Excerpts from the Regular Meeting of the Cypress School District Board of Trustees held on January 19, 2017
SPECIAL ACTIVITIES
Flag Ceremony
Girl Scouts Morgan Gallagher, Angelina Leach, Amy Dixon, Sophia Ruiz, Taylor Hofmann, Lauren Smurlo, Emily Anesi, and Michelle Kraemer from Troop 1987 led the Pledge of Allegiance.  

Landell School Presentation
Second grade students from Landell provided the Board with a glimpse of The Writers' CafĂ©. This annual event invites second grade families to come to school and visit the "cafe" where they may "order" from a menu of literary works authored by their child. Students participating in the presentation were:  Armaan Diwan, Annie Gao, Charlotte Kay, Emily Ganguly, Matthew Shen, Lois Kim, Tamanna Kurra, Aryav Sheth, Ayden Jung, and Alicia Park.
PUBLIC HEARINGS
Prior to commencement of collective bargaining negotiations, Government Code requires that the public be provided an opportunity to address the Board regarding the initial union and district proposals. The following public hearings were held for this purpose:
 
Initial Proposal from Cypress School District to Association of Cypress Teachers
The district's initial proposal includes the following contract articles: Wages, Hours of Employment, and Health and Welfare Benefits.  There were no speakers during the public hearing, and the Board subsequently adopted the initial proposal.
 
Initial Proposal from California School Employees Association (CSEA), Chapter 325, to Cypress School District
CSEA's initial proposal includes the following contract articles: Wages and Leaves.
There were no speakers during the public hearing, and the Board subsequently accepted the initial proposal from CSEA.
BOARD ACTIONS
Professional Development - Thinking Maps Write from the Beginning and Beyond
The Board approved continuation of staff professional development on Write from the Beginning and Beyond during the 2017/18 school year at a cost of $14,400.  Write from the Beginning is a writing curriculum based on the Thinking Maps program implemented by the District in 2013/14. This year, training has focused on narrative writing. Next year, the focus will be explanatory writing.
 
Interactive Mobile Robots in the Classroom Study 
Since October 2015, UC Irvine has provided the district with a telepresence robot that provides classroom access to a student who is unable to attend class in person due to a medical condition. The Board approved an agreement with UC Irvine and Children's Hospital of Orange County to participate in a study entitled Interactive Mobile Robots in the Classroom.
 
New "Instructional Aide" Position for State-Funded Preschool Program
A new "Instructional Aide" position was created to fully staff the district's new State Preschool Program, which will open on February 1.
 
Painting Daycare Buildings at Cawthon School Site
The Board authorized use of an established maintenance/construction unit price bid awarded to M.P. South for interior and exterior painting of buildings at the Cawthon School site that are currently leased to OC Kids Childcare. The cost for this project will not exceed $39,874.56.
 
2016/17 Facilities Master Plan
On December 7, 2016, the Board held a Study Session to review updates to the district's Facilities Master Plan, which included modernization of the District Office and plans for potentially reopening and modernizing a closed school site. At the January meeting, the Board approved the 2016/17 Facilities Master Plan.
 
Consultant Services Related to District Property
As part of the 2016/17 Facilities Master Plan, the Board approved an agreement with Dr. Barry Blade for consulting services related to modernization of the district office property.
 
Draft Trustee Area Maps
The Board has initiated the process of changing trustee elections from an at-large system to a by-trustee-area system. With at-large elections, trustees are elected by voters of the entire school district, whereas with by-trustee-area elections, trustees are elected by voters in specific areas. At the January meeting, the Board adopted a resolution approving three draft trustee-area map scenarios developed by National Demographics Corporation. These maps will be presented to the community for discussion and input prior to the Board making a final selection.

Supplementary Retirement Plan for Certificated Non-management Employees
Based on an analysis of the district's certificated employee costs and the number of certificated non-management employees eligible for retirement in the State Teachers' Retirement System (STRS), the Board made the decision to offer a voluntary retirement incentive to eligible employees. The Board also approved an agreement with Public Agency Retirement Services (PARS) for administration of this plan. 
 
Board Governance Consulting Services
Subsequent to the election of new Trustee Donna McDougall in November, the Board approved an agreement with the California School Boards Association for a "Good Beginnings" governance workshop at a cost of $2,700. The workshop is designed to assist Boards in creating a framework for a new governance team following the hiring of a new superintendent and/or the election of new Board Members.
 
Review of Special Education Program
The Board approved an agreement with the Fiscal Crisis & Management Assistance Team (FCMAT) for an analysis of the district's special education programs and services to identify possible improvements to efficiency and effectiveness. The cost for this study will not exceed $35,800.
INFORMATION / DISCUSSION
Audit Report - 2015/16
The Cypress School District Audit Report for the Fiscal Year Ended June 30, 2016, prepared by Nigro & Nigro, PC, was presented to the Board.  The audit revealed no findings.
 
Williams Uniform Complaints
The Board received a report indicating that the district received no complaints during the second quarter of the 2016/17 school year related to instructional materials, emergency or urgent facilities conditions that might pose a threat to the health and safety of pupils, or teacher vacancy or misassignment.
