BOARD ACTIONS

Consent Agenda

The Board approved a number of routine consent items, including gifts and grants to the district, Human Resources transactions, purchase orders and checks, and contract renewals. Details regarding these items can be found in the Board meeting agenda.  


Grants

The Board approved agreements with the Orange County Superintendent of Schools for participation in the following grant programs: 


  • School-Linked Partnership and Capacity Grants Program - $194,973 in funding to assist with implementation of the Children and Youth Behavioral Health Initiative which supports behavioral health for all of California's children, youth, and their families.


  • Inclusive Early Education Expansion Program Grant - $730,364.48 in funding to support the inclusion of children with disabilities and exceptional needs from birth to five years old in early care and education settings.


Agreement with Association of Cypress Teachers

The Board approved a contract agreement with the Association of Cypress Teachers which includes a 2 percent pay increase effective July 1, 2024. Details of the contract changes can be viewed in the Tentative Agreement.


Collective Bargaining with California School Employees Association (CSEA), Chapter 325

A public hearing was held regarding CSEA’s proposal for 2024/25 negotiations which includes wages, hours of employment, health and welfare benefits, leaves, transfers, safety conditions of employment, effects of layoff, and an update to the term of the agreement to cover the new successor timeline. No speakers addressed the Board during the public hearing, and the Board subsequently voted to accept the CSEA proposal.


A second public hearing was held regarding the district’s proposal to CSEA for 2024/25 negotiations which includes wages, hours of employment, health and welfare benefits, and leaves. No speakers addressed the Board during the public hearing, and the Board subsequently adopted the district’s proposal.


Revised Classified Job Descriptions and Salary Adjustments 

As part of the district’s ongoing position classification review process, job descriptions are reviewed and salaries are compared with similar positions in neighboring elementary school districts. The Board approved revised job descriptions and salary adjustments for the following positions: MOT Rover, now Maintenance, Operations, Transportation (MOT) Rover, and Bus Driver/Utility Worker.


Revised Certificated Substitute Salary Schedule

The Board approved a revised certificated substitute salary schedule to add the position of School Psychologist.


Transportation Services Plan

The district’s 2025/26 Transportation Services Plan, which describes the transportation services offered to students and how services are prioritized, was approved by the Board.


Concrete and Asphalt Master Agreement

The Board awarded a unit price bid master agreement to Ben’s Asphalt, Inc. for use on an as-needed basis for various concrete and asphalt projects throughout the district. The initial agreement term is one year with the option for subsequent one-year renewals in accordance with Education Code. Each project initiated under the master agreement will be presented for Board approval. 


2024/25 Second Interim Financial Report

School districts are required by the state to submit two interim financial reports each fiscal year and certify if the district will (positive certification), will not (negative certification), or might (qualified certification) meet its financial obligations for the current and two succeeding fiscal years. The Board approved filing a positive certification for the district’s 2024/25 Second Interim Financial Report.


Governance Handbook

The Board adopted an updated Governance Handbook which incorporates revisions made during the Good Beginnings Board Governance Workshop held in February.

INFORMATION/DISCUSSION

Workforce Housing

The Board discussed future interest in studying workforce housing, which helps middle-income households find housing in the area where they work. At the conclusion of the discussion, the Board agreed the next step would be to discuss the topic at the the upcoming joint ad hoc committee meeting with the city of Cypress in April.
