Staff Report: Human Resources Recruitment & Hiring for the 2024/25 School Year

The Board received a report on the recruitment and hiring process for the 2024/25 school year. Employees newly hired beginning the 2024/25 school year were introduced.

BOARD ACTIONS

Consent Agenda

The Board approved a number of routine consent items including Human Resources transactions, purchase orders and checks, and agreement renewals. Details regarding these items can be found in the Board agenda.  


Revised Job Description and Salary Adjustment for Department Secretary 

As part of the district’s ongoing position classification review process, job descriptions are reviewed and salaries are compared with similar positions in neighboring elementary school districts. The Board approved a revised job description and salary adjustment for the Department Secretary position effective September 1, 2024.


2024/25 Facilities Master Plan

The Board approved the district’s 2024/25 Facilities Master Plan. The plan covers projected facilities needs including technology refreshment/replacement districtwide, completion of the Landell modernization project, possible plans to reopen and modernize a closed school, and ongoing maintenance of the district’s two closed school sites. Any projects approved under this plan will be undertaken as funding sources become available, including state matching funds, local Measure M general obligation bond funds, special reserve for capital outlay funds, and asset management program funds. 2024/25 Comprehensive School Safety Plans

Updated Comprehensive School Safety Plans for each of the district's six schools were approved by the Board. The plans are posted on the district's website.


School Bus Tracking System

The Board approved an agreement with UnMe2, Inc. for SpotMyBus tracking software and GPS devices for a three-year term at a cost of $6,584. This system will allow the district to track its school buses in real time and also offer parents the ability to track their child’s bus location through a mobile app.


2024 Multipurpose Room Renovation Project 

A Notice of Completion was approved for the 2024 Multipurpose Room Renovation project by M.P. South, Inc. at a total cost of $435,000. The project included ceiling tile replacement, installation of LED lighting, painting, and minor floor repairs at Arnold, King, Luther, Morris, and Vessels.


Governance Consulting Services

The Board approved an agreement with the California School Boards Association for a consultant to facilitate the following governance workshops during the 2024/25 school year at a cost not to exceed $12,410: Good Beginnings Workshop for development of a Board governance framework following a Board election; Effective Governance Workshop involving Board Members, administrators, and employee union leaders to discuss ways to support the district’s educational program; and Superintendent’s Annual Evaluation Workshop.


Board Compensation for Missed Meeting

Per Board Bylaw 9250, the Board must take action to authorize full compensation for any Board Member who was absent from a meeting. A resolution was adopted authorizing full compensation for the month of July for Trustee Sandra Lee who was unable to attend the July 12, 2024, Board meeting.

Trustee Area C Vacancy

The Board discussed options for filling the Trustee Area C seat being vacated by Sandra Lee on August 9, 2024. After discussion, the Board made the decision to move forward with the provisional appointment process. More information can be found on the district website.

INFORMATION/DISCUSSION

California Dashboard - Priority 1 Local Indicator Data 

The Board received information on the 2022/23 Teaching Assignment Monitoring Outcomes by Full-Time Equivalency Report recently released by the California Department of Education. This report compares teacher credential authorization data to their actual assignments, helping to determine if teachers are appropriately assigned to the courses they are teaching. The data shows that 7.9% of district teachers were assigned “out of field” in the 2022/23 school year due to the absence of required supplemental authorizations. The issue has since been resolved. 


District Mission, Vision, Core Values, and Goals

The Board reviewed the district’s mission, vision, core values, and goals and requested minor adjustments to the current goals. The revised goals, along with strategies for meeting those goals, will be presented for Board approval in September.
