BILLINGS CITY COUNCIL BULLETIN // aug.12.2024

// OPTIONS FOR REPLACING SOUTH PARK POOL

South Park Pool is in dire need of replacement as it is one of the oldest aquatic facilities in Montana, coming in at 110 years old. The parks bond that failed last November would have allocated $16.5 million toward the pool's renovation. Despite the lack of those funds, City Council recognizes the need to address the aging South Side facility and directed staff to start with a feasibility study and investigate various pool concepts, programming, and cost estimates before determining the best course of action and dedicating funding.

Tonight, Council will get a presentation on the feasibility study for South Park Pool, which was completed in conjunction with another study on splash pads. The three options with descriptions and cost estimates from the report are below.

Option 1

This recreational pool concept offers varying depths, a multi-level play structure, deep water activities like a zip line and climbing wall, and spray features. It caters to families and friends with engaging zones for all ages, including interactive elements and water cannons. The pool's design ensures accessibility with zero beach entry. Surrounding lounges provide relaxation, while lifeguards ensure safety. The concept promises a fun, inclusive aquatic experience for all.

Project Cost: $7,986,758

Operating Expenses: $318,218

Option 2

In Concept 2, the first leisure pool offers a delightful zero-beach entry, perfect for easy access into the water. Additionally, the multi-level play structure provides a fun and interactive element for visitors to enjoy. The inclusion of a floatable crossing activity adds an exciting challenge for those looking for some adventure, while water basketball offers a competitive and engaging option for guests. Moving on to the second pool in this concept, the presence of a current channel adds an element of movement and dynamism to the pool area. The spray features contribute to a playful and refreshing atmosphere, while the zip line promises an exhilarating experience for thrill-seekers. Lastly, the sunshelf provides a relaxing spot for sunbathing and unwinding by the water's edge, completing the diverse offerings of this concept's leisure pools.

Project Cost: $11,492,360

Operating Expenses: $627,550

Option 3

Concept 3 is designed to evoke a waterpark ambiance within the pool area. Pool 1 features a recreation pool with a zero-beach entry, a multi-level play structure, a floatable crossing structure, and a thrilling drop slide. Additionally, Pool 2 offers exciting amenities such as a zip line, spray features for added fun, and a relaxing sunshelf for guests to bask in the sun. The third section of the pool area boasts a lazy river for a leisurely float, a bridge leading to an island for exploration, a vortex for an exhilarating experience, and multiple large waterslides to cater to thrill-seekers of all ages. Altogether, Concept 3 promises a dynamic and engaging aquatic experience for visitors.

Project Cost: $15,586,171

Operating Expenses: $717,986
