community college faculty also translate their research experiences and new scientific knowledge into their classroom activities and curricula. The university team will include faculty, graduate and undergraduate students as well as industrial advisors. Involvement of graduate students in support of academic-year classroom activities is particularly encouraged. Partnerships with inner city, rural or other high needs schools are especially encouraged, as is participation by underrepresented minorities, women, veterans, and persons with disabilities.

As part of the long-term partnership arrangements, university undergraduate/graduate students will partner with pre-college/community college faculty in their classrooms during the academic year to support the integration of the RET curricular materials into classroom activities.

This announcement features two mechanisms for support of in-service and pre-service K-12 STEM teachers and full-time community college faculty: (1) RET supplements to ongoing ENG and CISE awards and (2) new RET Site awards. RET supplements may be included outside this solicitation in proposals for new or renewed ENG and CISE grants or as supplements to ongoing ENG- and CISE-funded projects. RET in Engineering and Computer Science Sites, through this solicitation, are based on independent proposals from engineering and/or computer and/or information science departments, schools or colleges to initiate and conduct research participation projects for K-12 STEM teachers and/or full-time community college faculty.

The National Center for Science and Engineering Statistics (NCSES) of the National Science Foundation (NSF) is one of the thirteen principal federal statistical agencies within the United States. Award Information:  Pilot  Projects will be funded up to $300,000 in total costs with durations up to 2 years.  Implementation Projects may be requested at the Small level (with total budgets of up to $500,000) or Medium (with total budgets of up to $1M) for durations of up to 4 years; and  Large-scale Project Conceptualization Projects will be funded up to $500,000 in total costs with durations up to 2 years. Up to 4 Pilot, 8 Small and 3 Medium Implementation, and 3 Large-scale Project Conceptualization awards are anticipated.

This program seeks to prepare, nurture, and grow the national scientific research workforce for creating, utilizing, and supporting advanced cyberinfrastructure (CI) to enable and potentially transform fundamental science and engineering research and contribute to the Nation's overall economic competitiveness and security. The goals of this solicitation are to (i) ensure broad adoption of CI tools, methods, and resources by the research community in order to catalyze major research advances and to enhance researchers' abilities to lead the development of new CI; and (ii) integrate core literacy and discipline-appropriate advanced skills in advanced CI as well as computational and data-driven science and engineering into the Nation's educational curriculum/instructional material fabric spanning undergraduate and graduate courses for advancing fundamental research. Pilot and Implementation projects may target one or both of the solicitation goals, while Large-scale Project Conceptualization projects must address both goals. For the purpose of this solicitation, advanced CI is broadly defined as the set of resources, tools, methods, and services for advanced computation, large-scale data handling and analytics, and networking and security for large-scale systems that collectively enable potentially transformative fundamental research.

Three classes of proposals are being accepted:
  • Pilot projects are exploratory activities that may lead to Implementation projects.
  • Implementation projects make CI training and educational activities or curriculum/instructional materials broadly accessible to a significant portion of a community for one or more disciplines. 
  • Large-scale Project Conceptualization awards are planning grants for potential future large-scale (at the level of institutes) CyberTraining projects. 
To ensure relevance to community needs and to facilitate adoption, those proposals of interest to one or more domain divisions must include at least one PI/co-PI with expertise relevant to the targeted research discipline. All proposals shall include at least one PI/co-PI with expertise relevant to OAC. An individual may serve as PI or co-PI on only one Pilot or Implementation proposal submitted to the CyberTraining program per competition. There are no restrictions or limits on Large-scale Project Conceptualization Project proposals.
