SPECIAL ACTIVITIES

School Presentation: Steve Luther Elementary School 

Students from Mrs. Roumeliotis' kindergarten class and Mr. Keuhn's fourth/fifth grade combo class modeled a typical meeting of Luther's Little/Big Buddy Program and included Board Members in working on their Thankful Chain as part of November's trait of being thankful and grateful.

Staff Report: Student Achievement

Rena Gibbs, Ed.D., Coordinator, Curriculum and Instruction, provided the Board with an overview of the district's 2025 California Assessment of Student Performance and Progress (CAASPP) results and discussed the instructional efforts that support student growth. 

BOARD ACTIONS

Consent Agenda

The Board approved a number of routine consent items, including gifts to the district, Human Resources transactions, purchase orders and checks, and contract renewals. Details regarding these items can be found in the Board meeting agenda.  


Pacific Symphony Class Act Program at Morris

The Board approved an agreement with Pacific Symphony for Morris’ participation in their Class Act program at a cost of $4,224, which will be reimbursed by the school’s PTA. The goal of the Class Act program is to increase awareness of classical music for elementary school students. 


Teacher Induction Program

A Memorandum of Understanding with the Orange County Superintendent of Schools was ratified for administration of the 2025/26 Teacher Induction Program at no cost to the district. This program provides professional development and support to new teachers who must clear their preliminary credential through a teacher induction program.


Temporary Speech-Language Pathologist

To address a need created by an employee leave of absence and a heavy caseload, the Board approved the use of a master agreement with The Stepping Stones LLC to contract for a temporary full-time speech-language pathologist for the period October 29, 2025, through December 19, 2025, at a cost not to exceed $33,000.


2025/26 Fall Deferred Maintenance Project

The Board approved the 2025/26 fall deferred maintenance project by M.P. South, Inc. under the previously approved 2021 Maintenance/Construction Unit Price Bid Master Agreement, at a total cost of $178,234.32. Work will include casework replacement at King and Vessels, gutter replacement for Buildings A and F at Morris, and repair and/or replacement of classroom doors/frames in designated locations districtwide. Work will be completed by January 2026.


Annual and Five-Year Developer Fee Reports

The Board approved the district’s Annual and Five-Year Developer Fee Reports for 2024/25. These reports provide a summary of the fees collected during the previous fiscal year, any interest earned, and expenditures made to support school facilities impacted by new development, and also identify any unspent funds, describe the purposes for which those funds are intended, and confirm that all developer fees are used solely for school facility needs in compliance with applicable state law.


Developer Fee Justification Study

School districts must obtain a fee justification study to determine eligibility to impose higher developer fees paid by property owners and developers to mitigate the impact created by new development on school facilities. The Board approved an agreement with Koppel & Gruber Public Finance to prepare a fee justification study, at a cost not to exceed $6,500, to determine if the district is eligible to impose the higher fees scheduled to be approved by the State Allocation Board in January 2026.


Board Member Compensation

Board member compensation is set by Education code and is based on a district’s average daily attendance. In October, Assembly Bill 1390 amended Education Code to increase board member compensation limits, which for Cypress School District is an increase from $240 to $1,200 per month per Board Member. Following discussion, the Board voted to postpone a motion to increase their compensation to the maximum allowed by Education Code until the December 11 Board Meeting when they receive the district’s First Interim Budget Report.


Annual Organizational Meeting

As required by Education Code, the Board identified Thursday, December 11, 2025, at 7:00 p.m., as the date and time for its annual organizational meeting. At this meeting, the Board elects officers and committee representatives and sets the schedule of meetings for the upcoming calendar year.

INFORMATION/DISCUSSION

Agreements with City of Cypress for Park Facilities

The district and city of Cypress have agreements that allow the city to use portions of the district’s properties as community parks. Those parks are:


  • Damron Park, adjacent to the Damron school site
  • Rosen Acacia Park, adjacent to the Swain/MOTT site
  • Vessels Park, adjacent to the Vessels school site


The Board discussed the three properties, including the specific locations, maintenance responsibilities of each party, and agreement lengths. Based on information from this discussion, the district will work with the city on restated agreements, which will be presented for Board approval in December.  


City of Cypress and Cypress School District Joint Committee Meeting

The Board agreed upon the following topics for discussion at an upcoming joint committee meeting with the city of Cypress:


  1. Update on the status of the race course property, housing element, and plans for professional vs. family housing
  2. A possible city/school district leadership social mixer
  3. City support for school safety
