Recap of The City Council meeting 11-07-24.

The Council approved the minutes from the Council meeting on 10-16-24. Ayes Hollenbeck, Kaminski, Small, Buckingham, Scheib.
A Public Meeting was held. NCICG explained the Block Grant the City is applying for to line the sanitary sewers on Illinois Street.
The Council approved the Bimonthly Expense Report $331,467.78. Ayes Hollenbeck, Kaminski, Small, Buckingham, Nays Scheib.
The largest expenses were Atlanta National Bank – Storm Management Fund Bond $56,600.00, City of Ottawa E-911 Dispatch Contract, Ferguson Enterprises – Water Meters $6,648.56, Nutoys Leisure Products – Broadway Park Equipment $11,129.00, Universal Asphalt & Excavating, Inc. Resurfacing Ryall & 2nd Street Project, $65,510.86, Blue Cross & Blue Shield Health Insurance $27,162,17, Illinois Powers Marketing D/B/A Homefield (Aug, Sept. & October $80,066.99, Marseilles Public Library – Reimbursement SSN/Medicare/Real Estate Taxes, $18,729.68, Torricelli Lobbying & Consulting – Legislative Consultant $4,000.00.
The Council approved the biweekly Salary Payroll $51,098.54 Ayes Hollenbeck, Kaminski, Small, Scheib, Buckingham.
The Council approved a payment to Phalen Steel $106,298.80 for 200 Riverfront Drive.
Commissioner Small thanked everyone that participated in the Trunk or Treat. Small also commended the fire department for the excellent job that did relating to a house fire on Washington Street.
Commissioner Scheib stated that with bad weather and snow in the future everyone needs to be cognizant of snow routes so the City can clear streets quickly.
Schieb also stated that, so far the City has received 7 letters from residents supporting the City’s attempt at obtaining a Block Grant. This grant would be used to line the sewers on Illinois Street, so the road can then be paved. Residents on Illinois Street are encouraged to write letters in support. Letters may be dropped off at City Hall.
Commissioner Buckingham stated the City is purchasing 25 wreaths for the memorials and they will be laid out on December 14th at 11 AM. The public is invited to join in the annual Wreaths Across America Program. Buckingham also advised residents if you have basketball hoops on the side of the road to please move them, so the snowplows don’t accidentally hit them.
Mayor Hollenbeck placed on file a sales contract for 5 lots on Young Street at Sycamore. When the City replaces the bridge over Long Creek on Sycamore Street (with the 5-ton weight limit) the City plans on straightening the road out. This will mean you no longer have to make a jog to stay on Sycamore Street. The City is purchasing the 5 lots for a total of 26k.
A Special Events Permit was issued for the Holiday Magic Parade on December 7th. Ayes Hollenbeck, Kaminski, Small, Scheib, and Buckingham. Information about the parade can be found here.
Resolution 2024-24 was adopted, entering into an agreement with NCICG for administration and coordination services for the community development block grant public infrastructure program on behalf of the City of Marseilles. Ayes, Kaminski, Small, Scheib, Buckingham and Hollenbeck.
Resolution 2024-25 was adopted supporting the commitment of local funds for the infrastructure program. Ayes Kaminski, Small, Scheib, Buckingham and Hollenbeck.
At the recommendations of the Marseilles Planning Commission and Zoning Board the following were allowed:
The Council adopted Ordinance 1874 allowing a conditional use permit for construction of a pole style metal building at 1115 Bratton Avenue.
The Council adopted Ordinance 1875 allowing a zoning variance at 756 Commercial Street for a garage.
The Council adopted Ordinance 1876 allowing a conditional use permit for construction of a pole style building at 1165 Bond Street.
The Council adjourned to Executive Session to discuss personnel. No action was taken.
Marseilles Elementary School is hosting a Veterans Day Program on Friday November 8th at 9 am at the school.
