Dear Bloom Residents, Families & Friends:

We're reporting earlier than biweekly with a series of positive updates.
Bloom Senior Living again continues to have no resident cases of COVID-19 throughout our nine communities in Florida, Indiana, Ohio, South Carolina and Louisiana despite continuing to loosen restrictions. We have one associate case, which is the only change since our last update. The charts below, reflecting "active" and "total/cumulative" resident and associates cases, have been updated.

Being one of the first providers in the Country to restrict access to our communities, and aggressively implement strict policies since then, has paid dividends. We've not only kept our residents safe, but put ourselves in a position to now safely open up more. As detailed below, Bloom continues to further relax restrictions consistent with our efforts to balance the resident's physical safety and emotional wellbeing. Our early rigid action, over some objection, was necessary to keep the residents safe at that time. But our more recent liberal action, consistent with family feedback, is necessary to keep our residents healthy and blooming. We know that our residents want to live their lives, and we want to help them do just that and continue to flourish while staying safe. We can now do both - they're not mutually exclusive.
"Pandemic Rapid Response Plan," Testing & Vaccine Updates

The Bloom Owners and Director of Education & Development continue to meet daily with our local teams and review our comprehensive Pandemic Rapid Response Plan. Testing remains an integral part of our response. This isn't boilerplate language copied from prior updates - it's important you know that we're doing this.

We previously reported that Ohio implemented saliva testing protocols for Assisted Living communities. Pursuant to those new mandates, we tested all associates. We're happy to report that everyone was negative. Bloom at Lakewood has had zero (resident or associates) COVID-19 cases. We'll continue to test associates every two weeks.

As also previously reported, Bloom tested all associates at its three South Carolina communities, because we made the decision -- in the best interests of our residents and families -- to commence outdoor visitation despite the county positive occurrence rate. This was a massive undertaking. We've received all but 13 results thus far. We're happy to report that everyone at Bloom at Bluffton, Bloom at Hilton Head and Bloom at Belfair was negative. We'll report the remaining results upon receipt, and continue to test associates weekly.

We're in the process of testing all residents and associates at Bloom at Bossier based upon a positive associate case in Louisiana and consistent with our vigilant practice. The associate will quarantine at home based on Centers for Disease Control ("CDC") guidelines.

We stand ready and able to test anywhere the need arises. Notwithstanding the shifting testing directives from the CDC, we'll continue with our conservative yet successful approach. Our partnership with Assurance Scientific Laboratories - who conducts RT-PCR molecular diagnostic tests for Bloom - remains strong.

More generally, rapid antigen tests also remains an important diagnostic tool for operators as we work to keep seniors safe, increase visitation, loosen restrictions and prepare for the double threat of coronavirus and seasonal influenza. Our industry petitioned the U.S. Department of Health and Human Services (HHS) accordingly. We're pleased to hear that Abbott Laboratories BinaxNOW COVID-19 rapid antigen tests have already been sent directly to Assisted Living communities and State Governors. As previously announced, HHS has/will be distributing these tests to communities that have a CLIA Certificate of Waiver, including certain Bloom communities. Additionally, HHS has/will disseminate 100 million tests to State Governors. Our senior living industry petitioned for priority. In fact, the State of Florida, just received its first shipment of 400,000 tests and Governor Ron DeSantis announced that 100,000 will go to Assisted Living communities to test staff and visitors for COVID-19. He ordered the shipment of 180,000 more test kits to certain communities with the remaining 120,000 split between public schools and state-supported testing sites. Abbott is holding educational webinars for its BinaxNOW test.

The industry also continues to ensure that senior care providers have priority access to a vaccine if and when it's approved and ready for safe distribution. After our last update, the National Academies of Sciences, Engineering and Medicine ("NASEM") released the final "Framework for Equitable Allocation of COVID-19 Vaccine (2020)" report recommending a four-phased equitable allocation framework that HHS and state, tribal, local, and territorial (STLT) authorities shall adopt in the development of national and local guidelines for COVID-19 vaccine allocation when demand exceeds supply in order to maximize societal benefit be reducing morbidity and mortality caused by the transmission of the virus. Assisted Living, Skilled Nursing and other similar settings were prominently included in the NASEM report. Notably, senior living residents and workers are included in Phases 1a and 1b.

As indicated early on, it's been Bloom's opinion that when history reflects back upon this public health crisis, the professionals caring for you, your parents and loved ones will be hailed as heroes. Regardless of which side of the political aisle you fall, it's become increasingly clear that both sides have recognized the significant role our sector has played in protecting America's seniors and are now making resources available to the operators who serve them. Bloom will continue doing its part.
Influenza Season & COVID-19

As announced during our prior updates and recent release, Bloom is hard at work implementing and following its Flu Prevention and Response Plan, in conjunction with its Pandemic Rapid Response Plan, to protect our Bloom community as we enter influenza season. The reports out of the Southern Hemisphere continue to reflect low influenza activity for this time of year; potentially signaling the same for the Northern Hemisphere. We remain optimistic, but prepared knowing that flu season, falling on top of COVID, could amplify challenges.
"Back On Track Plan" 

Our last update laid out Phases I, II, II Plus and III of Bloom's Back On Track Plan. Importantly, we are further relaxing restrictions and visitation at Bloom communities since last week. Nearly all our communities are now in (or will be Monday) Phases II Plus and III. We continue to see the the tremendously positive impact of relaxed restrictions and being able to restore resident engagement and visitation with families and friends. All the hard work, protocols, partnerships, testing, tracking and learnings about this virus for the past seven months contributed to our ability to make this decision.
Phase II Plus 

Only three Bloom communities (and the Memory Care side of one Bloom community) remain in Phase II Plus of our Back on Track Plan as follows:

  • Bloom at Bluffton (South Carolina)

  • Bloom at Hilton Head (South Carolina)

  • Bloom at Belfair Memory Care (South Carolina)

  • Bloom at Bossier (Louisiana)

This means our South Carolina residents, living in licensed settings, residents are now enjoying, for example, group activities, communal dining with their friends, outside entertainment, outdoor visitation and more. This is all occurring in a socially distant and responsible manner with proper sanitation and pursuant to our infection control guidelines. The only part of Phase II Plus that has not yet been implemented is resident outings and family excursions in South Carolina. We have not been allowed to move the South Carolina communities into Phase III (i.e. allow indoor visitation) per state law. That said, as we're going to print with this update, we received the following news release out of South Carolina with zero warning: South Carolina News. We'll be working to obtain and digest the new regulations this weekend and look forward to moving our communities into Phase III in short order.

As soon as we complete testing in Louisiana, our Louisiana residents will restart the foregoing Phase II Plus activities and visitation. Provided there are no new cases in Louisiana, we plan to move Bloom at Bossier into Phase III on October 26, 2020.

Phase III

Five Bloom communities (and the Independent Living side of one Bloom community) will be in Phase III of our Back on Track Plan effective Monday October 12, 2020 as follows:

  • Bloom at German Church (Indiana)

  • Bloom at Eagle Creek (Indiana)

  • Bloom at Kokomo (Indiana)

  • Bloom at Lakewood (Ohio)

  • Bloom at St. Petersburg (Florida)
  • Bloom at Belfair Independent Living (South Carolina)

This means our Indiana, Ohio, Florida and Independent Living South Carolina residents will be enjoying, for example, group activities, communal dining with their friends, outside entertainment, outdoor visitation, indoor visitation and more. This will all be occurring in a socially distant and responsible manner with proper sanitation and pursuant to our infection control guidelines. The only portion that has not yet been implemented is resident outings and family excursions in Ohio and Florida per state law.
Visitation Rules

If your Bloom community is in Phase II Plus, we're offering outdoor visitation. If your Bloom community is in Phase III, we're offering indoor visitation.

Regardless of the type of visit, this process must continue to be orderly and scheduled in advance through our electronic system (this is intentionally flagged in red since families are showing up unannounced) by visiting the Bloom Senior Living website or clicking below. We've also implemented the following rules:

  • Each community will have a designated space for indoor and outdoor visitation. You will be offered your preference of visit type upon arrival to the community.

  • Visitation, regardless of indoor or outdoor, is required to be scheduled through the Bloom Senior Living electronic system. Designated times are available based on the state specification. If you don't have appointment, we wont be able to accommodate you.

  • All visitors will be screened and temperatures taken prior to any visit with a resident. If screening criteria is not met, the visit will be denied. All visitors must wear a surgical grade mask or greater.

  • All visitors will be required to maintain appropriate social distance of at least 6.”

  • All visitors must be at least 18 years old or have the express permission of the Executive Director. Some states have age requirements for indoor visitation.

As you know, Bloom was one of the first to use what we refer to as Memory Making Stations in order to ensure a safe and socially distant physical outside visit. For those of you who still don't feel comfortable with indoor or outdoor visitation (but would like to see your friends or loved ones), we're still offering Memory Making Station visits at Bloom communities.
Finally, Bloom at Belfair Independent Living residents can come and go freely. Belfair Independent Living residents, families and friends will no longer have to schedule visits subject to the following parameters: inside visitation is limited to resident apartments from 9:00am - 10:00pm during weekdays and 9:00am - 5:00pm during weekends, no visitation may occur in common areas including dining rooms, visitors must undergo Bloom's screening process and masks must be worn without exception. We can offer tray service, at no charge, to resident suites when family is visiting. Our wonderful General Manager personally communicated the new visiting protocols to residents and families accordingly.
Bloom Culture & Preliminary Survey Results

Finally, we'll end with our number one priority: company culture. You've heard us say it before (borrowing a phrase from the former CEO of Zappos): if you get the culture right, everything else will happen naturally on its own.

Without rehashing our discussions in prior updates about why culture is so vital, and what Bloom has done to create such special environments, we continue to flag that it's because of this organic culture that our operating platform has grown even stronger, contributed to our success fighting the virus, and is now allowing us to reopen safely.

That said, we know we're not perfect and wanted to hear from you, our most trusted advisors (who know us the best), about how were doing operationally and how we're handling COVID-19. Candidly, this is very tough stuff -- running an operationally intense business caring for seniors during a global pandemic targeting the most vulnerable while trying to keep everyone safe and at the same time happy and connected to their friends and families, not to mention every state has different and shifting regulations regarding reporting, testing, protocols and visitation. Please don't mistake that comment as a complaint. To the contrary, we love what we do, we love Bloom, we love our Bloom residents and teams and are confident we can continue to successfully navigate this period and find the right balance for our residents. If anything, we want - more than anything - to find out from you if we're succeeding and exceeding your expectations consistent with our aspirational mission and Bloom Belief to Be Better Each Day, so we anonymously surveyed our entire community to not only solicit feedback, suggestions and criticism, but to invite you collaboratively into the process. As we say at Bloom, this is a team effort and you're part of our family and team!

We greatly appreciate the hundreds of responses received thus far. We're busy pouring through the commentary (some of which already shaped our decision to relax standards) and are sharing some preliminary findings.

Survey Results

  • The scale used was 1-5 with 1= Bad, 2=Poor, 3=Fair, 4=Good, 5=Excellent

  • Families from all nine Bloom communities responded

  • Most rated their satisfaction with Bloom as Excellent followed by Good

  • Bloom scored high marks and rated between 4 and 5 stars out of 5 on dining, activities, maintenance, housekeeping, care and customer service with care and service scoring the highest (4.5) and dining scoring the lowest (4.1)

  • Bloom scored high marks and rated between 4 and 5 stars out of 5 on friendliness of associates, environment feels like home/family, professionalism, price, communication and responsiveness to feedback/concerns with friendliness of associates scoring the highest (4.6) and price scoring the lowest (4.0)

  • Most rated Bloom as Meeting Expectations followed by Exceeding Expectations

  • The overwhelming numbers of respondents would recommend Bloom to their friends and colleagues

  • Proudly, most rated Bloom's handling of COVID-19 as Excellent followed by Good

  • Bloom scored the highest marks in the survey regarding its handling of COVID-19. Bloom rated between 4 and 5 stars out of 5 on how we've handled communication, transparency, general infection control protocols, testing and physical safety during COVID-19 with general infection control protocols scoring the highest (4.6) and everything else scoring the lowest (4.5).

  • The two areas where Bloom scored low during COVID-19 was in balancing physical safety with emotional wellbeing (3.8) and visitation (4.0)

Admittedly, Bloom's early approach erred on the conservative side to keep our residents physically safe for the past seven months, but - as you'll hopefully find through today's report - we have really listened to your responses and incorporated your thoughts as one important factor in our extensive internal discussions about responding to COVID and reopening Bloom communities.

While we're very appreciative of the above results and overwhelming support (saying we're doing between Good and Excellent), we're still reviewing specific comments and formulating a plan to not only incorporate and address them with our teams, but improve certain programming that needs improvement.
