Consent Agenda
The Board approved a number of routine consent items, including gifts and grants to the district, Human Resources employee transactions, purchase orders and checks, and agreement renewals. Details regarding these items can be found in the Board meeting agenda.
Sufficiency of Instructional Materials
As required by Education Code, the Board held a public hearing to receive input regarding the adequacy of instructional materials in our schools. There were no public comments, and the Board subsequently adopted Resolution No. 24/25-2 affirming the finding of sufficient textbooks or instructional materials for the 2024/25 school year.
Red Ribbon Week
The Board adopted Resolution No. 24/25-3 in support of Red Ribbon Week, October 21-25, 2024.
AAC Language Lab Online Subscriptions
The district will purchase five one-year AAC Language Lab online subscriptions at a cost of $129.75 for students experiencing difficulty with speech and requiring tools to replace or augment spoken language.
Collective Bargaining with Association of Cypress Teachers
A public hearing was held regarding the bargaining proposal from the Association of Cypress Teachers for 2024/25 which includes wages, hours of employment, leaves, transfers, and procedures to be used for the evaluation of certificated employees. No speakers addressed the Board during the public hearing, and the Board subsequently voted to accept the proposal.
Revised Declaration of Need for Fully Qualified Educators
On June 13, 2024, the Board adopted the district’s 2024/25 Declaration of Need for Fully Qualified Educators which estimated a need for one Bilingual Authorization and one Resource Specialist emergency permit, one Multiple Subject and two Special Education limited assignment permits, and two interns. Due to an unanticipated need, a revised Declaration of Need for Fully Qualified Educators was adopted to add one Crosscultural, Language, and Academic Development (CLAD)/English Learner Authorization.
Revised Classified Job Descriptions and Salary Adjustments
As part of the district’s ongoing position classification review process, job descriptions are reviewed and salaries are compared with similar positions in neighboring elementary school districts. The Board approved revised job descriptions and salary adjustments for the following positions: Accounting Technician, now Fiscal Services Specialist; Credentials Analyst/Human Resources Specialist; and HR/Substitute Specialist effective October 1, 2024.
Week of the School Administrator
Resolution No. 24/25-4 was adopted recognizing the week of October 14-18, 2024, as Week of the School Administrator.
2025 Employee Health Insurance
The district contracts with the California Schools Voluntary Employees Benefits Association (VEBA) for its employee health insurance. The Board approved renewing a contract with VEBA for the upcoming 2025 plan year. Renewal rates increased between 0% and 7.43% across the seven plans offered by the district.
Gann Limit
The 1979 "Gann Initiative" requires districts to formally adopt an annual appropriations limit based on appropriations from the previous fiscal year with adjustments for changes in cost of living, population, and other factors. The Board adopted Resolution No. 24/25-5 showing the district’s adjusted 2023/24 Gann Limit at $29,677,321 and the 2024/25 estimated limit at $30,796,626.
Unaudited Actuals
As required by Education Code, the Board certified its review of the district's final revenue and expenditure figures for 2023/24. General Fund revenues for 2023/24 totaled $54,838,629.03 versus total General Fund expenditures and transfers out of $57,142,745.16, representing a difference of $-2,304,116.13. The General Fund closed 2023/24 with an ending balance of $12,784,411.81. Funding for 2024/25, given the adjustments to the ending balance from 2023/24, along with designated carryover amounts, is adequate to fund the approved programs for the 2024/25 school year. Resolution Supporting Senate Bill 1315 to Streamline the Reporting Process for School Districts
The Board adopted a resolution in support of Senate Bill 1315 which seeks to improve and streamline the reporting process for California school districts. The bill would require the California Department of Education to report to the Legislature the number of state and federal mandated reports districts must submit with the purpose of identifying those that can be condensed, consolidated, or eliminated from the ever-growing list of reporting requirements.
