Dear Bloom Residents, Families & Friends:
In 1986, a composer from Haslett, Michigan -- inspired by basketball great Larry Bird -- penned some lyrics on a bar napkin at the Varsity Inn in East Lansing. That singer-songwriter, David Barrett, then sat down at his rickety piano and put his hands on the keys. He paired the lyrics to music and recorded it. That’s when his friend, from Sports Illustrated, took the cassette to CBS Sports. The network used it to put together the first montage when Indiana beat Syracuse in 1987 on Keith Smart’s last-second shot. Ever since, the iconic theme song has become a rite of passage each spring at the end of NCAA Tournament to tell a story about inspiration, hard work, dedication, passion, victory and defeat!
Whether you’re an aspiring young athlete leaving everything you have on the court or just a group of middle aged assisted living owners trying their best, One Shining Moment will send a chill up your spine because the lyrics say it all. If you will, please scroll up the screen, click play and crank up the volume (we’re serious): the open drum kick, the cheerful piano chords, the rousing brass, and those incredible verses. We're sure you're thinking about the musical montage that sums up weeks of the Tournament filled with emotion, roller-coaster rides and David/Goliath story lines, and to some degree is the poetry of basketball, but it’s so much more than that. “It’s a song about time,” Barrett said. He continued, “Not all moments are equal and when you work really hard and there is that moment. Basketball is a metaphor for so many things in life.”
Isn’t that the truth and feels very apropos for today's report, which is our final, and brings our year-long journey (and COVID-19 reporting) to an end at Bloom Senior Living. Bloomers, we’ve reached that one shining moment; that proverbial light at the end of the dark tunnel (pardon the pun). The powerful combination of 80s piano and earnest lyrics is the perfect way to end because -- like it does at the end of every NCAA championship game, it brilliantly and intentionally brings everyone together and, importantly, gives a proper sendoff for the next season! We too now come together, because the dark days of COVID-19 are behind us, and -- after today -- move forward talking about next season: the care, service, life enrichment and programming at Bloom (and not about COVID-19). Keeping with the sports theme (for the moment) and borrowing a quote from another Bloom hometown (Michigan) favorite, Mitch Albom, "all endings are also beginnings. We just don’t know it at the time."
With all that said, this 37th report marks our final update, because we’ve done it! One year ago (this week), the world stopped and we shut down all Bloom communities. At the time, we didn’t know it would be the last big birthday or family celebration, the last time our grandparents would see their children or grandchildren, or the last time we’d hug. While we didn’t know how much the virus would keep us apart or how much we’d have to sacrifice, we knew our Bloom community is strong and that our love for each other is greater than any challenge that may come our way. We were right. In all the loss over the past year, we kept fighting knowing how much there was to gain and with a deep appreciation for what we have. We talked a lot about finding that light in the darkness. Just like the national effort to beat the virus, there was a collective Bloom effort to end this pandemic journey together. And that's where we are -- the end! Today, all nine Bloom communities are fully open and in Phase III of the three phase reopening plan. As of Monday, all communities will have completed vaccination, and more than 95% of Bloom residents joined the Bloom Movement and elected to be vaccinated. Parenthetically, we believe the vaccine is a game changer. The communities have relaxed restrictions and safely reopened for group activities, community dining and programming, resident and family outings (with no quarantine restrictions), indoor and outdoor visitation from family and friends (so important, but still subject to some rules detailed below until the states issue post-vaccine guidance), tours, and so much more. We’re welcoming new residents and families every day who have waited patiently, and the needs-based demand from seniors and their families has not only been incredibly strong, but growing stronger and stronger every day. And while life has returned to the life we knew before the pandemic, Bloom's infection rates remain non-existent. We continue to have zero resident cases of COVID-19 cases throughout the company’s nine communities in five states serving 750 residents through 400 heroic associates. We've also had no cases since our last updates. The occurrence rates in counties where Bloom operates have dramatically decreased. The buildings are again thriving. Our residents are “living” and living happier than ever. The energy within the communities is contagious. The Bloom Owners have been onsite not only to roll out new initiatives and programs, but just to hang out with the residents (the best part). Simply, we're blooming! While we’ll continue to follow federal and state mandates, as well as, Bloom infection control procedures, COVID-19 is essentially over in our Bloom communities.
We’ve given you everything we possibly had this past year to keep you, and your loved ones, safe. Every decision, no matter how tough, was made with the residents' best interest in mind and after being tested against the Bloom Beliefs. Perhaps we made mistakes (i.e. staying restricted too long), or maybe we didn't; but our decisions were always painfully well thought out behind the scenes and never driven by ego or finances. We acted with urgency and performed to the best of our ability -- and watched our dedicated team of front line and essential workers, who believe in the Bloom culture, do the same while putting our residents before themselves and their families. They risked their lives to save and help others, and that's why we proudly call them the Bloom Warriors and Heroes!
Equally important, we decided early on that communication (no matter how good or bad the results) would be paramount. We communicated with you substantively, consistently and transparently for twelve months, so you felt part of the process and had insight into our thinking as we balanced competing factors. We threw at you a little humor, storytelling, rock songs and even our favorite children fantasy novels and manifestos. George Bernard Shaw said “the best way to get your point across is to entertain.” And we solicited feedback along the way, through surveying, in order make adjustments, if appropriate. We, indeed, made adjustments. The bottom line is what you have seen come out of Bloom is what you get. We’re a big believer in: “say what you mean and mean what you say.” We feel good about what we've done and we’re excited about where we’re headed. In return, you supported and believed in us. We’re grateful and have never been more focused on community.

Vaccine, New Guidelines & Indoor Visitation
As of Monday, 100% of Bloom communities will have completed their second vaccination clinic. Nearly all Bloom residents have been vaccinated. As mentioned above, we believe the vaccine is a game changer, since it not only dramatically reduces symptomatic COVID-19 infections but is almost 100% effective in preventing mortality, decreasing the chance of hospitalization, protecting against serious disease/illness and reducing morbidity (and possibly reducing transmission).
Additionally, the U.S. Centers for Disease Control and Prevention ("CDC") released highly anticipated new guidance for people fully vaccinated against COVID-19 this week. They permit people fully vaccinated to safely visit with other vaccinated individuals and small groups of unvaccinated people under certain circumstances. Fully vaccinated people are defined as those who are two weeks past their second dose of the Moderna and Pfizer vaccines, or two weeks past a single dose of the Johnson & Johnson vaccine. "The level of precautions taken should be determined by the characteristics of the unvaccinated people, who remain unprotected against COVID-19," the guidelines state. Fully vaccinated people can visit other vaccinated people indoors without masks or social distancing; visit indoors with unvaccinated people from a single household without masks or social distancing, provided the unvaccinated people are at low risk for severe disease; and waive quarantine and testing if exposed to someone with the virus and who is asymptomatic, but should watch for symptoms for 14 days. However, the guidelines also say some precautions must still be adhered to, including mask-wearing and social distancing around unvaccinated people who are at increased risk for severe COVID-19, or if the unvaccinated person has a household member who is at higher risk. The same precautions also are recommended when visiting unvaccinated people from multiple households.
On March 10, 2021, the Centers for Medicare & Medicaid Services ("CMS"), in collaboration with the CDC, issued updated guidance to safely expand and ease visitation options for nursing homes (not seniors housing). Specifically, the new guidance allows responsible indoor visitation at all times and for all residents, regardless of vaccination status of the resident, or visitor, unless certain scenarios arise that would limit visitation: for unvaccinated residents, if the COVID county positivity rate is greater than 10% and less than 70% of residents are fully vaccinated; residents with confirmed COVID infection, whether vaccinated or unvaccinated, until they have met the criteria to discontinue transmission-based precautions; or residents in quarantine, whether vaccinated or unvaccinated, until they have met criteria for release from quarantine. While our Bloom communities are not skilled nursing, the states (overseeing seniors housing) have historically relied heavily on CMS guidance.
Taken together, these are positive development and should set the tone for the states, which have been slow to respond, to follow suit and issue post-vaccine guidance for our communities. In fact, the American Seniors Housing Association ("ASHA") started outreach efforts with the states regarding the importance of updating visitation guidance for assisted living (given the high vaccination rates of senior living residents and consequences of outdated policies that limit or restrict visitation) as soon as possible.
Bloom’s Owners, Bradley Dubin/Scott Kantor, and Corporate Director of Education & Training, Melissa Campbell, spoke, along with the President and Vice President, Government Affairs of ASHA, to representatives of the South Carolina Governor’s Office last week regarding various issues including indoor visitation. They were receptive to our thoughts. We believe looser restrictions, including in-room visits with residents, are going to come out of the states shortly!
In the interim (and while awaiting guidance from the state agencies regarding our licensed communities), we've lifted the resident mask requirement and are permitting indoor visits without an appointment in resident's suites at Bloom at Belfair Independent Living.
Regarding our other (licensed) communities, we're permitting indoor visitation in designated areas scheduled through our electronic system. We'll communicate to our families separately, without delay, the moment visitation rules by the states loosen even more.
ASHA, along with the other industry associations, have also formally requested that the White House make a specific allocation of between 50,000 and 75,000 vaccine doses per week available to long-term care pharmacies participating in the Federal Retail Pharmacy Program to ensure that long-term care and senior living settings have access to the vaccine for new residents and new staff.
