This communication provides a summary of the key actions and highlights from the most recent public meeting of the Board of County Commissioners (BOCC).

KEY HIGHLIGHTS

Board Approves Advanced Life Support Service Memorandum of Understanding


The BOCC approved an Advanced Life Support (ALS) Service Memorandum of Understanding and Joint Billing Agreement to provide clarity and establish uniform procedures, practices, and pricing for all EMS companies and mutual aid partners cooperating with the County’s Division of Emergency Services (DES). A fee will apply anytime an ambulance is staffed for only basic life support (BLS), and subsequently requires ALS assistance from the County’s Division of Emergency Services as part of the patient’s prehospital care. By standardizing how paramedic intercept services are delivered and establishing a fee for performing ALS services to patient’s being transported by DES, the agreements ensure consistent, high-quality care for patients, greater coordination among local EMS providers, and improved efficiency during emergencies.

Board Approves Purchase of New Snow Plow Trucks


The BOCC authorized the Washington County Highway Department to purchase two (2) new 2027 Mack Granite plow trucks equipped with J&J dump beds and plow packages in the amount of $597,609. These new vehicles will replace older trucks that have exceeded their recommended service life and will ensure that the County’s snow removal fleet remains reliable and efficient. The upgraded trucks are specifically designed for heavy snow and ice operations and will enable Highway crews to clear roads more quickly and safely during winter storms. By utilizing a cooperative contract awarded by Sourcewell to Baltimore Truck Center, Inc., the County also benefits from cost savings and administrative efficiencies. With this purchase, residents can expect continued high-quality service throughout the winter season.

Black Rock Golf Course Announces Plans for New Training Center


The Board received an informational update on plans for the Black Rock Golf Course Training Center. The Washington County Public Golf Corporation, also known as the Black Rock Golf Board (Golf Board), is leading a capital fundraising campaign to construct a new Training Center without County funds. The new Training Center is funded 100% by private donations, contributions and existing funds received from the John Howard Trust. The new Training Center will upgrade the existing driving range and includes covered and open bays, a short-game practice area, and synthetic putting and chipping greens. The facility will provide year-round opportunities for community organizations, student athletes, and golfers of all ages. To help finance the project, the Golf Board plans to solicit naming rights for the new Training Center, with final name selection being subject to the review and approval of Board of County Commissioners. No changes to the names of the golf course or clubhouse are being proposed. Donations received will be managed by the Community Foundation of Washington County; and, proceeds will support construction, maintenance, and golf education programs. The Training Center is expected to enhance the role of Black Rock Golf Course as a central, community venue for school programs, clinics, and tournaments.

OTHER ACTION TAKEN BY THE BOARD

  • Board approves the submission of the FY26 Maryland Institute for Emergency Medical Services Systems (MIEMSS) Cardiac Device Grant in the amount of $29,000 and to accept awarded funding. This grant requires matching funds of 50% (up to $29,000) from the Washington County Division of Emergency Services (DES) and will allow DES to purchase updated LifePak cardiac monitors / defibrillators to replace outdated devices.

PUBLIC HEARINGS

The Board of County Commissioners held three public hearings on proposed zoning text amendments: RZ-25-002, RZ-25-003, and RZ-25-004. Each hearing provided an opportunity for public input on potential changes to the county’s zoning regulations. No action was taken on any of the proposed text amendments.

RECOGNITION

The Board of County Commissioners (BOCC) has officially proclaimed September 2025 as Citizens’ Emergency Preparedness Month. The proclamation was formally presented to the Office of Emergency Management during the Board meeting. This proclamation highlights the critical importance of both individual and community preparedness in responding to emergencies and disasters.

At the BOCC meeting, the 2025–2026 Washington County Farm of the Year was announced as Crown Stone Farm in Clear Spring, MD. Co-owned by John and Pam Schnebly and their family, the nearly 300-acre historic dairy farm has been in continuous operation since 1817. The farm was recognized for its leadership in agriculture, sustainable practices, community engagement, and dedication to preserving Washington County’s farming heritage.
