Board Refuses Effort to Protect Community from Repeat Violent Offenders

At Tuesday’s Board meeting, I made a motion for the Board to review its Trust Policy in light of the murder of Stephanie Minter, as well as other recent events when the policy has prevented Fairfax County law enforcement from collaborating with federal agencies to protect residents from repeat, violent offenders.


Although my motion only called for discussion, rather than specific changes to the policy, not one member of the Board supported the motion.


The Trust Policy prohibits any proactive communication by County employees, including the Sheriff and Police Department, with federal immigration authorities. My motion simply requested a staff review of the policy with a Board discussion, including possible support for residents who may fear reporting a crime due to their immigration status. It did not require an outcome.


This motion followed my comments at our last Safety and Security Committee meeting when I discussed the most recent failure of our Commonwealth’s Attorney to keep our residents safe - the murder of Stephanie Minter by a repeat, violent offender who had over 100 interactions with police and over 30 arrests – including five for malicious wounding and one rape. Several Board members joined me at that meeting in expressing the need to do what we can to address these failures. However, when I presented my motion at the Board meeting Tuesday to have further discussion on the related County policy, not one of my colleagues supported a deeper look at what we could do to keep our communities safer.


In the case of Stephanie Minter, several leaders in our police department resorted to begging the Commonwealth’s Attorney to get her killer off the street, as they were prohibited by the County’s Trust Policy from talking with a federal agency that could have removed the threat from our community.


The problems with our criminal justice system are many:



  • The 2021 General Assembly session changes that removed the presumption against bail for violent offenders accused of serious crimes (Herrity Report) and allowed Stephanie Minters killer to be released by the magistrate in January of 2025 after his assault and battery arrest;


  •  An incompetent Commonwealth’s Attorney that botches cases and treats violent offenders in the country illegally better than those that are here legally;


  •  A Sheriff who has the power and authority to remove violent offenders from our streets but is still refusing to honor the immigration detainer on Stephanie Minter’s killer; and,


  • A Board of Supervisors majority that with a simple revision of the Trust Policy could allow the County to get repeat violent offenders out of the community.   


Sadly, this is not the first time a convicted, repeat, violent offender who is in the country illegally has been released into our community and committed additional violent offenses. It is also not the first time that our incompetent Commonwealth’s Attorney has dismissed cases because he failed to notify or subpoena witnesses involving convicted, repeat, violent offenders who are citizens, despite the success of his predecessors in prosecuting cases without witnesses.


Our Board does not have authority to solve many of the problems with our justice system, but we must do what we can do to protect our residents, starting with reviewing the Trust Policy.


Finally, I would ask those that refused to second a discussion that puts public safety ahead of political agendas – if not this then what?

Teen Job Fair



Over 600 students and 35 businesses participated in our last Teen Job Fair of the 2026 series. I spoke to a number of students that walked away with summer employment and many others with interviews. Willow Springs Elementary School Community Update



Attended the Willow Springs Elementary School community update to hear residents’ compliments, concerns and issues with the new design. Lots of excitement about the renovation and converting the triangle shaped classrooms to much more efficient rectangle shaped classrooms. 

Northern Virginia Chamber of Commerce State of the Region



Joined business and community leaders at the Northern Virginia Chamber of Commerce’s Annual State of the Region Program. The speakers and panelists discussed challenges facing our region including the transformative nature of AI, the impact on the workforce of the availability of affordable child care and housing.

Future Acres Urban Farming Tour


Toured Future Acres Urban Farming to see firsthand how their farming operation captures food waste from County residents and farmers’ markets and turns it into fertilizer and high protein animal feed.

Early Voting on Redistricting Constitutional Amendment

 

Early voting for the statewide Redistricting Constitutional Amendment Special Election has begun and will be available until April 18th.


Please take the time to truly educate yourself on the Redistricting Constitutional Amendment. Some of my thoughts are below:


  • Five years ago, 66% of Virginia voters approved a bipartisan redistricting commission that resulted in Congressional Districts that are currently rated as one of the fairest in the country. The maps proposed if the current amendment passes would be among the least fair in the country even though the ballot description approved by the General Assembly calls them “fair”.


  • The amendment is being billed as “temporary”. Temporary will be until the election after the 2030 census or 3 congressional elections – hardly temporary.



  • If the Constitutional Amendment passes it will split Fairfax County into 5 separate Congressional Districts.


  • The proposed maps disenfranchise rural Virginia and have no majority African American or majority Hispanic seats.

Free Tax Preparation


As we approach tax season, AARP’s free federal tax return preparation and e-filing program begins the first week of February. This program is free for anyone to access and will have counselors at 11 centers in Northern Virginia to assist residents in their preparations for the tax season. Taxpayers need to bring with them: a photo ID; Social Security cards for themselves and dependents; a copy of last year’s tax return (even if taxes were done at the site the prior year) and all tax documents they have received including but not limited to W-2s, Social Security benefit statements, 1099 interest, dividend, and pension/IRA statements, brokers' statements, K-1s, and W-2Gs for gambling winnings. Rebuilding Together Free Home Repair


Rebuilding Together Arlington/Fairfax/Falls Church (RT-AFF) provides free critical home repairs and accessibility modifications to help older adults, people with disabilities, and families under financial strain live safely at home. Volunteers can install grab bars and stair rails, improve lighting, make minor plumbing and electrical repairs, ensure proper dryer venting, build wheelchair ramps and more.

 

Fairfax County homeowners with incomes below $74,800 for individuals or $85,450 for two people qualify, with higher limits for larger households.

Fix a Toilet Leak



Leaky toilets are the most common source of household water loss. Fairfax Water has provided a way to identify any toilets in your home that may be leaking.

1.      Flush your toilet.

2.      Wait five minutes, then remove the tank lid.

3.      Place one dye tablet or five drops of food dye into the tank. Wait 15 minutes.

4.      If the dye appears in the bowl, you have a leak.

ConnerStrong Foundation Fun Run (March 28)


The ConnerStrong Foundation will be hosting it’s 10 annual 5k to raise awareness for mental health on March 28 at 8 am at Belle Haven Park. Fairfax County Neighborhood and Community Services will be hosting a career expo on April 4th, from 11 am until 3 pm at The St. James (6805 Industrial Road, Springfield). This career expo will have over 30 employers, workshops to help build your resume and career, interactive activities, and community resources to help you find your next job. Tax Relief Workshop (April 4)


Fairfax County’s Department of Tax relief will be hosting their annual Tax Relief for Seniors and People with Disabilities Workshop at the West Springfield Government Center from 10:30 am until 1 pm on April 4th. Springfield Budget Town Hall (April 7)


I will be hosting my annual Springfield District Budget Town Hall on April 7th at 7pm on Channel 16 and Facebook Live. During the town hall I will share my thoughts on the budget and answer questions from callers. Fairfax County Public Budget hearing (April 14, 15, and 16)


Please consider sharing your opinions on the new meals tax, the proposed 4% increase in taxes for the average homeowner and the budget at the Board’s budget public hearings on April 14th, 15th, and 16th. Free Shredding Events (April 18 and 25)


Your Right Move and ECHO will be hosting free paper shredding events on April 18th and 25th. ECHO’s free shredding event will be on April 18th, from 11 am until 2 pm in the Kirkwood Presbyterian Church parking lot (8336 Carrleigh Parkway, Springfield) and Your Right Move’s free shredding event will be on April 25th, from 9 am to 12 pm in the Christ Church parking lot (7600 Ox Road).

Summer Concert Series


The Summer Concert Series in Burke Lake Park is returning this summer on Wednesdays from June 24 to August 19 – nine great bands like The Randy Thompson Band, The Road Ducks, The Skip Castro Band, The English Channel among others in family and dog friendly environment. Bring a lawn chair or blanket, the dog and the kids. We will food trucks, 2 Silos beer, ice cream and so much more.

Four-Legged Friend

Kouper is a sweet young pup who has settled in well with us and is looking for a patient, understanding home where he can build confidence at his own pace. He can be a bit head-shy and prefers when people let him choose when to say hello, but once he feels comfortable, his gentle nature shines through. He hasn't shown much interest in toys here, but as a young dog, he may just be waiting for the right environment to feel playful. He did great with his food test and simply appreciates having space while he eats. With other dogs, Kouper can be curious but unsure, so we recommend a meet-and-greet for families with resident dogs. With time, kindness, and continued socialization, Kouper has all the potential to grow into a wonderful, loyal companion.
