Key Points from the Regular Meeting

held on March 20, 2024

  • Recorder Dana Lewis gave an update after Tuesday's Presidential Preference Election. A little over 160,000 registered Democrats and Republicans were eligible to participate. The Elections Department posted results from around 50,000 early ballots on Tuesday evening, with 5,430 people voting at the polls on Election Day. Around 1,100 early ballots were dropped at the polls on Election Day and are being processed, along with more than 2,000 received from USPS or dropped into Drop Boxes on Election Day.   • The Board decided not to appoint a Pinal County Justice of the Peace to the Western Pinal Justice Court, Precinct #4, to fill the remainder of the term left by the resignation of Justice of the Peace Lyle Riggs, since no Recommended Appointee was put forward by the Justice of the Peace Selection Committee. Additionally, Chief Civil Deputy Attorney Chris Keller explained that in January, there was an administrative order that was issued by the Supreme Court that assigned Pinal County Superior Court Presiding Judge Georgini the ability to assign Judicial Officers as needed to the Western Pinal Justice Court to conduct the court business. That order remains in effect, and the court is operating efficiently. The Board had earlier recognized Justice Riggs for his steadfast commitment to upholding the principles of justice and for his unwavering dedication to the community he has served. (Item 10)
  • The Board approved an Intergovernmental Agreement (IGA) between the Arizona Department of Revenue, Pinal County, and Pinal Regional Transportation Authority to work jointly in the validation, reconciliation and processing of qualified claimant's requests for a refund or waiver of the Pinal County Transportation Excise Tax which was invalidated by the Arizona Supreme Court.   • The Board approved, as presented, two planning and zoning items to allow the development of an industrial complex located 0.75 miles west of North Thornton Road along West Maricopa Casa Grande Highway in the Casa Grande vicinity. (Items 16/17)


  • After a Public Hearing, the Board tabled indefinitely a Resolution ordering the abandonment and extinguishment of an easement comprising a portion of Greasewood Street and Muleshoe Road in Apache Junction. (Item 18)
  • The Board approved three proclamations and a Recognition. Firstly, they proclaimed the week of March 18, 2024, through March 22, 2024, as "Public Defense Week" to recognize the 61st anniversary of the Supreme Court ruling in Gideon v. Wainwright, ordering that defendants without means must be provided professional legal representation in accordance with the 6th Amendment of the United States Constitution. (Pictured below top left). Secondly, they approved adopting April 2, 2024, through April 8, 2024, as "International Dark Sky Week" in Pinal County. (Pictured below top right). They also approved proclaiming the month of April 2024, as “National Child Abuse Prevention Month” in Pinal County. (Pictured below bottom left). And last but not least, the recognized the AmeriCorps NCC Team and the services they are providing for Pinal County. National Civilian Community Corps, or AmeriCorps NCCC is an AmeriCorps program that engages 18 to 24 year-olds in team-based national and community service in the United States.   • In the Supervisor District Updates item, District 1 Supervisor Cavanaugh mentioned upcoming Open Houses for the Road Maintenance and Improvement Fund in both Maricopa (March 20, 5 p.m.) and Coolidge (April 4, 5 p.m.) District 4 Supervisor Jeffrey McClure promoted a Cleanup event in Arizona City taking place on Friday and Saturday, from 9 a.m. to 1 p.m. both days.   • The Board approved Chairman Goodman's appointment of William Edward Tanner of Florence to the CORPS Local Detention Officers Retirement Board to serve out a term due to a current vacancy through August 28, 2026. This Board has oversight for Administration of the County's Detention Officer's Retirement Plan. William is pictured right with Vice-Chairman McClure, who chaired Wednesday's meeting in the absence of Chairman Goodman. (Item 14E)
  • In the County Manager's report, Leo Lew began by thanking all those who worked on Tuesday's election. He then told the public that the County last week hosted the Arizona Department of Transportation (ADOT) for a dinner and board meeting featuring representatives from the State, cities, towns, and industry stakeholders. The pictures below left are from the event. Meanwhile, County staff from several departments represented the County with booths at the Pinal County Fair last weekend, educating the public on services that the County provides. Pictures from that event are below right. They will also be at the Spring into Queen Creek event on Saturday. (Item 3)
  • The Board recognized three employees for length of service to Pinal County. Mary Seballos-Rollins, Judicial Office Supervisor with the Copper Corridor Justice Court, is celebrating 25 years. Meanwhile, Cedric Samayoa, a Detention Officer with the Sheriff's Office, and Richard Garcia, a Senior Appraiser with the Assessor's Office, have both reached the 20-year milestone.
