Dear Bloom Residents, Families & Friends:

Please find our biweekly update.

While cases surge throughout the Country and Bloom Senior Living has more cases than prior weeks, our infection rates continue to remain low. We remain very optimistic and our communities continue to do an excellent job isolating the virus and following our company protocols. This is not a permanent state. This is what many, including Bloom, projected heading into the Winter and holidays. We're in the pandemic's final spike as vaccines move closer to authorization. We remain confident in our ability to keep residents safe and happy until vaccines are distributed, which we believe will happen in short order.
Specifically, there has been no change since our last update (two weeks ago) at five of our nine Bloom communities (Bloom at Belair (SC), Bloom at Hilton Head (SC), Bloom at Lakewood (OH), Bloom at Bossier (LA) and Bloom at St. Petersburg (FL)). Regarding the other four communities (Bloom at Bluffton (SC), Bloom at Eagle Creek (IN), Bloom at German Church (IN) and Bloom at Kokomo (IN)), we've had five new associate and eleven new resident cases (all at two Indiana communities) since the last update. We've also had some cases clear. While matters are fluid, the current state is we have four communities with zero active resident or associate cases (Bloom at Hilton Head (SC), Bloom at Lakewood (OH), Bloom at St. Petersburg (FL) and Bloom at Bossier (LA)); three more communities with zero resident cases (Bloom at Belfair (SC), Bloom at Bluffton (SC) and Bloom at German Church (IN)), and very limited associate cases; and two final communities with more resident and associate cases (Bloom at Eagle Creek (IN) and Bloom at Kokomo (IN)). Thus, seven out of Bloom's nine communities have zero resident cases and we have eleven resident and four associate active cases throughout our nine buildings serving over 750 residents through our hundreds of heroic associates. The charts below, reflecting "active" and "total/cumulative" resident and associates cases, have been updated.

We are still administering hundreds of tests and keeping this virus under control as we continue to reopen communities (where we can), welcome families and friends back for visitation and implement communal dining, group activities, outside entertainment and more programming in a safe and socially distant manner consistent with our infection control protocols. In that vein, five of our nine communities remain in Phase III of our three phased plan and we hope to add another (bringing the total to six) on December 13, 2020.
Testing

Bloom at Lakewood again tested all associates. We're happy to report that everyone tested negative during this fifth round. This community has had zero (resident or associate) COVID-19 cases. This is exceptional given a 14.2% positivity rates in the County.

Bloom's three South Carolina communities, Bloom at Belfair, Bloom at Bluffton and Bloom at Hilton Head, continue to test weekly given the increased positivity rate for Beaufort County. While we identified a few positive associates (that are isolating at home) since our last update, all residents tested negative twice, which is wonderful news.

Bloom's three Indiana communities, Bloom at German Church, Bloom at Eagle Creek and Bloom at Kokomo, have had positive cases identified. Out of an abundance of caution, we've implemented an aggressive, strategic testing strategy including a combination of rapid and PCR testing. While we identified a few cases, we've been able to quickly address the needs of each community. This is a fluid process, so the positive cases are likely to change. We've been continuing to update our Indiana families daily with a written report.

The Centers for Disease Control (CDC) provided new guidance that will allow us the opportunity to reduce the quarantine time from 14 days to 7-10 days. We'll utilize our testing strategy to limit our quarantine time by testing on day five per the CDC recommendation. This will help our new residents and those in quarantine (following an outing or returns from higher levels of care) return to Bloom community life earlier.
Vaccine & Treatment Prioritization Updates

As discussed at length during our last update, two significant vaccine developments were released by Pfizer (and partner BioNTech) and Moderna showing a 95% effective rate. AstraZeneca/ Oxford also announced that its vaccine showed strong/robust immune responses. The three drugmakers are seeking regulatory approval from U.S. Food and Drug Administration (FDA) for three different Covid-19 vaccines. As also discussed, our industry has successfully been advocating that senior care providers (along with its associates and residents) will have priority access, at no cost, when it's approved and distributed. We advised that Bloom opted-in to the CDC's vaccination distribution program with Walgreens and CVS. We have some additional updates since our last briefing. As you'll see, there are a lot of moving parts -- but all positive!

The United Kingdom authorized a Covid-19 vaccine from Pfizer for emergency use, increasing hopes that the FDA will follow suit in short order.

On December 1, 2020, the Advisory Committee on Immunization Practices (ACIP), the working group tasked with making recommendations to the Centers for Disease Control (CDC) regarding vaccine allocations, voted 13-1, in an emergency meeting, to recommend Assisted Living and other Residential Care Facilities as part of the initial COVID-19 vaccine allocation. These are the groups they believe to be the highest priority in the initial phase. Specifically, the proposed sequence is as follows:

  • Phase 1a: health care personnel and long-term care facility residents

  • Phase 1b: essential workers, education sector, food & agriculture, utilities, police, firefighters, corrections officers, transportation

  • Phase 1c: adults with high-risk medical conditions and adults 65 and older

The ACIP Phase 1a Groups include:

  • Health care personnel: defined as paid and unpaid persons serving in health care settings who have the potential for direct or indirect exposure to patients or infectious materials. Includes hospitals, long-term care facilities, outpatient clinics, home health care, pharmacies, emergency medical services, public health.

  • Long-term care facility residents: defined as adults who reside in facilities that provide a variety of services, including medical and personal care, to persons who are unable to live independently. Includes Skilled Nursing Facilities, Assisted Living Facilities, Other Residential Care

While this is encouraging and it's typical for states to adopt the recommendation of the ACIP, states have the final authority to develop their own distribution plan, which can be found here. Our trade organization sent a letter to the leadership of the National Governors Association requesting that they encourage the adoption of the ACIP plan by state governors. They also wrote to Chair, Governor Andrew Cuomo (D-NY) and Vice Chair, Governor Asa Hutchinson (R-AR), encouraging adoption by their state colleagues. Our industry is working hard to to support the compelling case made by the working group to include health care personnel and residents of long-term care facilities in the first group to have access to the vaccine. This is also consistent with the earlier calls by HHS to enroll senior living communities in its pharmacy vaccine program. Secretary Alex Azar said in reference to the governors role, “I would hope that the science and the evidence will be clear enough that our governors will follow the recommendations that we will make to them.”

We've been told that regarding timing, Operation Warp Speed (the administration’s vaccine and therapeutics development initiative) reportedly plans to send the first batch of 6.4 million doses of Pfizer’s vaccine to the destinations assigned by each state within 24 hours of FDA approval. The FDA’s Vaccine and Related Biological Products Advisory Committee will meet December 10, 2020 to discuss Pfizer’s vaccine for emergency use authorization, and again on December 17-18, 2020 to discuss Moderna’s vaccine.

The initial vaccine supply is a potential issue. On November 30, 2020, the Government Accountability Office issued a report reflecting that officials in 38 states are concerned they won’t have enough supplies to distribute and administer coronavirus vaccines. There are an estimated 21 million health care workers and 3 million long-term care facility residents in the United States. That said, we've seen other reports indicating that around 40 million doses total will be available by the end of December, enough to cover 20 million people given the two-dose regimen.

There will then be coordination efforts between communities and the pharmacy providers. Our best guess is that, practically, it could be January and February before the first and second doses respectively are administered. 

That said, this is all extremely positive. While this health crisis impacted our industry, health care workers and seniors more than any other population, we're now first in line to start putting this virus behind us. This will be a tremendous benefit for Bloom residents and associates.

We've been working selflessly taking of our senior residents through the COVID-19 pandemic. The government and states will now be taking care of us. Bloom is already hard at work putting together a plan and campaign to encourage our associates and residents to get vaccinated. Now it's time to protect ourselves by getting immunized against this new virus.  The vaccine provides another level of protection, so we can care for residents with greater peace of mind. We encourage our community to get vaccinated to protect themselves, their family and our community
Back On Track Plan

Our objective, as you know, is to move all communities back into Phase III as soon as practicable. Here is where we stand currently:

Phase III

  • Bloom at Belfair Independent Living (South Carolina)

  • Bloom at Lakewood (Ohio)

  • Bloom at St. Petersburg (Florida)

  • Bloom at Bossier (Louisiana)

  • Bloom at Hilton Head (South Carolina) effective Monday December 7, 2020 (the portal is now open to schedule visitation)
County Positive Occurrence Rates

We're still monitoring, where Bloom operates, County positivity occurrence rates (and hospitalization rates) -- published each week by CMS. Counties are classified as green, yellow and red if their rates are below 5%, between 5-10% and above 10% respectively. As you can see, most counties are operating in yellow and red as follows:

  • Beaufort County, SC: 8.1% (increasing)

  • Bossier Parrish, LA: 10.3% (increasing)

  • Cuyahoga County, OH: 14.2% (increasing)

  • Howard County, IN: 15.5% (increasing)

  • Marin County, IN: 14.3% (increasing)

  • Pinnellas County, Fl: 6.2% (increasing)
The positivity rates, as you can see, are extremely high and rising. There are a lot of people and businesses struggling out there. And this virus, targeting the senior population, is tough. But so are we at Bloom. We're now nine months and 32 updates into this global health crisis and we can tell you without question -- despite everything, we've never been more excited about our company, our people, our families and where we're headed. We continue to accomplish so much together and know that the silver lining to all this will be a much stronger and closer Bloom as we emerge with good outcomes. We remain #BLOOMSTRONG and our industry as a whole remains resilient.
