Excerpts from the Regular Meeting of the Cypress School District 
Board of Trustees held on December 13, 2018
Oath of Office
Superintendent Anne Silavs administered the oath of office to Trustees Bonnie Peat and Lydia Sondhi, Ph.D. Trustee Sandra Lee was administered the oath by her brother, La Palma Mayor Pro Tem Peter Kim. Trustees Lee and Sondhi were first elected to the Board in 2014 and are returning to serve a second term in office. This is Trustee Peat's first term. All three Board Members ran unopposed during the November 2018 election cycle.

Recognition of Donna McDougall
Trustee Donna McDougall was honored for her 28 years of dedicated Board service in the district.

Recognition of Board President Lydia Sondhi
Trustee Sondhi was recognized for providing outstanding leadership as Board President during 2018.
Each year the Board holds an organizational meeting during which, among other administrative tasks, officers are elected and a schedule of regular meetings is developed for the upcoming calendar year.

Board Meetings are typically held on the second Thursday of each month, at 7:00 p.m., in the Board Room at the District Office, located at 9470 Moody Street, Cypress, unless otherwise noted.
Contracted Speech Therapists
The Board approved an agreement with Pacific Coast Speech Services for a part-time speech therapist to support current speech caseloads through the end of the traditional school year, as well as a full-time speech therapist to cover an employee leave from January through June of 2019, at a total cost not to exceed $103,000.

Updated Classified Job Descriptions
The district routinely reviews classified job descriptions to determine if revisions to job duties and/or adjustments to salary schedules are needed. In December, the Board approved an updated job description for the Account Clerk position, including a change in title to Accounting Technician and an increase in the pay rate from Range 26 to Range 27. The Lead Sprinkler/Gardening Technician job description was also updated and renamed Lead Grounds/Irrigation Technician with no change in salary. 

Revised Management Job Description
The job description for the administrative cabinet position Administrative Director, Human Resources/Induction was revised to include additional areas of responsibility and retitled as Executive Director, Human Resources/Induction. There was no change in salary.

Inspection Services for the Landell Child Nutrition Services Project
The Board approved inspection services agreements for the Landell Child Nutrition Services Project. Work on this project is expected to be completed by May 10, 2019.

  • Inspector of Record services by AW Industries at a not-to-exceed cost of $70,400
  • Materials testing and special inspection services by River City Testing at a not-to-exceed cost of $20,262

Swain License to Use Agreement
The License to Use Agreement with Wisdom Mission School and Chapel for classroom space at Swain Elementary School was extended through June 30, 2019, at the same monthly rate of $4,040.28.

Reimbursement Agreement for Election Costs
The Board ratified an agreement with the City of Cypress for reimbursement of election costs not to exceed $12,500 related to the placement of Measure M on the November 6, 2018, ballot. Melia Homes, Inc. will subsequently reimburse the district for these costs. 

2017/18 Audit Report
The audit report for the fiscal year ended June 30, 2018, prepared by Nigro & Nigro, PC, was presented to the Board. 

2018/19 First Interim Financial Report
The district is required to submit a First Interim Financial Report by December 15 of each year reflecting actual revenue and expenses as of October 31 as well as projected revenue and expenses through June 30. The board certified the district's 2018/19 First Interim Financial Report and authorized filing a positive certification with the Orange County Department of Education and California Department of Education. A Second Interim Financial Report will be presented to the Board in March 2019.

Cypress Education Foundation Board of Directors
The Cypress Education Foundation Board of Directors is comprised of five members – the Superintendent, two directors appointed annually by the Superintendent, and two directors and an alternate appointed annually by the Board of Trustees. At the December meeting, the Board appointed Christine Barnes and Christie Parker as directors and Ethel Bowman as alternate director for 2019.
