Key Points from the Regular Meeting

held on February 19, 2025

  • The Board accepted the resignation of John Ellsworth, Justice of the Peace for Precinct 2 (Casa Grande Justice Court), effective February 28, 2025, and set out the process for appointing a replacement to see out the remaining term through 2026. Justice Ellsworth, who has served since 2014, has decided to retire. He previously served the Pinal County community as a law enforcement officer for 36 years. Applications will be reviewed by Supervisor Miller and Supervisor Vitiello. Eligibility requirements and instructions on how to apply are contained below. (Item 13)
  • The Board approved, as presented, two planning and zoning items related to rezoning 3238.7± acres of land to ‘Special District’ land-use designation and Large Master Plan Community, generally located north of Bella Vista Road, south of Hash Knife Draw Road, and east of Hunt Highway in the San Tan Valley area. (Items 11 - 12)
  • Recorder Dana Lewis provided updates related to the Elections Department. She said that the County is working with the Secretary of State's Office to review proposed changes to the Elections Procedure Manual (EPM). Recorder Lewis said that the Voter Education Working Group will meet on Friday, February 28th, at 3 p.m. at the Pinal VOTES building, where the discussion will be around ballots that cannot be tabulated. The Elections Department will present to the Board of Supervisors on the possibility of re-precincting at the March 13th Work Session Meeting. (Item 5)
  • Chairman Miller and Recorder Lewis provided updates from a CSA (County Supervisors Association) and AACo (Arizona Association of Counties) perspective respectively, related to the 2025 state and federal legislative session. (Item 4)
  • In the Supervisor District Update, District 5 Supervisor Jeff Serdy said that his district hosted the Lost Dutchman Marathon this past weekend, while the Lost Dutchman Days Rodeo event will take place this Friday, Saturday, and Sunday in Apache Junction. Pinal County will have a booth at the event to provide information to residents. District 4 Supervisor Jeffrey McClure said that he attended a community meeting in Florence regarding SCIP's (San Carlos Irrigation Project) electric service reliability issues, and the possibility of other electric providers stepping in. McClure also said that there will be a cleanup event for the Tri-Community areas of Oracle, San Manuel, and Mammoth on Friday, February 28, and Saturday, March 1. Click here for more information. District 1 Supervisor Rich Vitiello said that Arizona’s Senate Appropriations Committee yesterday approved a bill to fast-track funding for the Riggs Road overpass on State Route 347.   • In the County Manager's Report, Leo Lew said that in light of the recent fires in California, there will be a Work Session or fire prevention and preparedness at the Work Session Meeting on Thursday, March 13, 2025. (Item 1)
  • The Board recognized six employees for length of service to Pinal County. Two staff have reached the 25-year milestone, Jesse Gutierrez, a Detention Officer with Juvenile Court Services, and Randy Hampton, a Senior GIS Analyst with Information Technology Services. Two other IT employees - Curt Lindblom, a Wed Application Manager, and Keith Sexton, a Server Application Supervisor, have reached 20 years. Also celebrating 20 years with the County are JJ Johnson, an Animal Protection Officer with Animal Care & Control, and Katherine Ortega, an Administrative Specialist with the County Attorney's Office. JJ, Katherine, Curt and Keith are pictured below with the Board of Supervisors, County Attorney Brad Miller, and Interim Chief Information Officer Jason Cantrell. Jesse and Randy were not able to be in attendance. (Item 2)

further consideration and decision at a later date.
