Bloom Senior Living continues to have no resident or associate cases of COVID-19 throughout our nine Bloom communities in Florida, Indiana, Ohio, South Carolina and Louisiana serving over 750 residents. We had one associate case (but no resident cases) since our last update. The charts below reflecting "active" and "total/cumulative" resident and associates cases have been updated.

As discussed below, Bloom continues to safely open our communities and relax restrictions, where possible, consistent with our efforts to balance the resident's physical safety and emotional wellbeing.
"Pandemic Rapid Response Plan" & Testing

The Bloom Owners and Director of Education & Development continue to meet daily with our local on-site teams and review our comprehensive Pandemic Rapid Response Plan, which has been summarized in prior updates.

It bears repeating that testing remains an essential part of our plan and has helped keep our community safe. For example, after one associate at Bloom at Eagle Creek in Indianapolis tested positive since our last update, we conducted both rapid antigen and PCR/laboratory tests on all associates. We also tested all residents. All results received thus far are negative. No residents or associates are exhibiting symptoms. The one associate who tested positive has now been cleared.

We previously reported that Ohio implemented new protocols for Assisted Living communities using saliva testing, but then paused while certain issues were examined. Ohio then resumed testing with another laboratory. We received test kits from that state contracted laboratory and began testing Bloom at Lakewood associates on September 30, 2020. We're awaiting results. We'll be testing every two weeks.

As also reported during prior updates, Bloom decided, despite the cumbersome mandates by the South Carolina Department of Health and Environmental Control (referencing CMS guidelines for nursing homes), that it was important to start outdoor visitation, which triggered mandatory testing of associates twice weekly due to the 10+% positive occurrence rate in Beaufort County. The positive occurrence rate in Beaufort County has since dropped to 8.2%, which means that we'll now test once weekly. Kits are on-site at Bloom at Belfair, Bloom at Bluffton and Bloom at Hilton Head. Testing begins on October 6, 2020.

Given the foregoing, we understand there's risk of identifying asymptomatic associates. That said, we currently have no one exhibiting signs or symptoms of COVID-19, which we're carefully tracking, and are prepared in any event.

As reported since March, we stand ready to test if the need arises. Economics is not a factor, and Bloom remains committed to continue absorbing costs associated with keeping our community safe. Given all the confusion and changes related to testing from the Centers for Disease Control and Prevention ("CDC") over the last six weeks, we'll continue with our conservative yet successful approach.

On a related note, as we previously advised, the need for adequate number of rapid antigen tests remains imperative as communities work to keep seniors safe, increase visitation, loosen restrictions and prepare for the double threat of coronavirus and the seasonal flu. Our industry petitioned the U.S. Department of Health and Human Services accordingly. We continue to receive positive feedback, and, in fact, some Bloom communities already received the BinaxNOW AG Card from Abbott Laboratories. We remain optimistic and in contact with the American Seniors Housing Association (ASHA) Legislative Team spearheading such efforts. ASHA advised that, in a letter to state governors, President Trump announced delivery of 100 million tests to states free of charge between now and the end of the year with the expectation that states would be responsible for distribution and administration. ASHA petitioned the National Governors Association on September 30, 2020 urging they issue a recommendation to state governors seeking prioritization of senior living communities as they develop the strategy for dissemination. 

ASHA also continues to push for the senior living industry to have priority access to a vaccine if and when it's approved and ready for safe distribution. We're encouraged by the Interim Playbook identifying Independent and Assisted Living settings as Critical Populations for purposes of prioritization, which underscores the significant role our sector has played in this pubic health crisis. We've been informed that on October 2, 2020, the National Academies of Sciences, Engineering and Medicine will release the final Framework for Equitable Allocation of COVID-19 Vaccine report for the sponsoring organizations, National Institutes of Health and CDC.
Influenza Season & COVID-19

As announced during our last update and recent release, Bloom initiated its annual Flu Prevention and Response Plan, in conjunction with its ongoing Pandemic Rapid Response Plan, to protect residents and associates as we enter influenza season. We also continue to track reports out the Southern Hemisphere, which still reflects low influenza activity for this time of year and potentially signals the same for the Northern Hemisphere. We're optimistic, but remain prepared knowing that this year's flu season could present, or amplify, challenges as it falls on top of COVID.
"Back On Track Plan" 

The Back On Track Plan laid out Bloom's reopening in three phases, which is set forth again below (although Phase III language has since been tweaked based on changing circumstances).

Phase I:

Bloom will continue to limit community access to one access / exit point. We'll continue to prohibit all non-essential visitors, including family/friends and vendors. That said, “Memory Making Stations” can accommodate resident/family visits outside in a safe manner (in addition to the virtual Bloom Skype Program). Deliveries should continue curbside. Essential visitors who access the community and interact with residents will continue to adhere to strict protocols regarding screening, personal protective equipment and hygiene. Communal activities of residents will resume provided strict social distancing standards are maintained. Outside entertainers and resident outings remain prohibited. Communal dining will remain restricted. Residents at high risk for choking will continue to eat in the dining room with precautions and maintaining a strict 6 ft. distance from other residents. Bloom will continue its thorough environmental cleanings multiple times daily. We continue to urge residents not to leave the community.

Phase II:

Bloom will continue to limit community access to one access / exit point. We'll continue to prohibit all non-essential visitors. Deliveries should continue curbside. Essential visitors who access the community and interact with residents will continue to adhere to strict protocols regarding screening, personal protective equipment and hygiene. Communal activities of residents will continue provided strict social distancing standards are maintained. Outside entertainers and resident outings remain prohibited. Communal dining will resume provided strict social distancing standards and general food safety practices are maintained. Bloom will continue its thorough environmental cleanings multiple times daily. We continue to urge residents not to leave the community.

Phase III:

Bloom will permit limited internal visitation to resume through one central point of entry, but may limit occupancy and will be focused upon giving everyone lots of space. All visitors will be subject to screening protocols and guidelines, which will be posted in highly visible areas. Visitation hours, and specific areas, may be established by the community. All visitors will be required to wear a face mask at all times while they are in the community, practice social distancing (remain 6 ft. apart while in common areas) and practice proper infection control hand washing practices. Communal activities, communal dining, outside entertainers and resident outings will continue under certain conditions and per routine protocols. 
As advised in our last update, knowing circumstances have changed since we rolled out our reopening plan in May 2020, we piloted a Phase II Plus in South Carolina. The thinking was that we can loosen and lift more restrictions (by enhancing the residents quality of life with more social and family engagement) beyond what we're doing in Phase II even though communities may not be ready to safely move into Phase III. We've defined Phase II Plus, and incorporated the same into our Pandemic Rapid Response Plan, as follows:

Phase II Plus

Bloom will permit outside visitation, outside entertainers, Bloom sponsored resident outings, and family excursions on a case by case basis to resume, provided strict social distancing standards are maintained. Depending on the state and level of care, we may have to limit outdoor visits to the Memory Making Stations (although that's not our preference).
Bloom Communities -- The Phases

Phase I 

Bloom at St. Petersburg (Florida) remains the only Bloom community that hasn't moved into Phase I of the Back on Track Plan per state mandate. We hope state regulations change soon, since we're ready to safely move into Phases I or II (i.e. commence communal activities and dining). We're allowing outdoor visitation, which is permitted in Florida.

Phase II Plus 

The following Bloom communities have already moved, or will move effective October 7, 2020, from Phases I or II to Phase II Plus of the Back on Track Plan:

  • Bloom at Belfair (South Carolina)

  • Bloom at Bluffton (South Carolina)

  • Bloom at Hilton Head (South Carolina

  • Bloom at Bossier (Louisiana)

  • Bloom at Lakewood (Ohio)

The only portion of Phase II Plus that will not yet be implemented is resident outings and family excursions in Ohio (prohibited under state regulations) and South Carolina.

Phase III

The following Bloom communities will move effective October 7, 2020 from Phases II and II Plus to Phase III of the Back on Track Plan:

  • Bloom at German Church (Indiana)

  • Bloom at Eagle Creek (Indiana)

  • Bloom at Kokomo (Indiana)

The residents are excited to safely participate in group activities; be back in the dining room with friends; enjoy outside entertainment and visitation with family (not in the Memory Making Stations); and gather in additional spaces reopened throughout the communities. We're already seeing the positive impact of relaxed restrictions and being able to restore resident engagement. All that said, the foregoing is still occurring in a socially distant and responsible manner with proper sanitation and pursuant to our infection control guidelines.
Memory Making Stations / Visitation

As you know, Bloom was one of the first to use, in addition to virtual Skype visits, what we refer to as Memory Making Stations in order to ensure a safe and socially distant physical outside visit. For those of you who still don't feel comfortable with outdoor visitation (but would like to see your friends or loved ones) under our Phase II Plus, we're still offering Memory Making Station visits at Bloom communities.

Furthermore, we're aware that Ohio will be permitting indoor visitation effective October 12, 2020. We're currently evaluating the manner in which we would be able to provide indoor visitation at Bloom at Lakewood.

Lastly, while indoor visitation will be permitted in Indiana (or other Bloom communities that moves into Phase III) under certain conditions, they will be limited to restricted areas and it remains our preference to visit outside as long as weather permits.
