KYLE IVERSON APPOINTED TO NVC FOUNDATION BOARD
NVC board member Kyle Iverson was appointed to the Napa Valley College Foundation board of directors. His appointment is anticipated to be approved at the Foundation board meeting this week. The NVC Foundation provides scholarships, supports development of improved methods of instruction, updates classroom and lab equipment, provides needed materials for the college, and supports student success programs.
UPDATES
PROTOCOLS FOR CAMPUS CLOSURES AND MODIFIED OPERATIONS
Former NVC Police Chief Ken Arnold presented guidelines to address loss of power, wildfire smoke, and other circumstances causing campus closure or modified operations. The plan, which doesn't only address planned power shutoffs but is broader in scope, will be added to the College's existing emergency operations plan. It includes an action timeline, checklists, air quality guidelines, and more.

ENVIRONMENTAL SUSTAINABILITY OVERVIEW
Asst. Superintendent/Vice President Robert Parker presented campus initiatives and activities related the the District's commitment to promoting environmental
stewardship and long-term sustainability with regard to resource development,
allocation, and use. Items included lighting upgrades, solar field, waste removal, water bottle filling stations, electric vehicle charging stations, landscape irrigation, e-waste disposal, products used in the cafe, and the Greenbelt/Arboretum project.
PARTNERSHIP AGREEMENTS APPROVED
The Board of Trustees approved partnership agreements with:

St. Helena Hospital : Approved updated clinical affiliation agreement between St. Helena Hospital for clinical experience with NVC's Health Occupations' students. 

La Luz Center : Agreement for Napa-Sonoma Small Business Development Center (SBDC) to contract with the La Luz Center to provide business advising and marketing services to the Hispanic community in Sonoma Valley.

Cabrillo Community College District : BACC Strong Workforce Program Regional Fund agreement Between Cabrillo Community College District and Napa Valley Community College District.
CURRICULUM CHANGES APPROVED
The Board of Trustees approved curriculum changes as recommended by the Curriculum Committee and the Academic Senate.
2020-2021 LEGISLATIVE PRIORITIES APPROVED
The Board of Trustees approved the Legislative Priorities for 2020-21 as outlined by the Community College League of California. Priorities include:

  • Budget advocacy
  • Equity and affordability/financial aid
  • Infrastructure and learning resources/deferred maintenance
  • CalSTRS and CalPERS/fund pension liabilities
  • Student needs/mental health services funding
  • Continuation and expansion of Baccalaureate degrees at California community colleges
  • Statewide collaboration and efficiency/integrated library system
SABBATICALS FOR 2020-2021 YEAR APPROVED
Aaron diFranco
Dr. Aaron DiFranco’s one-semester sabbatical (spring 2021) is to develop and practice research and writing skills to investigate his family heritage and journey to Napa within the context of Italian and Italian American influences on the development of the North Bay Area's wine country. The project will be used as a future model for classroom research and writing activities; to develop credit and noncredit curriculum and related materials; and explore partnerships to advance academic and career pathways for students.
Iris Dunkle
The purpose of Dr. Iris Dunkle’s one-year sabbatical leave (fall 2020 and spring 2021) is to release her book and attend readings, interview, and campus visits across the US; and to research and write a biography on Sanora Babb. The project will be used in the development of a local English 120 course and nonfiction biography class specific to Sanora Babb, Dust Bowl, and Migration. The biography class may also be used as a model for other institutions in the US.
NON-RESIDENT TUITION INCREASED
The District is required to review the nonresident tuition fee in January of each year to determine the appropriate rate to be charged in the following academic year. Using information provided by the California Community Colleges Chancellor's Office regarding the average expense of education per full-time equivalent student and the tuition charge per semester unit for non-resident students, the Board approved an increase to $290 for the 2020-2021 academic year (the current charge is $265 per semester unit). In addition, the District may also charge a fee per semester unit to support capital outlay (based on historical capital outlay expenses for the District). The Board agreed to increase the $3.74 per semester unit to $5.
Reports
SENATE AND ASSOCIATION REPORTS
Dr. Eileene Tejada (Academic Senate)
Dr. Tejada reported that the Academic Senate and the President's Office are working together to add faculty to Institutional Effectiveness and Partnership Initiative (IEPI) grant. She noted that she is looking forward to collaborating on professional development with an eye on instructional design. Dr. Tejada also reported that the Senate has endorsed a revised flowchart process to approve BPs and APs, and will bring it to the Council of Presidents.

Valerie Mull (Union of Classified Professionals)
Ms. Mull welcomed the two new classified staff members who will be working in the business office. She also noted that the Classified Union has been working with Senate on setting up scholarships to award to classified staff and their families in March and April. The Classified Union amended its bylaws after finding out it was out of compliance; now, instead of two vice presidents, there is one VP and one grievance officer.

Christopher Hernandez Sotelo (Associated Students of Napa Valley)
Student Trustee Pablo Leon presented in Mr. Sotelo's absence. ASNVC kicked off the semester with two events: Welcome Back tables and Club Rush. ASNVC is currently planning its March conference and has submitted proposals to different departments on campus. The ASNVC bylaws are in the second stage of being adopted and will be uploaded to the website as soon as they are approved. Current initiatives include increasing collaboration between ASNVC and ICC, marketing the ASNVC brand, the ASNVC Student I.D. card, and development of a new document to promote and market all ASNVC projects and events.

Marty Shoemaker (Classified Senate)
Mr. Shoemaker shared that the Senate is working with the President's Office on Classified Appreciation Week and with HR to offer more “flex day” training for classified staff during summer.

Dr. Ron Kraft (Superintendent/President)
Dr. Kraft announced that he is going to re-institute brief VP reports at each board meeting to assure the Board is getting updates from all areas. He noted that the campus student housing project is moving along nicely and provided a brief update on the housing workshop with faculty, staff and students. Next week, the District will issue an RFP for a bond underwriter. Robert Parker, VP of Administrative Services, reported that he would bring a contract with Scion to the board in March.  Dr. Kraft also thanked the ASNVC for their work to get a voter drop box on campus and invited Oscar De Haro to say a few words about the 2nd Annual Mariachi Festival on April 25.
