Coronavirus Support
PPP expansion
The legislation authorized a new round of Paycheck Protection Program (PPP) funding. Approximately $285 billion has been set aside for additional lending, including the ability for eligible businesses to request a second round of funding through the program.
Second PPP loans will be available to businesses who have used the full amount of their first PPP loan, have fewer than 300 employees and who can demonstrate at least a 25% reduction in gross receipts in any quarter in 2020 when compared against certain past quarterly results. The legislation caps second loans at $2 million.
U.S. Bank plans to offer both first and second PPP loans under the new rules. As we receive guidance from the SBA regarding the eligibility requirements and the application process, we will provide updates via email and on usbank.com/ppp
Additional relief for small businesses
 
In addition to PPP, the legislation provides $20 billion to restart and extend the SBA’s Economic Injury Disaster Loan (EIDL) Advance Grants, funds for eligible theaters, museums and zoos, and additional debt relief for eligible small business loans guaranteed by the SBA under 7(a), 504 and Microloan programs. Improvements to those SBA loan programs, such as waived fees, are also part of the legislation.
U.S. Bank is working around the clock to update its SBA lending programs to reflect the additional relief.

We will update usbank.com/ppp with more information, including application instructions and eligibility guidelines, as it becomes available. At the time we begin accepting new applications, businesses will have until March 31, 2021 to apply or until funds run out, whichever comes first. In the meantime, please contact an accountant or legal counsel for information about your specific situation.
City of Charlotte Launches the Resilient ReUp Program
The City of Charlotte on Thursday announced the launch of the Resilient ReUp program to provide structured programming and one-on-one coaching to help small business stabilize and overcome current and future business disruptions due to COVID 19.

Carolina Small Business Development Fund Partners with the City of Charlotte to
Educate and Empower Charlotte Small Businesses
All City of Charlotte small businesses are eligible to receive an actionable recovery plan and business support services if they complete a Business Needs Assessment. Businesses that complete the assessment will receive a $10 reward and gain access to a library of 15 virtual courses. Businesses that complete at least one training will be entered into a lottery to receive a small business resource or tool tailored to their specific needs valued up to $500.

COVID-19 Small Business Emergency Stabilization Loan Fund
Mecklenburg County has committed $5 million for this fund, which is for businesses with up to 50 employees. Those companies can apply for loans of $5,000 to $35,000, which can cover expenses like payroll, utilities, rent, and equipment. The loans will be available for up to 10-year terms with an interest rate of 3%. You can find the application here.
Micro Business Stabilization Fund
Another new program from Mecklenburg County, this fund is for even smaller small businesses, ones with five or fewer employees. The county has set aside $1 million of Community Development Block Grant (CDBG) Funds for this program, and each business can apply for loans up to $10,000. Businesses can use these loans for routine expenses, such as payroll, rent, and utilities. The loans have a maturity of three years at 0% interest. You can find the application here.
NC Covid-19 Rapid Recovery Loan Program
The Golden LEAF Foundation has set aside $15 million for a loan program designed for North Carolina businesses that have suffered economic losses because of COVID-19. Businesses can take out loans of up to $50,000 with 0% interest and no payments for six months. If the loan is not repaid within six months, the loan will convert into a term loan. There is no cap on the number of employees applying businesses must have, a foundation spokeswoman says. There’s been significant demand for the program, and state officials are considering adding more money to it.

Paycheck Protection Program (PPP) Relaunch!

SBA, in consultation with the Treasury Department, has recently released additional PPP guidance:   
The Paycheck Protection Program (PPP) will re-open the week of January 11 for new borrowers and certain existing PPP borrowers. To promote access to capital, initially only community financial institutions will be able to make First Draw PPP Loans on Monday, January 11, and Second Draw PPP Loans on Wednesday, January 13. The PPP will open to all participating lenders shortly thereafter. Updated PPP guidance outlining Program changes to enhance its effectiveness and accessibility was released on January 6 in accordance with the Economic Aid to Hard-Hit Small Businesses, Non-Profits, and Venues Act.
This round of the PPP continues to prioritize millions of Americans employed by small businesses by authorizing up to $284 billion toward job retention and certain other expenses through March 31, 2021, and by allowing certain existing PPP borrowers to apply for a Second Draw PPP Loan. 
A borrower is generally eligible for a Second Draw PPP Loan if the borrower:
  • Previously received a First Draw PPP Loan and will or has used the full amount only for authorized uses;
  • Has no more than 300 employees; and
  • Can demonstrate at least a 25% reduction in gross receipts between comparable quarters in 2019 and 2020.

EIDL - Economic Injury Disaster Loan!

This week, SBA announced that the deadline to apply for a COVID-19 pandemic Economic Injury Disaster Loan has been extended to December 31, 2021.
To date, SBA has approved $197 billion in low-interest loans, which provide U.S. small businesses, non-profits, and agricultural businesses working capital funds. Economic Injury Disaster Loan applications will continue to be accepted through December 2021, pending the availability of funds.
Loans are offered at affordable terms, including a 3.75% interest rate for small businesses and 2.75% for non-profit organizations, a 30-year maturity, and an automatic deferment of one year before monthly payments begin. All eligible small businesses and nonprofits are encouraged to apply.

  • Disaster funds and taxes…… This IRS Notice 2020-32 provides guidance regarding the deductibility for Federal income tax purposes of certain otherwise deductible expenses incurred in a taxpayer’s trade or business when the taxpayer receives a loan (covered loan) pursuant to the Paycheck Protection Program under section 7(a)(36) of the Small Business Act (15 U.S.C. 636(a)(36)). Specifically, this notice clarifies that no deduction is allowed under the Internal Revenue Code (Code) for an expense that is otherwise deductible if the payment of the expense results in forgiveness of a covered loan pursuant to section 1106(b) of the Coronavirus Aid, Relief, and Economic Security Act (CARES Act), Public Law 116-136, 134 Stat. 281, 286-93 (March 27, 2020) and the income associated with the forgiveness is excluded from gross income for purposes of the Code pursuant to section 1106(i) of the CARES Act.   Source: www.irs.gov – IRS Notice 20-32
