FAYE SMYLE APPOINTED INTERIM ASST. SUPERINTENDENT/VICE PRESIDENT OF ACADEMIC AFFAIRS
The Board of Trustees approved the appointment of Professor Faye Smyle as NVC's interim Asst. Superintendent/Vice President of Academic Affairs, for one year effective July 1, 2019. Faye has nearly 30 years of community college experience including almost 20 at NVC. Currently professor/program coordinator for the Child & Family Studies and Education Program, Faye has served in a variety of capacities on campus including Acting Dean of Arts and Humanities (2014-2015), Interim VP of Instruction, which is now the AS/VP, Academic Affairs position (2013-2014), and Dean of Instruction and Economic Workforce Development (2011-2015).

The Board renewed four-year contracts for:

BOARD ADOPTS RESOLUTION SUPPORTING LGBTQ MONTH
The Board of Trustees adopted a resolution supporting LGBTQ month and honoring the leadership role that Napa Valley College has taken in LGBTQ education and support. The Board recognized the College’s contributions and support of the LGBTQ+ community and Pride Month through our policies, actions, innovative educational programs, and professional development training. Additionally, Trustee Iverson requested and the Board approved to fly the LGBTQ rainbow flag during the month of June 2019.

Updates
NVC TO SUBCONTRACT WITH NAPA COUNTY OFFICE OF EDUCATION TO RUN CHILDCARE CENTER
The Board of Trustees approved a subcontract agreement with Napa County Office of Education (NCOE) to operate the NVC childcare center, effective August 1, 2019. NCOE is the premier provider of early childcare services in Napa County, operating nine sites in Napa, American Canyon, St. Helena, and Calistoga, with 24 California State Preschool Program classrooms, serving 700 young children and families. Shifting operations of the child care center to Napa County Office of Education (NCOE) Early Childhood Services will enhance the existing program, and NVC and NCOE will work together to ensure that it continues to be a high-quality preschool that meets the needs of the population it serves. NCOE Superintendent and NCOE Director of Preschool Programs, attended the meeting and shared information about their background running award-winning, high-quality, inclusive programs from birth through five, and their plans to enhance the program. Charo Albararran and the NCOE representatives addressed questions and reassured concerned parents and teachers that all staff were being offered opportunities for reassignment if they did not choose to apply to work with NCOE.

2019-2020 BUDGET APPROVED
The Board of Trustees approved the tentative budget for FY 2019-2020. The budget, which includes General Fund-Unrestricted details as well as an overview of the tentative budget for all other funds, was first approved by the Planning and Budget Committee in May. After a budget forum to receive input and feedback from the College community, the tentative budget was sent to the Audit and Finance Committee for review earlier this month.

PARTNERSHIP AGREEMENTS APPROVED
The Board of Trustees approved partnership agreements with:

  • American Canyon Family Resource Center: career center and financial literacy services
  • Napa County Hispanic Chamber of Commerce: marketing, administrative and data collection for Napa-Sonoma SBDC.
  • MENTIS of Napa County: continue bilingual mental health services at Napa Valley College two days per week. 
  • Napa Valley Unified School District: College and Career Access Pathway (CCAP) dual enrollment agreement
  • St. Helena Unified School District: College and Career Access Pathway (CCAP) dual enrollment agreement 
REPORT ON CAREER EDUCATION BI-ANNUAL REVIEW
Dianna Chiabotti, Senior Dean, Career Education and Academic Pathways provided a comprehensive report on this year’s bi-annual review of Career Education programs as required by Education Code section 78016. The law requires that every two years, the Board of Trustees review all Career Education programs to be sure they:

  • Meet labor market demands
  • Don't create unnecessary duplication with other work force training programs
  • Have demonstrated effectiveness as measured by the completion and success rates of students
Dianna also commended faculty member Claudette Shatto
for going above and beyond. "She is selfless with her time and expertise with every other program in the department. She is a tremendous asset."
Dual Enrollment
FIVE-YEAR CAPITAL OUTLAY CONSTRUCTION PLANS
The California Community Colleges Chancellor's Office requires an annual submission of the 5-Year Capital Outlay Construction Plan by the District. Bob Parker presented the District's list of capital improvement projects (in order of priority), which was based on input gathered by the Facilities Committee and from the Facilities Master Plan. The Board approved the priority list; however, that doesn't constitute a commitment to spend or a constraint on project development.

STUDENT EQUITY PLAN
Chris Farmer and Robyn Wornall presented a three-year Student Equity Plan as required by the Chancellor’s Office.
A sub-committee/Task Force of the Equity and Inclusivity Committee collaborated in developing the information in the Plan. The work group included: Chris Farmer (lead), Robyn Wornall, Luis Alcazar, Alejandro Guerrero (Faculty), Janet Stickmon (Faculty), Howard Willis, and Oscar De Haro. The Plan was reviewed by the Student Success Standards Committee, ASNVC, Counseling Division, Student Affairs Council, Planning and Budget Committee (endorsed), Academic Senate (approved for submission), and Cabinet.

Napa Valley College’s 2019-2022 Student Equity Plan (SEP) outlines a comprehensive effort by faculty, staff, and administrators to further reduce the equity gaps for the disproportionately impacted (DI) groups identified in this plan, along with efforts to increase the success of all of our students.

SENATE AND ASSOCIATION REPORTS
Christopher Hernandez Sotelo (Associated Students of Napa Valley)
Christopher shared his commitment to fulfill his duties as newly elected president of the ASNVC to the best of his abilities. The ASNVC recently had a successful retreat and had lots of training on Robert's Rules of Order and other procedures that will help ensure ASNVC is effective moving forward. The ASNVC has two meetings scheduled for this summer dedicated to planning and preparation for fall.

Valerie Mull (Union of Classified Professionals)
Valerie said it had been a pleasure working closely with HR, Child Development Center staff and classified union over the last month and she was thankful for the time invested by all parties. She said that the decisions related to the CDC were thoughtful, conscientious, and appropriate. She reminded everyone that the Union's responsibility is to fight for the jobs we have and the Union has signed an MOU and come to an agreement that will make that happen.

Dr. Ron Kraft, Superintendent/President
Dr. Kraft provided an update on campus housing. He shared the preliminary findings from the housing feasibility survey of NVUSD faculty and staff. The Board is expected to approve a contract at the July board meeting to begin negotiations with a developer/project manager. The board is currently planning to approve a pre-development agreement on August 22 -- this is a special meeting scheduled after students and faculty return.
