Dear Bloom Residents, Families & Friends:

We have a series of substantive updates this week.
In addition to fighting COVID-19, Bloom Senior Living has been focused upon keeping the lines of communication open, making connections as often as possible, sharing important resources and providing data for residents, families, friends and professional colleagues. In an effort to continue communicating consistently and transparently, we'll send updates bi-weekly going forward unless we have something more pressing to share in the interim. Moreover, we've added a second chart below reflecting "total/cumulative" resident and associate cases per community (since widespread testing began on April 2, 2020) in addition to continuing to report "active" resident and associate cases per community (at the time of our updates). While we've heard feedback from our Bloomers that they love the dialogue, we plan to send you a survey soliciting more feedback. Thus, communication and data remains a key component of our COVID-19 response -- consistent with our Bloom Belief to Earn Trust .

With nine Bloom communities -- throughout five states, Florida, Indiana, Ohio, South Carolina and Louisiana -- the situation, as you can imagine, remains fluid and the announcements from the states and regulatory authorities is ever-changing. Each state has different requirements regarding testing, reporting and visitation. As you've hopefully recognized by now (through our 24 prior updates and social media posts), we're on top of the news flow and responding with urgency. Please rest assured that we're efficiently digesting such materials and data in real time, making decisions and implementing measures consistent with our Bloom Pandemic Rapid Response Plan -- while balancing our resident's physical safety and emotional wellbeing, as well as, our families' perspectives.

We continue to have no current resident or associate cases of COVID-19. All nine Bloom Senior Living Independent Living, Assisted Living and Memory Care communities -- serving over 750 residents through our 450 heroic associates -- remain COVID free.

We also received news this week regarding visitation in South Carolina and Florida impacting four Bloom communities, which is discussed below.
Bloom's "Pandemic Rapid Response Plan" & Testing

The Bloom owners and corporate directors continue to meet daily with our on-site teams and review our comprehensive Pandemic Rapid Response Plan.

Consistent with that Plan, our communities continue to restrict interior visitor access, screen vigilantly, track anyone experiencing symptoms, isolate, test anyone experiencing symptoms (on-site at Bloom), social distance, sanitize extensively and frequently, and provide the care and services our residents expect. We're also holding regular trainings and education programs to share best practices with each community, and ensure there's ample supply of personal protective equipment. As discussed in prior communications, we also continue to enhance our clinical programs -- consistent with our Bloom Belief to Be Better Each Day -- and our data continues to reflect that Telehealth (which Bloom can now help facilitate), our frequent temperature and O2 checks, more aggressive monitoring and re-assessments are allowing Bloom to intervene sooner and reduce physician / laboratory visits, hospitalizations and transfers to higher levels of care. In other words, we're continuing to keep residents safe in their Bloom home. While physical safety is one element, we also recognize the consequences of isolation and are focused upon our resident's emotional wellbeing. We try to do something special for each resident -- consistent with another Bloom Belief to Make Memories -- every day and have loosened restrictions, where possible, as discussed below.

Testing remains an essential part of our Plan. While we still don't have any current cases of COVID-19 nor any residents or associates experiencing symptoms, as we've done since early April, we're being pro-active / aggressive with testing if necessary. As previously reported, per State mandate, we'll continue to test all associates at Bloom at St. Petersburg in Florida every two weeks. All associates tested negative during our last two rounds. We also previously reported that Ohio implemented new testing protocols for Assisted Living communities using baseline saliva testing, but Directors McElroy and Himes directed the Ohio Assisted Living Association to pause such testing while issues surrounding the NovaDx saliva test were examined. We continue to await directives from Governor DeWine and the Ohio Department of Health before proceeding with additional baseline testing at Bloom at Lakewood. We'll also be conducting more testing in South Carolina as we proceed with outside visitation, which is discussed below. We also discuss the new rapid COVID-19 antigen test from Abbott Laboratories below.

Our robust Plan has played an integral role in mitigating any spread of outbreaks in our communities over the last seven months and keeping our communities, at this time, COVID free.
Bloom "Back On Track Plan" 

As a reminder, we laid out our reopening plan on May 20, 2020, which can be viewed again here: Bloom Back On Track Plan.

Phase I 

Bloom at St. Petersburg remains the only Bloom community that has not moved into Phase I of the Bloom Back on Track Plan per state mandate.

Phase II 

Except for Bloom at Belfair's Independent Living community (which has already been in Phase II), the following Bloom communities will move into Phase II of the Bloom Back on Track Plan effective September 14, 2020:

  • Bloom at Belfair (South Carolina)

  • Bloom at Bluffton (South Carolina)

  • Bloom at Bossier (Louisiana)

  • Bloom at Hilton Head (South Carolina)

  • Bloom at Lakewood (Ohio)

  • Bloom at German Church (Indiana)

  • Bloom at Eagle Creek (Indiana)

  • Bloom at Kokomo (Indiana)

We're happy for the residents that we can loosen some restrictions and now offer our Bloom communities, except Bloom at St. Petersburg per state mandate, group activities and communal dining in a safe manner. The communal dining will resume with strict social distancing and staggered seating standards, proper sanitation and general food safety practices. 
Memory Making Stations & Visitation

As you know, Bloom was one of the first operators in the Country to build and implement what we refer to as Memory Making Stations (consistent with our Bloom Belief to Make Memories) in order to ensure a safe and socially distant physical outside visit. The Memory Making Station meets the 6-foot long separation protocol for social distancing. The resident, located inside the station, and family member, located outside the station, is separated by plexiglass. Due to the openness around the sides and tops, residents and families can hear each other. Notwithstanding its safe environment, Bloom is still taking additional precautions including screening family members, requiring residents and family members to wear masks and wash hands before and after visits, and disinfecting the Station after each visit. While this is still no replacement for personal interaction and hugs, which we so love to do at Bloom (and will do again soon), this moves us one step closer and increases the one-on-one personal interactions in the interim. As a reminder, the Memory Making Station is available during week days from 9:00am to 4:30 EST ( 9:00am to 4:30 CST for Bossier City, LA), and extended time in Indiana per state mandate. In an effort to accommodate everyone, scheduling is limited to one-time per resident per day, and each appointment is limited to 15-minutes. This is consistent with how we've been scheduling Skype.

As posted to our Facebook page on September 2, 2020, the South Carolina Department of Health and Environmental Control (DHEC) announced guidelines for long-term care facilities to allow residents to have physically-distanced outdoor visitation for a limited period of time and under certain circumstances. While we're excited to see this direction, since, as you know, we've been constantly following-up with DHEC in this regard and have long believed we can accommodate outside visits safely, the new mandates present a wide range of issues.

In light of DHEC’s new mandates, if we choose to conduct outdoor visitation and the county positive occurrence rate is above a certain percentage, which it is right now in Beaufort County (and we don’t expect to decelerate following Labor Day), then Bloom will be compelled to follow certain CMS guidelines and testing mandates for nursing homes that, notwithstanding the tremendous financial costs, are extremely burdensome and triggers a variety of significant operational issues. Bloom is being forced to choose between regulations that present a variety of consequences or allow outdoor visitation; something we’re not facing in any other jurisdiction. Bloom has made the very difficult decision, knowing how much our seniors and families miss each other, to allow outdoor visitation and will be absorbing the testing costs while working through a variety of the difficult operational hurdles. That said, under the new mandates, it’s conceivable we’ll have to close the Memory Making Stations should certain issues arise and/or the county positive occurrence rate doesn't decelerate. Thus, the Memory Making Stations will be live and operational at the following Bloom communities on September 9, 2020:

  • Bloom at Belfair (South Carolina)

  • Bloom at Bluffton (South Carolina)

  • Bloom at Hilton Head (South Carolina)

Turning to inside visitation, Bloom is still restricting access at all communities. While the Governor of Florida lifted restrictions in that State under certain extensive preconditions, Bloom at St. Petersburg is not yet ready to open its doors. As you know from our consistent communications, we’ve been working aggressively, pro-actively and tirelessly to ensure that your loved ones at Bloom are safe during this unprecedented time. We appreciate that all of you miss your loved ones dearly, especially as this global pandemic drags on. That said, we have come too far, and done too well, to get relaxed now. Opening up our community in Florida, at this time and coming into the Labor Day weekend, is incredibly risky. Indeed, given the high infection rate in Florida generally and at competing communities in the St. Petersburg area specifically, we're incredibly proud of our local teams (and COVID-19 management) for keeping Bloom at St. Petersburg COVID-free. We’re one of the few, if not only, community in the area with no exposure at this time. We’d like to think that part of the reason is our early action, strict policies, no tolerance policy and conservative approach putting Bloom residents above all else. All that said, we're still digesting the Governor's Order, monitoring the local situation carefully and digesting certain data; and are prepared to change course and loosen restrictions if appropriate.
Other (Science Related) News

Bloom is following and in close contact with our trade organization, the American Seniors Housing Association (ASHA), regarding medical developments and potential access to new testing and vaccines in the fight against COVID-19. Access to such tools is of critical importance to our company and the senior living industry who takes care of millions of senior residents. Bloom sits on the Executive Board of ASHA, and one of its owners previously served on the four person Executive Committee, of the Executive Board, of ASHA. We remain in close contact with ASHA and would like to thank the organization for their relentless work on behalf of our seniors and the operators who serve them.

As you know, Bloom partnered early with an FDA approved laboratory, Assurance Scientific Laboratories, in April and was one of the first operators in the Country to be able to perform COVID-19 testing (utilizing PCR technology, which remains the gold standard) inside our controlled environment as opposed to sending residents to high-risk environments such as hospitals, which has proved to be an invaluable resource in keeping our community safe. We continue to offer such testing, and are now researching the new rapid antigen test option and its accuracy / availability. As posted to our Facebook page on September 3, 2020, the U.S. Department of Human Health and Services (HHS) plans to include assisted living providers in the allocation of rapid COVID-19 antigen tests and begin sending test kits to states later this month. The Federal Government previously announced in late August, which was also posted to our Facebook page, that it ordered BinaxNOW Ag Card tests from Abbott Laboratories in a $750 million deal. The $5 tests, which is the size of a credit card and shows results in 15-minutes without special equipment, uses a nasal swab and is purportedly easier to administer. There are still a lot of details to sort out, but we're eager to learn more and see if the antigen test, if reliable, can be yet another tool in our tool box and add another layer of safety supplementing more traditional COVID-19 testing. ASHA has been advocating for prioritization of these rapid testing kits and intends to continue urging HHS to distribute them to senior living communities.

Before updating you on the vaccine front, we want our followers to know that we take no position on its efficacy, which has been politicized. Our intent is to share relevant information that we've received through industry contacts. We've posted on our Facebook page information regarding the National Academy of Sciences Engineering Medicine (“National Academies”) COVID-19 Vaccine Allocation Study.  

As posted on August 29, 2020, we were advised that in response to a request from the National Institutes of Health (NIH) and Centers for Disease Control and Prevention (CDC), the National Academies formed a committee to produce a consensus study to assist policymakers in the U.S. and global health communities in planning for equitable allocation of vaccines against COVID-19. As part of the study, the committee advised they would consider what criteria should be use to set priorities for equitable distribution among groups of potential vaccine recipients, taking into account population health disparities; individuals at higher risk because of health status, occupation, or living conditions; and geographic distribution of active virus spread. Further, the committee would consider how communities of color can be assured access to COVID-19 vaccines in the U.S. and recommend strategies to mitigate vaccine hesitancy among the American public.

As posted on September 1, 2020, the National Academies released a preliminary framework for vaccine distribution. The framework identifies high-risk groups that should receive higher priority for a COVID-19 vaccine. The draft framework discusses lessons learned from past vaccine campaign strategies for allocating scarce resources during this pandemic. It also reflects the criteria for vaccine access priority is based on four pillars:

  • Risk of Acquiring Infection — Individuals in situations that are more likely to risk exposure to the virus are high priority.  

  • Risk of Severe Morbidity and Mortality — Those with greater possibility for severe disease or death if they acquired the infection are given high priority.

  • Risk of Negative Social Impact — High priority is given to individuals whose lives are depended upon by society and other individuals who would be at risk if they became ill. This factor does not depend on wealth, income, or necessity in the workplace. 

  • Risk of Transmitting Disease to Others — Those who experience a higher likelihood of transmitting the disease to others are also high priority. 

The preliminary framework includes a four-phase approach during initial vaccine deployment when demand exceeds supply, prioritizing essential health care workers and individuals with an increased risk of severe COVID-19 disease, including individuals with chronic illness. Individuals with two or more designated comorbidities would be a greater priority, as would older adults living in congregate settings. The four phases are: 

  • Phase 1a — High-risk workers in health care facilities and first responders.

  • Phase 1b — People of all ages with comorbid and underlying conditions that put them at significantly higher risk.

  • Phase 2 — Workers who are in essential industries and at high risk of exposure, teachers and school staff, people of all ages with comorbid and underlying conditions that put them at moderately higher risk, older adults not included in phase 1, and individuals living in congregate settings.

  • Phase 3 — Young adults, children, and workers in essential industries at increased risk of exposure who were not included in prior phases.

  • Phase 4 — Everyone else.

The draft also considers social determinants of health with a focus on people of color who are more likely to be in the risk groups explained above, and it emphasizes that access should be prioritized for areas with more social vulnerability. Due to the uncertainty around available doses, efficiency, and other variables, the draft outlines plans for numerous scenarios.

The National Academies made clear they would accept comments from our industry and hold a listening session. Indeed, our industry had the opportunity to weigh in on the study, which will inform the aforementioned decisions with policy makers and government officials. On September 2, 2020, the President of ASHA participated on a panel of the Committee on Equitable Allocation of Vaccine for the Novel Coronavirus (convened by the National Academies).

While the draft report seemingly assigned health care workers and high-risk seniors as recommended population groups for inclusion in Phase 1, ASHA advocated for the need of prioritized access to a vaccine when one becomes available for both residents and staff in senior living communities in addition to just nursing homes. The final report will be delivered to its sponsors, NIH and CDC, to help inform the development of federal guidance. The final report will be considered along with other advice as the federal government determines how a vaccine will be allocated in the United States. We'll keep you apprised as Bloom receives more information and if our sector and company receives testing or vaccine priority.
 Bloom Culture

Finally, it wouldn't be a Bloom update if we didn't mention culture. As our Bloomers know, Bloom recently announced the completion of its multi-year, multi-step and multi-million dollar plan focused upon developing industry leading branding, culture, education and customer service. Bloom has continued, notwithstanding COVID-19, allocating time and resources to make its operating platform even stronger, which has contributed to Bloom's success fighting the virus.

If you know Bloom, then you know that our number one priority is company culture because -- borrowing a phrase from Tony Hsieh (the CEO of Zappos before selling his company to Amazon in 2009) -- "if you get the culture right, most of the other stuff...will just happen naturally on its own." The culture at Bloom, which has been built organically over the last decade, has never been more magnetic and cannot be under-appreciated. If anything, COVID‑19 has only reinforced its importance. In that vein, we recently partnered with Great Place to Work to conduct anonymous associate surveys as just one example of our recent cultural initiatives.

In addition to implementing and strictly following our Pandemic Rapid Response Plan, the Bloom associates started grassroots campaigns such "We Are Bloom Warriors" and "We Remain Bloom Strong!" Our corporate and local teams remain as committed as ever to protect your loved ones like their own family -- making sure the residents feel safe, loved and happy. They may be tired (during month seven of this pandemic) and they may have had some tough weeks, but they continue to come back stronger and more resilient than ever as we continue this fight for our residents and the Bloom community. While we're closer to the end than the beginning, we know Bloom's response to COVID‑19 is still ongoing and the path forward remains non-linear. But whatever future challenges lie ahead, including the possibility of a second wave this Fall/Winter, Bloom will continue to rise strong to meet them head-on. We continue to talk internally about Brene Brown’s manifesto, Rising Strong , which reminds us of our remarkable Bloom community (see our May 8, 2020: Bloom Senior Living Health Alert: Coronavirus Update #13).

While it may seem random that we're discussing Tony Hsieh, Brene Brown or have even asked you to blast Kenny Rogers' When You Put Your Heart In It (while reading our prior updates) during a global pandemic, these are just some of the unconventional exercises we do everyday at Bloom to create one cohesive unit and bring together those who understand our mission and have a desire to be part of something bigger than themselves. It is because of this philosophy and mindset that our nearly 1,000 team members have been able to stand together for the last seven months as one company with one mission: to ensure our residents not only remain physically safe, but continue to flourish during this unprecedented time.

We've said it before and it bears repeating again. Reputations are made during times of crisis. When history reflects back upon COVID-19, we'll remember how so many people around the world, like our Bloom associates, put the well‑being of others at the center of their daily lives. The people you know, and see at Bloom everyday, have taken action and made decisions based on the principles they -- and our company -- value; nurtured our company culture; selflessly cared for our seniors; and exhibited empathy towards residents, families and other associates.

In addition to being operationally and emotionally prepared to continue handling this novel situation, we want our followers to continue to know that we remain financially prepared to keep our community safe -- for as long as it takes. No expense has been spared, or will be spared, by our family-owned company in fighting this pandemic. Bloom's actions and strong balance sheet ensures we will (and can) continue to make whatever resources necessary available. This pandemic arrived at our doorsteps during a time when our organization has never been stronger culturally, operationally and financially. We're not a new operator starting in the senior care business, a new building worried about the pressures of lease-up or investors, a company with different product lines or a structure with inefficient hierarchies or bureaucracies. Rather, we're a conservative family company - with no outside partners or investors and little leverage - that has been in the senior care business for over 50-years with mature management, ownership directly involved in operations, strong local leadership with direct access to ownership, sound policies and a stable financial footing, which provides us the flexibility to always Do The Right Thing (an important Bloom Belief) in the best interest of our residents and associates, as well as, the long-term interest of the company. Our family model, inspired by our founder who grew up in the Harlem slums during the Great Depression, has been intentionally designed to thrive in these type of environments.

On a related topic, we're aware that certain providers in certain markets may have prematurely announced re-opening, which is not only risky in our opinion, but in violation of certain orders. Bloom remains strategic and balanced in our approach and would like to assure our followers that economics will never trump safety. That said, we have come a long way and feel a sense of excitement about what we can do to get our residents back to a new normal routine within the communities and ultimately our families back in the communities when it's safe and appropriate. As you can see above, we're making progress.

Hence, our current financial health - combined with the fact that this horrible pandemic continues to bring our teams even closer together and strengthen our already strong culture; our proven corporate and local leadership; and our growing stronger by the day operational / clinical programs - gives us great confidence that we're well-positioned to manage through these times.

In closing, we hope you'll see how important our values are and find that we'll base every decision during this pandemic with our five Bloom Beliefs in mind: Do The Right ThingMake MemoriesBe Positive and Deliver WowEarn Trust and Be Better Each Day. These are not words just plastered on a brochure. These beliefs are the soul of our company, the framework for which we base decisions, and the guiding principles that drive Bloom's culture, response to COVID-19 and helps our company and associates overcome this virus with as many positive outcomes as possible.
