Dear Bloom Residents, Families & Friends:

We're pleased to advise that Bloom Senior Living continues to have no resident or associate cases of COVID-19. All nine Bloom Senior Living communities in Florida, Indiana, Ohio, South Carolina and Louisiana -- serving over 750 residents through our 450 heroic associates -- remain COVID-19 free. We've also had no cases since our last update. Thus, the two charts below reflecting "active" and "total/cumulative" resident and associates cases per community remain unchanged.

One thing that doesn't remain unchanged is the developing announcements from the states and regulatory authorities regarding testing, reporting and visitation. The situation remains fluid and we continue to make adjustments efficiently; implementing measures consistent with our Bloom Pandemic Rapid Response Plan while focusing not only upon our resident's physical safety, but their emotional wellbeing.

In that vein, anecdotally, the best way to describe our balanced approach over the last sixty days (and next sixty days), which we happily report today has successfully led to almost 90% of Bloom communities in at least Phase II of our three phase reopening plan (discussed below) with 100% of our residents safe and sound (notwithstanding looser restrictions), comes out of Genesis 40:1.

A cupbearer was an officer of high rank at ancient oriental courts, whose duty it was to serve the wine at the king's table. On account of the constant fear of plots and intrigues, a person had to be regarded as thoroughly trustworthy to hold this position. He had to guard against poison in the king's cup, and was sometimes required to swallow some of the wine before serving it. His confidential relations with the king often endeared him to his sovereign and also gave him a position of great influence. 

Whenever Bloom goes to implement a new program or initiative, we never jump right in first or feet first. We'd like to think that we're smarter than that -- often choosing a careful and measured approach by first observing others and then testing our own path on a smaller scale before a wholesale roll out across the portfolio. It's a lesson we've pretty much applied to everything we've ever done over the the last 50 years and has proved especially effective during these unprecedented times as we evaluate various levels of relaxed restrictions, knowing that an invisible virus is circulating, while monitoring infection rates in other provider communities, Bloom communities and counties with different positivity occurrence rates.

We feel confident that we're striking the right balance of protecting our residents physically while ensuring they live full, meaningful lives consistent with our aspirational mission. But don't just take our word for it -- we hope you'll continue reading to the bottom of this report in order hear a video message from our dear Bloom residents! All that said, please know that we're working towards loosening more restrictions for residents and families in the coming weeks.
Bloom's "Pandemic Rapid Response Plan" & Testing

The Bloom Owners and Director of Education & Development continue to meet daily with our local on-site teams and review our comprehensive Pandemic Rapid Response Plan, which was again summarized in our last update.

Testing, as you know, remains an integral part of our Plan and is one area that has been ever-changing. Indeed, we've seen developments since our last update.

As you know, per mandate by the State of Florida, Bloom has been testing associates at Bloom at St. Petersburg every two weeks. All associates tested negative during the last two rounds. Florida now decided to suspend mandatory associate testing. Our Florida community should rest assured that while we still don't have any cases of COVID-19 nor any residents or associates experiencing symptoms, as we've done since early April, we'll be aggressive with testing if necessary. We're still partnering with our own laboratory.

We previously reported that Ohio implemented new protocols for Assisted Living communities using saliva testing, but then paused testing while certain issues were examined. Ohio now resumed testing with another laboratory. We're currently awaiting receipt of test kits from the state contracted laboratory and will begin testing Bloom at Lakewood associates every two weeks.

Moreover, as reported during our last update, Bloom made the difficult decision, despite the cumbersome new mandates by the South Carolina Department of Health and Environmental Control (referencing CMS guidelines for nursing homes), to start outdoor visitation, which triggered mandatory testing of associates twice weekly due to the positive occurrence rate in Beaufort County. Therefore, we're starting to test Bloom at Belfair, Bloom at Bluffton and Bloom at Hilton Head associates, and work through operational hurdles that we're not facing in other jurisdictions.

Lastly, we previously noted that the U.S. Department of Health and Human Services planned to include Assisted Living providers in the allocation of rapid COVID-19 antigen tests. These tests, the BinaxNOW AG Card from Abbott Laboratories, are administered by nasal swab and show results within 15 minutes without the need for special equipment. We've been advised that tests were shipped to communities in “hot spots” and that have a Clinical Laboratory Improvement Amendment (CLIA) waiver. We've also been informed that at least two Bloom communities will receive these testing kits. The American Seniors Housing Association (ASHA) Legislative Team continues advocating for the distribution of kits to our industry. We believe that access to these tests can be a useful tool for our company (and the senior living industry who takes care of millions of senior residents) in not only fighting COVID-19, but to help facilitate visitation and relaxing restrictions. We remain optimistic and in close contact with ASHA leadership.
Influenza Season & COVID-19

As announced earlier this week, Bloom kicked off its annual Flu Prevention and Response Plan ("Flu Plan"), in conjunction with its ongoing Pandemic Rapid Response Plan, to protect residents and associates as we enter the influenza season. There is no doubt that this year's flu season could present, or amplify, challenges as it falls on top of COVID. Therefore, we've pro-actively initiated our efforts and are simultaneously tracking reports out of the Southern Hemisphere, which are seeing low influenza activity for this time of year and hopefully signals the same for the Northern Hemisphere.

While emphasis on infection control, social distancing, testing, virtual (as opposed to physical) visits, use of personal protective equipment and mask wearing, hand hygiene, or perhaps COVID pushing out the flu, could conceivably result in this year's influenza season not being as prevalent as years past, reducing the spread of respiratory illnesses like the flu, because of the COVID-19 pandemic, is more important than ever -- especially as Bloom implements its phased reopening of communities. Bloom is therefore hoping for the best while preparing for the worst -- we invite you to again review our announcement:

Bloom "Back On Track Plan" 

The Bloom Back On Track Plan laid out our reopening in three phases. As circumstances have changed since we rolled out the plan in May 2020, we're now working hard on adding a Phase II Plus and piloting it at one of our operationally strong Independent Living communities (remember the Cupbearer) in order to lift more restrictions and enhance the residents quality of life with more social and family engagement.

Phase I 

Bloom at St. Petersburg (Florida) remains the only Bloom community that hasn't moved into Phase I of the Back on Track Plan per state mandate. We're confounded by liberal rules allowing certain visitation given county positivity rates, but not group activities or dining; and are hopeful that we can safely loosen restrictions in short order.

Phase II 

All other Bloom communities, representing almost 90% of the portfolio, are now in Phase II of the Back on Track Plan:

  • Bloom at Belfair (South Carolina)

  • Bloom at Bluffton (South Carolina)

  • Bloom at Bossier (Louisiana)

  • Bloom at Hilton Head (South Carolina)

  • Bloom at Lakewood (Ohio)

  • Bloom at German Church (Indiana)

  • Bloom at Eagle Creek (Indiana)

  • Bloom at Kokomo (Indiana)

The residents are excited to safely participate in group activities and be back in the dining room with their friends. We're already seeing the positive impact of relaxed restrictions and being able to restore resident engagement. Communal dining is still happening with social distancing and staggered seating standards, proper sanitation and general food safety practices. We appreciate the residents' patience and commitment to the infection control guidelines. We invite you to hear from the residents directly:
Phase II Plus (Under Development)

Bloom has been piloting a new Phase II Plus at the following community:

  • Bloom at Belfair Independent Living (South Carolina)

We not only selected Bloom at Belfair's Independent Living program since it's operationally strong, but because it isn't subject to state or federal guidelines (like Assisted Living and Memory Care). We intend to update all families with a defined Phase II Plus shortly. In the interim, some of things Belfair already started doing are:

  •  Outside entertainment weekly

  • Allow two residents per table in the dining room at meal time

  • Open more spaces in the community for social distance gathering with masks

Based on our success thus far, we can do more and are expanding the pilot at Bloom at Belfair (effective September 21, 2020) to include the following:

  • Visits with families and friends by the Memory Making Stations OR, if requested, Outdoor Social Distance Visits (without the enclosure)

  • Social distance excursions including picnics in the park, beach walks, mystery bus tours, leaf peeping tours, etc.

  • Case by case family excursions

  • Eliminating resident quarantine restrictions

  • Allowing essential family caregivers

We're in the process of notifying Bloom at Belfair Independent Living families regarding the foregoing, as well as, coordinating a plan regarding visits. Visits with your loved one will have to be scheduled through our electronic system and family excursions scheduled through our General Manager. We want to do this orderly.

We're actively evaluating the foregoing at Bloom at Belfair and also evaluating each state and community for Phase II Plus. Each state has different guidelines to consider. But please rest assured that we're not afraid to do the hard work operationally and customize our plan by community and state based upon regulations and COVID prevalence in the community at large if that's what it takes to make our residents' lives better. We're also moving fast. We'll report more as soon as practicable.
Memory Making Stations

As you know, Bloom has been using, in addition to virtual Skype visits, what we refer to as Memory Making Stations (consistent with our Bloom Belief to Make Memories) in order to ensure a safe and socially distant physical outside visit. We're happy to have the Memory Making Stations live and operational at all Bloom communities (and excited to see our family members back in South Carolina (after our announcement regarding starting such visits two weeks ago)):

  • Bloom at Bossier (Louisiana) 

  • Bloom at Eagle Creek (Indiana)

  • Bloom at German Church (Indiana)

  • Bloom at Lakewood (Ohio)

  • Bloom at Kokomo (Indiana)

  • Bloom at St. Petersburg (Florida)

  • Bloom at Belfair (South Carolina)

Please bear in mind that we'll need to temporarily suspend Memory Making Station visits should a positive case of COVID arise in a community. In that event, we'll notify the impacted community promptly.
Prioritized Access To The Vaccine

We provided a comprehensive discussion surrounding the vaccine and industry's priority access to the vaccine during our last update. We remain apolitical on this subject. The Trump Administration announced new details regarding its strategy for distributing the COVID-19 vaccine this week. A key strategic policy goal is to determine critical populations for COVID-19 vaccination and who should receive the first available doses when supply is limited. As part of a three phase plan, the first doses would go to health care workers in high-risk settings; then to other essential workers and those at higher risk of severe disease such as people age 65 and older. 

Section 4 of the Interim Playbook, which was just released, is noteworthy for our industry. It identifies Critical Populations at increased risk for COVID-19 and includes Long Term Care residents (i.e. nursing home, assisted living, independent living residents). ASHA has been lobbying the National Academy of Sciences and Medicine regarding the need to include the full continuum of senior living in vaccine prioritization, which has proved effective. 

Vaccination of high-priority individuals could come as early as the end of the year, or beginning of next year, according to federal officials. We don't expect a vaccine to be widely available for the general pubic until mid-2021, so this update could prove significant.
 Bloom Culture

Finally, our Bloomers know we love to end on Bloom culture; our number one company priority and an important component of Bloom's success fighting the virus and not getting COVID-fatigue. We firmly believe that a team of happy associates, operating as one cohesive unit, will not only lead to happy families and residents, as well as, create a positive environment throughout our Bloom communities, but guide us through this difficult time with as many positive outcomes as possible.

In connection with one of our cultural initiatives, we just announced the results of our recent partnership with Activated Insights to check in with our team of Bloom associates; see how we’re doing by conducting anonymous surveys (and hear feedback); and determine if Bloom is a Great Place To Work. We're excited to hear that Bloom will now be certified as a Great Place To Work based upon the high response rate and substance and score of responses by Bloom associates. This certification is an incredible culmination of our cultural initiatives over the last five years, especially given that we're in the middle of one of the most difficult times in healthcare history!

While all Bloom communities had high response rates, the Bloom community with the highest response rate was Bloom at Lakewood. Each team member will receive an extra PTO day. We're also excited to host pizza parties at most Bloom communities on September 25, 2020 for being such active participants. Be on the lookout for fun Facebook posts!
In closing, while we don't mean to discount the challenges surrounding COVID-19 or appear to be a Pollyanna, we've come a long way since this virus first surfaced in early March and see the light at the end of the tunnel. Things are getting better; and will continue to get better. In the meantime, our community has only grown stronger and closer. We're #BLOOMSTRONG and continue to be optimistic.
