This communication provides a summary of the key actions and highlights from the most recent public meeting of the Board of County Commissioners (BOCC).

KEY HIGHLIGHTS

Commissioners Honor Chief Financial Officer (CFO) for Nationally Recognized Finance Credential

 

The Board of County Commissioners (BOCC) presented a Certificate of Recognition to Chief Financial Officer (CFO) Kelcee Mace for earning the Certified Public Finance Officer (CPFO) credential through the Government Finance Officers Association (GFOA).

 

The CPFO designation is a nationally recognized achievement in public finance and is awarded to professionals who demonstrate advanced knowledge and leadership in government financial management. To earn the credential, candidates must complete seven rigorous examinations covering key areas such as accounting, budgeting, debt management, procurement, and risk assessment. Additionally, candidates must also maintain an active membership and ongoing professional development through GFOA.

 

With fewer than 500 active CPFO credential holders nationwide, this accomplishment highlights both the selectivity and significance of the program.

 

Ms. Mace’s achievement strengthens Washington County’s financial leadership and reflects a continued commitment to responsible fiscal management and sound governance. The Commissioners congratulated her on this milestone and recognized her dedication to public service.

MOU with the Town of Boonsboro and Clear Spring


The Board of County Commissioners (BOCC) received a presentation on proposed Memoranda of Understanding (MOU’s) with the Towns of Boonsboro and Clear Spring. The MOU’s allow Washington County to collect all building and trade permit fees, including excise taxes, for projects within those municipalities. Currently, the Towns of Boonsboro and Clear Spring handle their own collection of fees. The proposal has no fiscal impact. The process is now standardized across participating towns, streamlining permitting and inspections for these areas.

Governor’s Office for Children FY27 Community Partnership Agreement Award


The Board of County Commissioners (BOCC) approved the acceptance of the FY27 Community Partnership Agreement award from the Governor’s Office for Children. The funding will support seven (7) programs serving children, youth, and families in Washington County. The funding includes the following programmatic strategies provided by various county support agencies: Family Centered Support Services, School-Based Mental Health Services, Disconnected Youth Program, Youth Shelter, Local Care Team Coordinator, Out of School Time Program, and Youth Mentoring, and administrative costs for the Office of Grant Management. This award ensures continued support for local initiatives promoting the well-being of children and families.

OTHER ACTION TAKEN BY THE BOARD

  • The Board of County Commissioners (BOCC) approved multiple purchase awards and contract renewals across various County departments.
  • The Board of County Commissioners (BOCC) received FY27 budget presentations on Water Quality, and Solid Waste. Additionally, the BOCC received  Draft 2 of the 2027–2036 Capital Budget  with detailed adjustments.
  • The Board of County Commissioners (BOCC) reviewed and approved a 10-year lease agreement for 1,572 square feet of office space at 500 Western Maryland Parkway for the District Court of Maryland, Commissioners Office.
