Recognition of Outgoing Board President

Superintendent Silavs recognized President Tanaka for his service as Board President for 2025 and presented him with a plaque.

Organizational Meeting

Each year the Board holds an organizational meeting during which, among other administrative tasks, officers are elected and a schedule of regular meetings is developed for the upcoming calendar year.

Regular Board Meetings are typically scheduled for the second Thursday of each month with open session beginning at 7:00 p.m. and closed session immediately preceding (as necessary). 


Meeting agendas are published online at least 72 hours prior to the meeting date. Special Board Meetings may be scheduled as needed throughout the year, and agendas for those meetings are published 24 hours prior. 


Meetings are held in the Board Room at the district's administrative headquarters, located at 5816 Corporate Avenue in Cypress. Regular meetings are also livestreamed via Zoom, and a Zoom link is published on each meeting's agenda. Meeting videos are posted on the district's YouTube channel.

BOARD ACTIONS

Consent Agenda

The Board approved a number of routine consent items, including gifts to the district, Human Resources transactions, purchase orders and checks, and contract renewals. Details regarding these items can be found in the Board meeting agenda.  


Ware Disposal Inc. for Waste Management and Recycling Services

A three-year contract for waste management and recycling services for the district’s six school sites, maintenance & operations site, and Cawthon and Damron school sites was approved at an estimated annual cost of $109,371.56. Trash service for the district office facility is provided by Valley Vista as part of the surrounding business complex. 


Landell Kindergarten Restroom Project

Three agreements were approved related to the creation of additional restroom facilities required in the Landell kindergarten complex. The anticipated timeline for the project is December 22, 2025, through April 30, 2026.


  • M.P. South, Inc. will perform construction work under a previously approved master agreement at a total cost of $339,593.40. 


  • AW Industries will provide required Inspector of Record services at a cost of $9,500.


  • American Engineering Laboratories, Inc. will provide required materials testing and deputy inspection services at a total cost not to exceed $5,942.36.


Agreements with the City of Cypress for Use of Damron, Vessels, and Rosen Acacia Parks

Approval of these agreements was postponed until the Board has an opportunity to gather additional information from the city.


Appointment of Cypress Education Foundation Board of Directors

The Board declined to appoint directors to the Cypress Education Foundation at this time and directed staff to consult with legal counsel for clarification on the process of selecting directors for appointment and/or possibly reorganizing the foundation altogether. 


2025/26 First Interim Financial Report

The district is required to submit a First Interim Financial Report by December 15 of each year reflecting actual revenues and expenses as of October 31 as well as projected revenues and expenses through June 30. The Board approved the district’s 2025/26 First Interim Financial Report certifying a qualified financial status, indicating the district might meet its financial obligations for the remainder of the fiscal year and two subsequent fiscal years. A Second Interim Financial Report will be presented to the Board in March 2026. The First Interim Financial Report is available on the district website.


Monthly Board Member Compensation

In light of the district’s current financial status, the Board elected to postpone consideration of an increase to Board Member compensation until such time as classified and certificated employees are able to receive salary increases. 

INFORMATION/DISCUSSION

Gifted and Talented Education

The Board received information and had the opportunity to ask questions about the history of state GATE program funding, as well as assessment and instructional practices in the district.


Williams Settlement Legislation Monitoring Report for Clara J. King Elementary School

As part of the Williams Settlement Legislation, the California Department of Education is required to determine school eligibility for Williams monitoring every three years. King was identified for Additional Targeted Support and Improvement in 2023 due to two consecutive years of low performance among students with disabilities in English language arts on the California School Dashboard. Monitoring includes a review of instructional materials, uniform complaint procedures, and school site facilities related to the Williams Settlement. The Orange County Department of Education (OCDE) conducted the required review in September. The Board reviewed OCDE’s monitoring report which revealed: (1) sufficient textbooks and instructional materials were available for all students; (2) no uniform complaints related to instructional materials, facilities, or teacher vacancies/misassignments were received during the fourth quarter ending June 30, 2025; (3) absence of feminine hygiene products in three restrooms and stained or broken ceiling tiles in three classrooms, all of which have been corrected.
