Board Approves 2019-2020 Audit
Ben Leavitt, a partner from the certified public accounting firm of CWDL (Cossolias/Wilson/Dominguez/Leavitt C.P.A.s) presented an overview of the 2019-2020 annual audit report. The Board approved the audit as presented.

Board Approves 2021-2022 Budget
Doug Roberts, interim vice president, business & finance, presented the 2021-2022 final budget and the board approved the budget as presented. The proposed budget was presented at a campus forum on August 31, and then the Planning and Budget Committee met and recommended the final budget to the superintendent/ president for presentation to the Board of Trustees.

Board Approves 2021-2022 Initial Proposal from NVC Faculty Association

The Board of Trustees approved the 2021-2022 Initial Proposal for Negotiations from the Napa Valley College Faculty Association/CCA/CTA/NEA.


Additionally, the Board approved the 2021-2022 Initial Proposal for Negotiations from the Napa Valley College Faculty Association/CCA/CTA/NEA for the contract period beginning July 1, 2021.

Agreements and Contracts Approved
The Board of Trustees approved agreements with:

On the Move; Neighborhood Initiatives: Human Services and Addiction Studies internship programs contract for off-campus internships 

California Department of Education: Contract with the California Department of Education for the California State Preschool Program (CSPP-1327) FY 21-22.

Watts Specialties LLC:Purchase of 24” Multi-Axis Pipe Cutter for NVC Welding program using Strong Workforce categorical funds.

Cabrillo Community College District: Strong Workforce Program Regional Fund Agreement with the Cabrillo Community College District (fiscal agent) based on the Strong Workforce Regional Fund Agreement between the Fiscal Agent and California Community Colleges Chancellor's Office.

Update on CEO Search

Trustee Beth Goff, who is chairing the hiring committee for NVC's new superintendent/president, provided a brief overview on the process to date. The senate presidents have submitted their selections for the hiring committee. Additionally, the president of each constituency group has solicited information from the membership on what is needed and desired in a new superintendent/president. Trustee Goff will be meeting with the senate leadership on September 10, and the feedback will be used in developing the position profile.

Update on Emergency Operations Plan

Police Chief Amber Wade provided an update on Napa Valley College's Emergency Operations Plan, noting that it is one of the most robust plans in the system. She acknowledged Chief Ken Arnold as well as the Emergency Response Committee for their assistance and highlighted the work done on hazard analysis as well as the degraded air quality plan.

Update on COVID-19

Dr. Kraft provided an update on COVID-19 as it relates to Napa Valley College. He noted that surveys are going out to students as well as staff and faculty to gather information regarding vaccination status and preferences around in-person vs. online classes. That information will be brought to the October board meeting for consideration related to a vaccine mandate.

First Reading of Board Policy

The Napa Valley College District is in the process of updating and revising its Board Policy Manual with the assistance of the Community College of California (CCLC) Policy and Procedure Service. This Board of Trustees had the first reading of:

BP 5110 Counseling: This policy was adopted by the board at the July 8, 2021 meeting. The Council of Presidents proposes a modification of the document.
Update on Standard IV.C BOT/Accreditation
Dr. Robyn Wornall and Dr. Jim McGowan presented the draft of Standard IV.C of the Institutional Self-Evaluation Report for Accreditation. Standard IV.C specifically relates to the Board of Trustees and includes 13 standards. The Board was invited to submit written comments to Trustee DeLuna, who serves on the Accreditation Steering Committee.

Biannual Update on Career Education
Dr. Doug Marriott, senior dean, career education and workforce development, presented a report on Career Education/Biannual Review. Programs are reviewed every two years by the governing board to ensure that the program meets a documented labor market demand; does not represent unnecessary duplication of other manpower training programs in the area; and is of demonstrated effectiveness as measured by the employment and completion success of its students.

Update on NVC Basic Needs Center
Benjamin Quesada, manager of student life, and Kyler Thompson, Basic Needs office coordinator, presented an update on the Basic Needs Center, which will have an official ribbon cutting ceremony in November. The goal of the center is to increase equitable access to nutritious food, stable housing, and financial, physical, and mental wellness resources for students.
